Request for Discussion (RFD)
Newsgroup : comp.databases.db2
Status : unmoderated
Distribution : Worldwide
Summary : For discussion of the DB2 family products
Proponent : Dave Odom (DGOEnter@AOL.com)
This is a formal Request For Discussion on the creation of an unmoderated
newsgroup, comp.databases.db2.
This RFD has been posted in accordance with the Guidelines for Newsgroup
Creation. Its language is based on previously submitted RFDs. The RFD is
being cross-posted to the following relevant news groups:
news.announce.newgroups
news.groups
comp.databases
It is also being sent to the following mailing lists:
DB2-L@american.edu (DB2 List Server)
CHARTER
The comp.databases.db2 newsgroup will be open to discussion on all
aspects of the DB2 family products.
This includes discussion of technical issues as they pertain to the
design,
implementation, and programming of DB2 databases, as well as business
issues pertaining to the ongoing activities of IBM Corporation.
It is also hoped that comp.databases.db2 will be used to encourage the
growth and interaction of the DB2 user community. To that end, any
DB2 User Groups will be welcome and encouraged to use
comp.databases.db2 to announce their activities and generally
"network" with each other.
Although employees of IBM Corporation will be welcome and
encouraged to use this newsgroup to disseminate technical information and
communicate with users, it is important to note that there will be no
official endorsement or support of this newsgroup by IBM Corporation.
RATIONALE
There is a large DB2 user community on the Internet as evidenced by
the success of the DB2 List Server (DB2-L@American.edu).
Although that newsgroup is focussed on DB2/MVS, it's quite active.
Also, given the IBM desktop database products like DB2 for OS/2 and
DB2/6000, and the bit awkward way, list servers interact with posters,
a new group devoted to the IBM DB2 product family should become very
active.
A second reason is that there are newsgroups under comp.databases
for all large IBM competitors, and that not having a group for one of
the largest DBMS vendors in the world, might give a wrong impression.
FUTURE CALL FOR VOTES
After a discussion period of 21-30 days, if there are no overwhelming
objections to the proposed group, there will be a Call For Votes (CFV)
posted to the same groups as this RFD. The voting period will be at least
21 days. If the group passes by receiving 100 more YES votes than NO
votes, and (at least) twice as many YES votes as NO votes, it will be
created.

Summary: For discussion of IBM's DB2 Database Software
This is a formal Request for Discussion on the creation of an
unmoderated newsgroup, comp.databases.ibm-db2.
This message initiates a discussion period to consider the creation
of the newsgroup. This discussion will take place on news.groups.
All follow-up posts should be made to news.groups.
This RFD has been posted in accordance with the Guidelines for
Newsgroup Creation. Its language is based on previously submitted
RFDs. The RFD is being cross-posted to the following relevant news
groups/list servers:
news.groups
comp.databases
bit.listserv.db2-l
CHARTER
The comp.databases.ibm-db2 newsgroup will be open to discussion on all
aspects of DB2 client/server software products as well as host database
products. This includes DB2 on OS/2, AIX, HP, Solaris, AS/400, VM/VSE
and MVS platforms.
It is intended that comp.databases.ibm-db2 will aid in the understanding and
problem resolution of common db2 database problems.
Although IBM employees will be welcome and encouraged to use this
newsgroup to disseminate technical information and communicate with
users, it is important to note that there is no current commitment by
IBM to officially endorse or support this newsgroup.
RATIONALE
There is a large DB2 user community on the Internet as evidenced by the
messages on the comp.databases and bit.listserv.db2-l.
We believe this is sufficient to demonstrate interest in a DB2 newsgroup.
FUTURE CALL FOR VOTES
This is NOT a call for votes.
After a discussion period of 21-30 days, if there are no overwhelming
objections to the proposed group, there will be a Call For Votes (CFV)
posted to the same groups as this RFD. The voting period will be at
least 21 days. If the group receives more than 100 YES votes and at
least twice as many YES votes as NO votes, it will be created.

Newsgroups lines:
comp.databases.ibm-db2 Problem resolution with DB2 database products
Votes must be received by 23:59:59 GMT, 13 June 1995.
This vote is being conducted by a neutral third party. For voting
questions only contact Daniel Hartung <dhartung@mcs.com> (the
votetaker). For questions about the proposed groups contact
Bohdan Taramina <taramina@vnet.ibm.com> (the proponent).
OFFICIAL SOURCES OF THE CFV
The only official sources for copies of this CFV are the UseNet newsgroups to
which it is posted including news.announce.newgroups and the votetaker.
RATIONALE
This is the rationale for the proposal as submitted by the proponent:
There is a need for this newsgroup to service the DB2 user community.
In no way will it interfere with the list servers, and should be
considered, since there is currently no newsgroup in the
comp.databases hierarchy specifically for the DB2 products.
CHARTERS
This is the newsgroup charter as submitted by the proponent:
The comp.databases.db2 newsgroup will be open to discussion on all
aspects of DB2 client/server software products as well as host database

HOW TO VOTE
Send MAIL to: dhartung@mcs.com
Just Replying should work if you are not reading this on a mailing list.
Your mail message should contain one of the following statements:
I vote YES on comp.databases.ibm-db2
I vote NO on comp.databases.ibm-db2
I ABSTAIN on comp.databases.ibm-db2
I CANCEL on comp.databases.ibm-db2
IMPORTANT VOTING PROCEDURE NOTES
Only one vote per person, no more than one vote per account. Addresses and
votes of all voters will be published in the final voting results list.
You may also ABSTAIN in place of YES/NO - this will not affect the outcome.
Anything else may be rejected by the automatic vote counting program.
The votetaker will respond to your received vote with an automated
acknowledgement by e-mail - if you do not receive one within several days,
try again. It's your responsibility to make sure your vote is registered
correctly.
If you later change your mind, you may vote again. To erase your vote and
eliminate your address and vote from the final results listing, vote again
using the CANCEL example shown above. Just be aware that duplicate votes
will be resolved in favor of the most recent valid vote.
Neither ABSTAIN nor CANCEL messages are counted as votes; they serve
only to cancel any previous vote. Abstentions are noted in the final
vote list, whereas CANCEL removes your vote from that list entirely
(this is the only difference between the two).
Anonymous votes will not be accepted. Votes mailed by WWW/HTML/CGI forms are
considered anonymous votes. (The vote must be mailed directly from the
voter to the votetaker.)
In cases where voting fraud is determined to have occurred, it is standard
operating procedure to delete ALL votes submitted by the violator.
If you give anyone a copy of the CFV, it must be whole and unmodified.
There will be a five-day period following the voting period during which
the published vote list may be corrected and any irregularities addressed.
The requirements for group creation are 100 more YES votes than NO votes,
and 2/3 of all counted votes must be YES.
When in doubt, ask the votetaker.
