This is a formal Request For Discussion on the creation of an unmoderated
newsgroup for discussion of issues related to quality standards, such as
ISO-8402, the ISO-9000 series, and the ISO-10011/10012 series. The
purposes of this group include to alleviate the volume of traffic on the
QUALITY listserv (currently echoed into bit.listserv.quality), and to
bring discussions of quality to a broader community of Internet users.
This request has grown out of a conversation in the alt.config group about
the possibility of a alt.standards hierarchy. This RFD is issued for the
misc hierarchy instead of the alt hierarchy as the result of propogation
concerns by business users who do not have access to alt groups.
This is a Request for Discussion and is not a Call for Votes. The
discussion will last 3-4 weeks from this date (Friday 10 March 1995). Any
comments such as "I vote yes for misc.industry.quality" will be treated
only as a positive reaction to the proposed charter and not as a yes vote
on the creation of the group. If sufficient interest is demonstrated
during the discussion period, a formal CFV will be issued along with
instruction on how to cast your vote.
This RFD has been posted in accordance with the Guidelines for Newsgroup
Creation. Its language is based on previously submitted RFDs. The RFD is
being cross-posted to the following relevant news groups:

Followups to this RFD are to be posted only to news.groups, where the
actual discussion is to take place.

The misc.industry.quality newsgroup will be open to discussion of the
intent, interpretation, and proper application of quality principles and
standards -- the most famous of which is ISO 9000. Specific topics may
include, but are not necessarily limited to:

Performance Auditing
Process Control
Vocabulary
RATIONALE
The need for a forum to discuss quality standards on the Internet is
clear. As the network has grown in size, it has become an important way
for professionals and researchers to communicate with each other.
Although there are a large number of quality enthusiasts, academics, and
professionals online (as can be seen by the membership of only a single
mailing list on this topic), there are no public newsgroups available for
the discussion of quality standards. In fact, the only other forums for
discussions of standards appear to be in comp and sci. Quality standards
are designed to be applicable to the full range of activities -- and are
not specific to any one industry (e.g. computers and technology) or
discipline (e.g. science and engineering). They are equally applicable to
for-profit businesses and purely academic pursuits. For this reason, it
seems that the only appropriate location for this group is 'misc' (much
like the misc.jobs groups).
MAILING LISTS
The QUALITY listserv is currently hosted at pucc.princeton.edu and is
echoed into the bit.listserv.quality group. This list is moderated and
has more than 2000 members. This mailing list will continue to function
after the creation of the misc.standards.iso.quality group, but list
members will be encouraged to take ISO-specific conversations off of the
list and into the newsgroup.
PROCEDURE
Please post any response to this message to NEWS.GROUPS. If you use the
followup feature on your newsreader this should happen automatically. It
is important to understand that all discussions about the merits of this
proposal should occur on news.groups.
FUTURE CALL FOR VOTES
After a discussion period of 21-30 days, unless the discussion indicates a
need to resubmit a new RFD, there will be a Call For Votes (CFV) posted to
the same groups as this RFD. The voting period will be at least 21 days.
If the group passes by receiving 100 more YES votes than NO votes and (at
least) twice as many YES votes as NO votes, it will be created.
