This is a request for discussion of a new newsgroup,
comp.infosystems.gopher.announce Announcements of gopher services
Rationale
---------
There is currently quite a bit of traffic in the
"comp.infosystems.gopher" newsgroup regarding details of the
implementations of clients and servers that implement the Gopher
protocol. This discussion is important to help work out
implementation details, but it makes the newsgroup difficult to read
for people who are largely interested in internet contents, not
protocols.
A separate "comp.infosystems.gopher.announce" group would provide a
channel for people building information systems to let other people
know what they have on line, in a forum relatively free from
day-to-day discussions.
Process
-------
This Request For Discussions will be circulated to the relevant
newsgroups. A search for moderators for the newsgroup has located
some likely volunteers at Michigan State University, including Rich
Wiggins, one of the organizers of the first Gopher conference. The
full call for votes (if there is no change in the name) will go out
1 November 1993
with the voting to close
23 November 1993
and the hopes of a group starting on or about
1 December 1993.
subject to change depending on availability. Do not vote now; the
voting process will be explained at the time of the real vote.
Where to go from here
---------------------
The newsgroup "comp.infosystems.gopher" can be used for current
discussions, as well as for locating more individuals who are in a
position to help organize the new group.

REQUEST FOR DISCUSSION -- COMP.INFOSYSTEMS.ANNOUNCE MODERATED
This is (hopefully) the final Request For Discussion for the newsgroup
comp.infosystems.announce Announcements of internet information services.
CHARTER
Comp.infosystems.announce is a moderated news group for announcements of
internet information tools and services. Announcements may be of the
release of new software packages or of new services such as new and
updated servers for Gopher, WWW, WAIS and similar information systems.
MODERATOR
This group will be moderated. The moderator will be Rich Wiggins of
Michigan State University, (rwwmaint@msu.edu). Rich was one of the
organizers of the first Gopher conference, and he coordinates the
deployment of a campus-wide information system using Gopher and World-Wide
Web at Michigan State. Co-moderators from the Gopher, World-Wide Web and
WAIS communities would be welcome.
It is anticipated that an archive of this newsgroup will be established,
which will serve as a historical reference as well as a useful basis for
building indexes of services on the Internet.
Please let Rich know if you would like to be considered as a co-moderator,
or if you can provide an archive site.
MODERATION POLICY
The only criterion for accepting posts will be relevence to the Charter.
Inappropriate posts which are better suited to other groups will be
directed there. In particular, discussion of the announcements other
than correction of serious factual errors will be redirected to other
comp.infosystems news groups.
RATIONALE
The volume of traffic in comp.infosystems.gopher and the other infosystems
groups about the implementations of clients and servers and other software
issues is valuable, but does make the newsgroups difficult to read for
people who are largely interested in internet contents, not protocols.
A separate comp.infosystems.announce group would provide a channel for
people building information systems to let other people know what they have
on line, in a forum relatively free from day-to-day discussions.
PROCESS
This discussion process started with the Request For Discussion
for comp.infosystems.gopher.announce. During the discussion it
was agreed that a wider scope would be preferable, and that the
group should be comp.infosystems.announce. This RFD is to inform
people of this and to allow any last-minute comments before going to
the vote. IF YOU WANT TO COMMENT ON THE CHANGE OF NAME, DO IT NOW.
Once the CFV goes out it will be too late to change the name again.
Assuming that there is no serious objection to the changes, I hope
to arrange for the Call For Votes (CFV) at the end of this week.
The vote will be carried out by an independent third party, one of the
Usenet Vote Volunteers. Do not vote now, but look out for the CFV
in news.announce.newsgroups. It will be cross-posted to the same
groups as this article.
Acknowledgements: the original proposal for this group was made by
Edward Vielmetti. I am carrying it forward to the vote at his request.
The above RFD is based on material provided by Ed and by Rich Wiggins.

moderated group comp.infosystems.announce passes 574:2
There were 574 YES votes and 2 NO votes, for a total of 576 valid
votes. There were 2 invalid ballots.
For group passage, YES votes must be at least 2/3 of all valid (YES
and NO) votes. There also must be at least 100 more YES votes than NO
votes. Thus, the group passes.
There is a five day discussion period after these results are posted.
If no serious allegations of voting irregularities are raised, the
moderator of news.announce.newgroups will create the group shortly
thereafter.
