FYI, I think it's a good idea and about time.
If there's a need to "call for votes" as a formality I'm
up to collecting them.
Moderated or un-moderated is a question, I think the intention
is to have a moderated list, and "announce" groups are by
tradition moderated.

We (MIT staff) have actually thought seriously about establishing an
announcements group/list; in fact at one point in time we put together a
"call for a new group" message and tried to post it according to the
correct procedures, but our net news interface never managed to get
it posted.
If someone out there is willing to work through the procedures to
establish comp.windows.x.announce, and convince the appropriate site
(bloom-beacon) to act as a relay between the group and an Internet
mailing list (just as comp.windows.x and xpert are linked), we'd be
willing to set up the corresponding "xannounce" mailing list on expo.
As I see it, comp.windows.x.announce would be an unmoderated forum for
the following kinds of articles:
Consortium announcements about new standards (availability,
period of public review etc.)
Consortium announcements about new releases.
Announcements of major public releases of code or documentation.
X-related conference/meeting announcements.
I'd prefer to exclude minor fixes and minor updates to existing software,
including announcements of things like public R4 patches. My goal in
forming such a group/list would be to allow people who currently don't read
comp.windows.x/xpert at all to get "mainline" announcements without lots
of "noise".
