Purpose
This group is meant to provide an organized forum for the discussion and
dissemination of information specifically relating to the business of
consulting, and proposed for the reasons stated below.
1) Subscribers of alt.computer.consultants have become concerned with the
recent flood of off-topic postings. Many network "newbies" have posted in
the group, asking for advise on how to "fix" their broken computers.
Frequent off-topic posts have also included solicitations for employment,
and job offers. (which are more appropriate to the alt.jobs hierarchies).
This new moderated group is intended to open the discussions to
consultants of all fields, and discourage off-topic posts (a problem which
will continue to plague alt.computer.consultants)
2) The misc hierarchy is carried by more feeds than is the alt hierarchy.
By moving to this hierarchy, we hope to increase the number and scope of
appropriate posts which our newsgroup receives.
3) As group traffic increases, other subgroups may be considered,
including (but not limited to) sub-groups for other classifications of
consulting such as:
misc.business.consulting.marketplace (job seekers and brokers)
misc.business.consulting.computers (field specific)
misc.business.consulting.management (field specific)
etc....

Charter
As stated earlier, this group will specifically be a forum for those
discussions concerning the business of consulting. More specifically, this
refers to matters such as tax rulings, clarification of accounting
treatments, techniques for client management, discussions of ethics,
advice for beginning consultants, contract provisions, etc. This should
not be taken to totally exclude technical issues from being raised, when
they are framed in the context of the business of consulting.
This newsgroup would discourage the posting of questions about solving
computer specific hardware or software problems, as there are many more
appropriate groups in which to post such questions.

The Function of the Moderator and Advisory Committee
This newsgroup shall have an active moderator, with an advisory committee
(co-moderators). It shall be the responsibility of the active moderator
to screen postings to the newsgroup, and eliminate those which are:
1) Articles that have no connection to business of consulting
(i.e. "How do I fix my Computer")
2) Any message of a direct and commercial nature. This includes
postings offering both commercial products, and services.
The active moderator shall not screen postings for their intellectual
content or argument, nor for their political or ideological content
(within the scope of consulting issues).
All articles that are rejected will be sent back to the contributor with a
short message explaining the reason for rejection. Such rejections may be
appealed as outlined below.
The advisory committee serve in a back-up capacity, so as to insure
continuity during either a temporary or permanent change in the status of
the active moderator. In addition, this committee will have the
responsibility (along with the active moderator) for voting on appeals of
rejected posts, the appointment of new advisors, and the possible removal
of a current advisor as outlined below.

Appeal of a Rejected Post
If a contributor whose post has been rejected wishes to appeal this
action, he may forward this appeal and the post in question to the advise
committee at mbc-advise@elmwood.com for a vote. If the majority of voting
advisors agrees to overrule the rejection, the article will be sent to the
newsgroup. If the post is again rejected, the person appealing the
rejection will be sent a summary of the opinions of the advisors.

Appointment of New Advisors
New advisors will be appointed as necessary through the nomination of an
individual by the other advisors. The appointment will require a unanimous
vote of all voting advisors to pass.

Removal of an Advisor / Re-assignment of Moderator
An advisor may be removed or the moderation may be re-assigned for the
following reasons:
1) failure to perform the outlined duties of the position
2) a pattern of biased or discriminatory manipulation of postings.
Such removal will be made by the formal vote of all participating
advisors. A 2/3rds vote in favor of such action will be required for
removal.

3rd REQUEST FOR DISCUSSION
This 3rd RFD is being posted at the request of the moderator of
news.announce.newgroups as a prerequisite to a moderated forum. It is
similar in most details to the first RFD, posted 1/7/95. Our 2nd RFD -
for an unmoderated group (and it's accompanying Straw poll) showed
that this group will have much broader support as a moderated
forum. This proposal will be the final one for this new group, and a
CFV will be issued in about a week for this group in it's _moderated_
form. Thank you all for your patience and participation in the
discussions on those prior proposals.

The only existing consultant's group (alt.computer.consultants) has
been plagued since it's conception with off-topic posts - by newbies
asking for help "fixing" their computers, and adverts which would be
more appropriate in the *.jobs hierarchies. This new moderated group
is intended to provide an alternative to acc, where consultants from
_all_ fields can discuss the business issues pertinent to consulting
without sorting through the "noise" of off-topic posts. We have
discussed the issue of moderation in two separate RFD's, and followed
with a Straw poll. During these discussions, the readers of affected
groups have expressed a much broader support for a moderated group
than unmoderated. We hope to enjoy a wider propagation with this new
group, thereby increasing both the number and scope of appropriate
posts.

IRREGULARITY
One forged vote was received. It cancelled someone else's vote. I
contacted the System Administrator of the system the vote was received
>from (In Hawaii), and asked him to check is logs. He told me the forgery
was received from a site in Lawrenceville, NJ.
I tried to contact the system administrator of that system, and they did
not respond.
I carefully examined all the votes that were vote changes (5 or so),
and any votes that came from the site in NJ (1 vote). I sent mail to the
voter from that site, confirming their vote.
The 1 forged vote was VOID'ed, and the orignal vote was restored.
No biggie, just an hour or two of work on my part.
CHARTER
Misc.business.consulting is a forum for discussions concerning the
business issues of consulting. More specifically, this refers to
matters such as tax rulings, clarification of accounting treatments,
techniques for client management, discussions of ethics, advice for
beginning consultants, contract provisions, etc. This should not be
taken to totally exclude technical issues from being raised, when they
are framed in the context of the business of consulting.
This newsgroup will discourage the posting of questions about solving
computer-specific hardware or software problems, as there are many
more appropriate groups in which to post such questions. Posts
concerning solicitations for employment or job offers (which are more
appropriate to the *.jobs hierarchies) will also be discouraged.
