This a request for discussion for creating a newsgroup devoted to
configuration management (CM). This topic is on and off discussed
in comp.software-eng, but so are many other topics. Reading c.s-e
because of interest in CM issues, I kill 90% of the articles in this
group.
CM is a very important art in the software engineering field, and
definitely worth a group on its own. When you talk about CM you
discuss both the procedures and the buearucracy as well as the
tools you use to enforce your procedures.
The group would be unmoderated.
Looking at the current name space, comp.software.conf-mgmt seems like
the best name. For us in the know c.s.cm would suffice, but tragically
not every knows what CM is.
It is my hope that someone from of the group of voluntary vote takers
is willing to handle this vote.
If there are groups that should be included in a 2nd RFD (if there
is one) or the CFV, I'd would appreciate to know.

What is problematic with this group is the name. It's not problematic
for the CM topic as such, but rather from the perspective of a long-
term strategy for software-engineering newsgroups. In the previous
discussion I comitted myself to comp.software-eng.config-mgmt, but
I was discouraged by group-advice to pursue that line. The situation
is that we have c.s-e and two comp.software.* groups. Whether there
should be a comp.software.* hierarchy or a comp.software-eng.*
hierarchy I don't have any strong opinion on, but I don't think
there is a need for both. Comp.software.* might be the less pre-
ferable choice, but it exists, so let's not confuse the issue even
more.
A normal procedure when there are different opinions on the name is
to take a straw poll. However, I find it completely inappropriate
in this case, since what is the issue has nothing to do with CM
as such.

CHARTER
Comp.software.config-mgmt is intended to be a forum for discussions
issues related to configuration management (CM), both the bureaucratic
procedures and the tools used to implement CM stratgies. CM is an
corner-stone in software development, and have a very broad spectrum
in its appearance. For small shops with non-critical, maybe all you
need is RCS or SCCS and some makefiles. For saftety-critical systems,
there might be a huge paperwork, and you may not change any code with-
out having an SPR assigned to it.
CM is on and off discussed in comp.software-eng, but so are many other
topics. Reading c.s-e because of interest in CM issues, I kill 90% of
the articles in this group. Given its importance in modern software
development, CM is definitely a subject which deserves a group on its
own.
