Summary: change comp.unix.wizards to be a moderated group

The following is a Request For Discussion on making the newsgroup
comp.unix.wizards a moderated newsgroup.
Rationale:
- comp.unix.wizards has become "yet another group to post to"
by UNIX novices wanting an "expert" to answer their question.
Novices have a tendency to feel their questions will be answered
more quickly/better if they post to comp.unix.wizards instead of
a more appropriate group like comp.unix.questions.
- Frequent postings to comp.unix.wizards have not solved the problem
of off-topic posts.
- The content of comp.unix.wizards tends to be a melting pot of
comp.unix.questions, comp.unix.internals, and your average
comp.sys.foo.* group. It has no character of its own.
Below is the proposed moderator's guidelines. This has been discussed
for several days in comp.unix.wizards, with positive results.
Discussion of the guidelines and expected issues follows at the end of
this article.

comp.unix.wizards - Moderator's Guidelines
comp.unix.wizards is a newsgroup for UNIX wizards. It is
a moderated newsgroup. Articles posted to this newgroup should
automatically be send to the moderator, xxxx@xxxxx.
This is a group for wizards. The jargon file defines a
wizard as the following:
:wizard: n. 1. A person who knows how a complex piece of software
or hardware works (that is, who {grok}s it); esp. someone who
can find and fix bugs quickly in an emergency. Someone is a
{hacker} if he or she has general hacking ability, but is a wizard
with respect to something only if he or she has specific detailed
knowledge of that thing. A good hacker could become a wizard for
something given the time to study it. 2. A person who is permitted
to do things forbidden to ordinary people; one who has {wheel}
privileges on a system. 3. A UNIX expert, esp. a UNIX systems
programmer. This usage is well enough established that `UNIX
Wizard' is a recognized job title at some corporations and to most
headhunters. See {guru}, {lord high fixer}. See also
{deep magic}, {heavy wizardry}, {incantation}, {magic},
{mutter}, {rain dance}, {voodoo programming}, {wave a
dead chicken}.
1. Topics discussed in this group must be of a 'wizardly' nature.
(What is this? Well, see above, and see below)
2. Questions which can be found in FAQ's will NOT be allowed.
Wizards write FAQ's, so read them!
3. Non-wizardly questions about particular vendor's *NIX flavor will
NOT be allowed. Post to the appropriate comp.os.* or comp.sys.*
group instead.
4. Basic questions about UNIX internals will NOT be allowed. Use the
existing group comp.unix.internals.
If there is any article which is of a questionable nature,
they will most likely be posted. I envision moderation for this group
akin to decanting a bottle of country wine. The wine may still suck,
but at least you're not drinking sludge.
-----------------------------------------------------------------------
- "If you moderate comp.unix.wizards, the group will die."
I doubt it. There are many moderated discussion groups
that are of a technical nature. Moderation is there simply to
stop clear non-wizardly discussion, not to stifle other traffic.
- "comp.unix.wizards should be moderated by a True Wizard"
I fully admit I am not a True Wizard. If a True Wizard wishes
to moderate this group in a just manner, I would be happy to let
him/her moderate it. Unfortunately, most True Wizards don't have the
time (or inclination) to moderate a newsgroup such as this. However, I
don't feel that it is necessary to be a True Wizard to be able to
reasonably determine what is wizardly and what is not.
- "I read the list of topics that aren't allowed to be discussed here --
what's left?"
Lots of stuff! Hacks, quirks, tips, implementation issues,
obscure UNIX history, "How to Spot a Wizard From Quite a Long Way
Away", you name it!
- "What about backup moderators?"
I have had two volunteers for backup moderators.

STANDARD VOTING INFO
You should send MAIL (posts to a group are invalid) to
jmaynard@oac.hsc.uth.tmc.edu
(just replying by MAIL to this posting should work, *if* your
newsreader honors the "Reply-To" line in the article header). Votes
sent to other addresses will be discarded. Your mail message should
contain one and only one of the following statements:
I vote YES on comp.unix.wizards moderation
I vote NO on comp.unix.wizards moderation
I vote ABSTAIN on comp.unix.wizards moderation
I vote CANCEL on comp.unix.wizards moderation
You may add a comment, but anything other than a definite statement involving
the group name and "yes", "no", "for", or "against" on a single line may be
rejected by the automatic vote counting program. If you later change your mind
you may send in another vote, which will automatically supercede all previous
votes. "ABSTAIN" votes serve only to record that you sent a vote. "CANCEL"
votes remove your name (and vote) from the list of voters. Please don't
include the whole CFV; I already have a copy, and it just wastes disk space.
Standard Guidelines for voting apply. For the group to be created, 100 more
YES votes than NO votes must be cast, and 2/3 of all valid votes must be YES
votes. "ABSTAIN" votes are not counted in either calculation; their only role
is to cancel previous votes.
Every vote will be acknowledged by EMail. The CFV will be repeated once; the
second CFV will contain a "bounce-ack", i.e. a list of people whose ACK
messages bounced when I sent them. All votes will be listed in the posting
with the results of the vote; this is necessary to allow independent
validation of the vote should a third party choose to do so.
