This is a formal CALL FOR DISCUSSION for a moderated group.
The formal proposal follows:
NAME OF GROUP: comp.society.folklore
MODERATOR: Eric S. Raymond <eric@snark.thyrsus.com>
TOPICS TO BE COVERED:
1. Maintenance and discussion of the Jargon File.
2. Posting/archiving of anecdotes, facetia, and satire illuminating aspects
of hacker culture, including things like computer filks and war stories
about famous hacks of the past.
3. Accumulation of serious oral-history material from the early days
and forgotten but interesting byways of modern computing.
4. Posting/archiving of `retrocomputing' software, that is emulations of
archaic environments or tools or `code satires' (things like the JCL and
ADVENT shells, INTERCAL, the 029 card-punch emulating editor,
5. Discussion & criticism of hacker-history compendia in other media, esp.
books like Jennings' _The_Devouring_Fungus_, Stoll's _Cuckoo's_Egg_, and
Steven Levy's _Hackers_.
CHARTER:
To give the hacker culture an on-line memory. Postings would be carefully
selected but not (in general) edited. An archive would be maintained and
made publicly available.
A fair percentage of the traffic would probably be humor of various sorts,
but the criterion for inclusion would be primarily its value as carriers for
hacker memes.
Attempts to pursue religious wars using the group as a forum would be
ruthlessly flushed.
The group would be open to co-moderation by representatives of important
hacker subcultures past or present, subject to net consensus.
RATIONALE:
The existing newsgroup with similar name in the ALT heirarchy has a
great deal of volume and a problem with noise. This proposal would
create a new MODERATED group to cover much of the same material but
would endeavor to reduce the noise. The existing ALT group would not
be affected in any way by this proposal because USENET and ALTNET are
different and ALT groups are not bound by USENET rules. Also, the
continuation of the existing ALT group would mean that an unmoderated
forum would also exist. Also, this new group would become the
preferred forum for discussions of the Jargon File and submissions to
the Jargon File.
The name was chosen because although computer-related, it is not a
technical group and most non-technical computer-related groups are in
the comp.society.* portion of the name space. The folklore extension
makes the general area of discussion clear to newcomers.
Eric Raymond and I talked about this idea in e-mail before Christmas
and he has already agreed to act as moderator should the group be
created.
PROCEDURES:
Per the USENET Guidelines, discussion should take place in news.groups
for at least two weeks. If a consensus has developed by that time,
then I plan to make a formal CALL FOR VOTES then and count them myself.
Do NOT vote now. Time is counted from the posting to n.a.n by the
moderator of that group.

In the spring of 1991, comp.society.folklore was created; the intention
was that it would be a moderated Usenet newsgroup with a similar charter
to that of alt.folklore.computers. Comp.society.folklore experienced
severe technical problems at the outset, which were never diagnosed
satisfactorily. Some articles were posted to it by the moderator, Eric
Raymond, but they generally did not make it to Usenet at large.
Eric tells me that in fact only half a dozen articles were ever submitted
to comp.society.folklore. It seems likely that the propagation problem
was partially responsible for this; no articles means no followups.
But in addition, many users simply prefer the faster interaction pos-
sible in an unmoderated newsgroup to the orderliness possible in a
moderated one. And with the existing channel of alt.folklore.computers
in operation, there was little incentive to debug comp.society.folklore.
Now, I think alt.folklore.computers has been a pretty successful group,
and therefore I think it's long past time that it was moved onto Usenet--
or, if you prefer, into the so-called "7 main hierarchies". I therefore
propose that comp.society.folklore be converted to unmoderated, and that
when this is done, alt.folklore.computers be aliased to it and thus
cease to exist under that name.
I proposed this informally a couple of months ago, and drew a smattering
of responses covering a variety of opinions. It should be noted in
particular that Eric Raymond had no objection (and that he's going to
see a copy of this posting); this is not a case of "hostile demoderation".
I am submitting this to news.announce.newgroups because I judge that
the most appropriate procedure, if this proposal is to be implemented,
would be the standard procedure for creating a new group. This is not
necessarily intended to be a precedent for other demoderations; this
one is not hostile and the moderated group has no traffic. I would ask
Dave Lawrence (the news.announce.newgroups moderator) to comment on the
procedure in a Moderator's Note.

Well, there is a procedural problem here. Normally if a mass acknowledgment
is posted, it is done together with a repeat Call For Votes, which makes
sense since if your vote didn't arrive then you know where to try again.
However, I announced in advance that there would be only one repeat CFV,
which has gone out, and (as allowed by the guidelines) I didn't do a mass
ack at that time.
If I repeat the CFV now, wouldn't that be considered improper electioneering?
After all, the usual purpose of a repeat-CFV is to attract more votes in
favor of the proposal. But if I post a mass ack with a repeat-CFV, and
the proposal then wins by a narrow margin, people will complain that the
extra CFV made the difference and I had originally promised not to issue it.
If I post a mass ack without a repeat-CFV, then people whose copy of the
CFV article expired may complain that they don't know where to vote. Either
way, people may complain that the mass ack was posted too near the end of
the voting period (votes must be received by Monday, December 14, reckoned
by Toronto time). And then, if I don't post, then people will complain that
I'm being unresponsive to criticism of my vote-taking, which I'm trying to
bend over backwards to conduct in a manner beyond reproach.
My decision is to take the second of these three options, subject to the
approval of the moderator of news.announce.newgroups [which, if you see
this, has been granted]. If you want a copy of the CFV (which contains
the text of the original proposal, and various voting addresses) please
mail me at msb@sq.com, msb@sq.sq.com, or msb@lsuc.on.ca and ask for one.
Below is a list of the votes received up to 1:45 pm EST, December 9, as
identified by From: line. Last day to vote is Monday, December 14.
This is not a thoroughly cleaned-up list and may contain a few spurious

My proposal to unmoderate comp.society.folklore and make it a replacement
for alt.folklore.computers has been given one of the most decisive defeats
I have ever seen a newsgroup proposal suffer.
Frankly, I expected my proposal to fail its vote. But my guess was
that the Yes and No votes would be roughly equal. It's true that the
postings during the discussion period were mostly on one side, but the
whole reason for conducting a vote is that the balance of postings
is not necessarily representative of the readership as a whole --
we've seen that in other newsgroup votes.
In other words, my guess might have been wrong. [Well, it was!]
And since I still believed that the proposed change was a Good Thing,
and I had raised the issue in the first place, I felt obliged to go
through with the vote. The issue was clear within a couple of days --
a secret which helped me keep my equanimity in the flamewar -- but the
guidelines do not allow a vote to be aborted once it's started. At the
end of this article, just for interest, I include a day-by-day summary
of the messages received in the ballot boxes.
If my original guess had been close and the proposal had failed by a
narrow margin, I would have considered alternative plans for "promoting
alt.folklore.computers out of the sewer". The decisive vote makes it
clear that any such proposal would fail, and I would like to thank the
voters for delivering this message so clearly (and, for the most part,
politely). This is my last word on the topic of comp.society.folklore,
until and unless someone *else* proposes doing something with it.
In case there are any followups, I have directed them to news.groups.
In each list of votes below, the names and addresses are given as found
on the From: line of the mail message(s) received. Where there was a
personal name in the message body but not one in the From: line, I have
added it in square brackets. The list is alphabetized by surnames where
I could identify these, otherwise by first name, login name, etc. as shown
in the left-hand column. I have done my best to get everything right, but
in such a long list there may be a few errors. Heck, there may even be
a few votes missing. Anyone want to call for a re-vote? :-)

RATIONALE
----------------------------------------------------------------------
There is demand and traffic for a newsgroup about Computer Folklore
and Computer Culture (evidence alt.folklore.computers). Also, the
traffic about the Jargon File tends to spill into all sorts of groups
all over the net. The existing ALTnet group has high volume and an
ever decreasing signal/noise ratio. A fair number of the postings to
the ALTnet group are wildly inaccurate in answers to questions about
the history of computing culture. A moderated group can filter out
such postings as needed.
By creating a regular USENET group that is moderated, a forum will be
available that will have a good signal/noise ratio and also tend to
siphon off Jargon File items from the more technical newsgroups (many
of whose readers consider them noise).
The proposed moderator has experience in moderating USENET groups and
is one of the people currently maintaining the Jargon File and hence
is qualified to act as moderator. He has agreed to moderate this
group if the proposal passes.
The proposed name was chosen because the comp.society.* area is intended
for non-technical computing related groups such as this and the proposed
name should be clear to any first time USENET user.
The existing ALTnet group alt.folklore.computers will not be affected by
any part of this vote and will continue to provide an unmoderated forum.

It appears that the moderated newsgroup comp.society.folklore
has passed. There were no late votes received.
I have made a quick attempt to remove duplicates, but it is still
possible that there are some. If so, I'm sure someone will point
this out in news.groups shortly.
I count 170 YES votes and 28 NO votes.
By my math, (170 - 28) > 100
(170 / 198) > (2/3)
which are the criteria as I understand them.
