REQUEST FOR DISCUSSION (RFD)
moderated group comp.infosystems.www.authoring.cgi (moderates existing group)
Summary: Change c.i.www.authoring.cgi to auto-moderated status
Proponent: Thomas Boutell <boutell@boutell.com>
This is a formal request to discuss the reclassification of
comp.infosystems.www.authoring.cgi as an auto-moderated newsgroup.
This is not a call for votes. Please don't vote now.
RATIONALE: comp.infosystems.www.authoring.cgi
comp.infosystems.www.authoring.cgi, like many other USENET newsgroups,
is plagued by a very high percentage of postings which are adequately
answered by the various FAQ postings regularly made to that newsgroup.
The same questions are posted day after day. Efforts to educate
newcomers to the group through the regular autoposting of FAQ lists
have failed to stem the onrushing tide of repeat questions.
Even experienced readers routinely ask such questions as "why isn't
the FAQ posted every four days?", when in fact the FAQ is being posted
every four days. It is clear that FAQ postings are not adequately
visible to readers of the group, even to those who know to look for
them.
Since most of these questions come from first-time posters to the
newsgroup, merely sending them copies of the FAQ in response to their
postings is not effective in reducing the number of repeat questions.
It is hoped that the following automatic moderation system will prove
to be effective, require little commitment of time, and be widely
applicable to other USENET newsgroups with similar problems.
CHARTER: comp.infosystems.www.authoring.cgi
Discussion of the development of CGI scripts to handle the results
of forms, generate images on the fly, and so on.
Moderation Policy:
comp.infosystems.www.authoring.cgi will be moderated by a program
implementing the following rules:
1. The first posting from any previously unseen address will
be "frozen" and not immediately posted to the newsgroup.
2. All postings after the first from a particular address will
automatically be approved and posted; NO special action
need be taken by the poster.
3. The program will respond to all first-time postings by
mailing a short Frequently Asked Questions (FAQ) posting to the
poster, answering the most common questions and providing
pointers to additional resources. The mailing will also
include clear instructions on how to "melt" the posting
in question and cause it to be posted to the newsgroup.
This will be as simple as replying to the email with the
words "post it." Again, see #2. The user will also be
provided with instructions on how to cancel their posting
if they no longer feel it is necessary after reading
the FAQ. Again, this will be as simple as replying
with the words "cancel it."
4. To save time, A mechanism will be provided by which email
addresses can be authorized "in advance", probably by filling
out a WWW form. This optional mechanism will be described
in a regularly posted FAQ.
5. To avoid possible legal hassles, the program will maintain
a "hashed" collection of email addresses with some of the
information removed. While this will occasionally pass a first-time
post erroneously, it will ensure that any individual choosing
to subpoena the moderator's list of addresses will not receive
a useful "mailing list." Note, however, that any individual can
already collect the email addresses of posters to any newsgroup
with ease. There are no new privacy issues introduced
by this proposal.
END CHARTER.
MODERATOR INFO: comp.infosystems.www.authoring.cgi
The group will be moderated by a computer program.
Moderator: RoboMod
END MODERATOR INFO.
PROCEDURE:
This RFD has been posted in accordance with the Guidelines for
Newsgroup Creation. Discussion will take place in news.groups only.
Please post follow-ups to news.groups only.
This is NOT a ballot for a vote. This posting is to initiate a
discussion, to occur in the news.groups newsgroup, about the proposal.
This discussion will last about a month, and not less than 21 days.
If a consensus can be reached in the discussion, the proponent will
send the revised proposal to the Usenet Volunteer Votetakers who will
then post the official ballot giving the procedure for voting. This
vote will then last about a month, details to be in the offical Call
For Vote ballot posting.
When voting time comes, you will be advised as to how, where and how
long the vote would be taken. If the proposal receives 100 more YES
votes than NO and (at least) twice as many YES as NO votes, the group
will be created.

REQUEST FOR DISCUSSION (RFD)
moderated group comp.infosystems.www.authoring.cgi (moderates existing group)
CHANGES from previous RFD:
The proposal now explicitly calls for the group to be self-moderated.
The new charter does not permit the maintainer of the moderation
software to personally approve or disapprove articles.

This is a formal request to discuss the reclassification of
comp.infosystems.www.authoring.cgi as a self-moderating newsgroup.
This is not a call for votes. Please don't vote now.
Summary: Change c.i.www.authoring.cgi to self-moderated status
Proponent: Thomas Boutell <boutell@boutell.com>
RATIONALE: comp.infosystems.www.authoring.cgi
Motivation
----------
comp.infosystems.www.authoring.cgi, like many other USENET newsgroups,
is plagued by a very high percentage of postings which are adequately
answered by the various FAQ postings regularly made to that newsgroup.
The same questions are posted day after day. Efforts to educate
newcomers to the group through the regular autoposting of FAQ lists
have failed to stem the onrushing tide of repeat questions.
Since most of these questions come from first-time posters
to the newsgroup (about 30% of postings are first-time postings),
merely sending them copies of the FAQ in response to their postings
is not effective in reducing the number of repeat questions.
It is hoped that the following self-moderation system
will prove to be effective, require little commitment of time,
and be widely applicable to other USENET newsgroups with similar
problems.
Proposed Solution
-------- --------
comp.infosystems.www.authoring.cgi will be moderated by a program
implementing the following rules:
1. The first posting from any previously unseen address will
be "frozen" and not immediately posted to the newsgroup.
2. All postings after the first from a particular address will
automatically be approved and posted; NO special action
need be taken by the poster.
3. The program will respond to all first-time postings by
mailing a short summary Frequently Asked Questions (FAQ)
message to the poster, answering the most common questions and
providing pointers to additional resources. The mailing will
also include clear instructions on how to "melt" the posting
in question and cause it to be posted to the newsgroup.
This will be as simple as replying to the email with the
words "post it." Again, see #2. The user will also be
provided with instructions on how to cancel their own
posting if they no longer feel it is necessary after
reading the FAQ. Again, this will be as simple as replying
with the words "cancel it."
4. Thomas Boutell, boutell@boutell.com, has volunteered to
author and operate the self-moderation software. Mr. Boutell
is already running similar software that contacts first-time
posters after the fact. (Since 30% of postings are first-time
postings and many more are responses to these, this has not
proven adequate.) If this proposal passes, MR. BOUTELL AGREES TO
OPERATE THE SELF-MODERATION SOFTWARE IN ACCORDANCE WITH THE TERMS
LAID OUT IN THE FINAL CALL FOR VOTES. MR. BOUTELL WILL NOT
PERSONALLY MODERATE OR CENSOR ARTICLES OR MAKE MODIFICATIONS
BEYOND REASONABLE MAINTENANCE OF THE SOFTWARE, other than
to resign, hopefully in favor of another maintainer.
4. To save time, A mechanism will be provided by which email
addresses can be authorized "in advance", probably by filling
out a WWW form. This optional mechanism will be described
in a regularly posted FAQ.
5. It has been pointed out that the database might be
subpoenaed or otherwise obtained from the maintainer of
the self-moderation software. Note, however, that any individual
can already collect the email addresses of posters to any newsgroup
with ease. There are no new privacy issues introduced by this proposal.
CHARTER: comp.infosystems.www.authoring.cgi

Common Gateway Interface (CGI) scripts as they relate to
Web page authoring. Possible subjects include discussion
how to handle the results of forms, how to generate
images on the fly, and how to put together other
interactive Web offerings.
This newsgroup is self-moderated. Your first posting will not
appear until you have read and responded to an automatic welcome
mailing, at which point your posting will appear with no further
delay. Provision will also be made to automatically approve
first postings that contain a header requesting this.
Subsequent postings are approved automatically.
END CHARTER.

hand-moderating the newsgroup. Instead, he will maintain

accordance with the charter above. Mr. Boutell will
NOT personally approve or cancel articles.

HOW TO VOTE
Send E-MAIL to: ciwac@infobahn.net
Your e-mail message should contain one and only one of the
following statements:
I vote YES on comp.infosystems.www.authoring.cgi
I vote NO on comp.infosystems.www.authoring.cgi
You may also vote ABSTAIN or CANCEL; these are not counted as
votes and don't affect the vote count.
Anything else will be rejected by the automatic vote counting
program. The votetaker will respond to your received ballots
with a personal acknowledgment by mail - if you do not receive
one within several days, try again. It's your responsibility to
make sure your vote is registered correctly.
If you later change your mind you may vote again from the same
email address; only your last valid vote will count.
VOTING PROCEDURE NOTES:
Standard Guidelines for voting apply. One person, one vote.
Votes must be mailed directly from the voter to the votetaker.
Anonymous, forwarded or proxy votes are not valid; this includes
votes generated by WWW/HTML/CGI forms.
Vote counting is automated. Failure to follow these directions will
mean that your vote does not get counted. Duplicate votes are
resolved in favor of the most recent valid vote. Addresses and votes
of all voters will be published in the final voting results post.
The purpose of a Usenet vote is to determine the genuine interest of
persons who would read a proposed newsgroup. Soliciting votes from
disinterested parties defeats this purpose. Please do not
redistribute this CFV. If you must, direct people to the official CFV
as posted to news.announce.newgroups. Distributing pre-marked or
otherwise edited copies of this CFV will result in those votes being
cancelled. When in doubt, ask the votetaker.
Common errors include quoting the entire article and sending your vote
to the vote-takers personal address. Either of these two could result
in your vote not being counted.
