I propose that a new group be created for discussion of the works of
J.R.R. Tolkien. This group, rec.arts.books.tolkien, would supersede
the existing "alt.fan.tolkien".
The group would be a forum for discussion about the works in Professor
Tolkien's "Middle-Earth" cycle (including "The Hobbit", "The Lord of
the Rings", and "The Silmarillion") and all his related writings
("Unfinished Tales", "Book of Lost Tales", "Lays of Beleriand",
"History of Middle Earth"...). It would also be open to discussion of
related and supplemental works by other authors (such as the "Atlas of
Middle-Earth").
According to estimates in news.lists, there are roughly 9900 readers
of alt.fan.tolkien worldwide. Roughly 150 articles were posted in the
week of Jan. 23-30, despite the limited number of sites which carry
alt.fan newsgroups. This volume merits a newsgroup in the regular
hierarchy. The topic is one with staying power; Professor Tolkien has
had an enthusiastic (not to say "fanatical") following for several
decades.

The voting period will begin when this CFV is posted. It will end at
23:59:59 PST March 19, 1993. Votes must be *received* by the
deadline. According to the USENET rules, in order for the group to
be created, at least 2/3 of the votes cast must be "YES" votes, and
there must be at least 100 more "YES" votes than "NO" votes.
Votes must be sent to one of the following two addresses:

CHARTER
rec.arts.books.tolkien (hereinafter referred to as "The Group")
would be a forum for discussion of all the works of Professor J.R.R.
Tolkien (hereinafter "JRRT"). It would be open to discussion of his
"Middle-earth" works, his scholarly writings, his essays and poetry,
and all other works of JRRT (of whatever nature). The Group would be
open to discussion at any level; for example, discussion of his
"Middle-Earth" works could vary from literary criticism to
philological discussion of the book's languages, or any other topic
bearing on the works.
The Group would also be open for discussion of works by other
authors which relate to JRRT's work (including, but not limited to,
scholarly criticism of his work, supplemental and speculative
writings about his worlds, analyses of the various languages created
by JRRT, and (of course) the elaborate historical material published
by Christopher Tolkien). The group would be open to discussion about
art works which are based on Tolkien's works (e.g. graphic
depictions of scenes from his worlds, musical settings of his
ballads and poetry). The group would furthermore be open to
discussion about JRRT the man, and how the circumstances of his life
relate to his writing.
The Group would be open to comparisons of Tolkien's works with those
of other authors, e.g. comparing the influence of Christianity
JRRT's writing with its influence on C.S. Lewis's works; comparing
Sauron with Milton's Satan as a figure of evil; etc. If such a
discussion drifted into a discussion of the other author alone (and
no longer touched on Tolkien), it would no longer be appropriate for
the Group, and participants would be asked to move the discussion to
a more appropriate newsgroup, or to EMail.
Fan fiction would be permitted, provided that it did not violate
anyone's rights or copyrights (especially the rights and copyrights
of the Tolkien estate). Posters of fan fiction would be strongly
encouraged to put the identifying word "FANFIC" in the "subject"
line (to simplify kill-filing). Satire and parody of Tolkien's work
would also be permitted. If the poster could reasonably expect
readers to be offended by the posting, he or she should post it in
rot-13 encryption (i.e. each letter is mapped to the letter 13
places on in the alphabet, so that 'a' becomes 'n', 'b' becomes 'o',
etc.).
Willful and/or repeated spelling of JRRT's name as "Tolkein" would
be punished by brutal sarcasm.

This is a call for votes to create a new unmoderated group,
rec.arts.books.tolkien. (The name was determined by a straw poll.)
This post contains information about the proposed group and voting
instructions.
This posting also contains a listing of all people from whom valid
votes have been received (as of 3/9/93). The listing follows the
charter.
One small request: If you vote by "reply"ing to this CFV, *please*,
*please*, *please* don't include this posting. I already have a copy
of it; you don't have to send all 644 lines to me.
Remember, only those votes *received* by 23:59:59, March 19, 1993 will
be counted.

rec.arts.books.tolkien (unmoderated)
VOTING
The voting period will begin when this CFV is posted. It will end at
23:59:59 PST March 19, 1993. Votes must be *received* by the
deadline. According to the USENET rules, in order for the group to
be created, at least 2/3 of the votes cast must be "YES" votes, and
there must be at least 100 more "YES" votes than "NO" votes.
Votes must be sent to one of the following two addresses:

"YES" and "NO" votes. Votes posted to any newsgroup will NOT be

proposed"). If the subject line doesn't have such a statement, I
will check the body of the message for the vote.

CHARTER
rec.arts.books.tolkien (hereinafter referred to as "The Group")
would be a forum for discussion of all the works of Professor J.R.R.
Tolkien (hereinafter "JRRT"). It would be open to discussion of his
"Middle-earth" works, his scholarly writings, his essays and poetry,
and all other works of JRRT (of whatever nature). The Group would be
open to discussion at any level; for example, discussion of his
"Middle-Earth" works could vary from literary criticism to
philological discussion of the book's languages, or any other topic
bearing on the works.
The Group would also be open for discussion of works by other
authors which relate to JRRT's work (including, but not limited to,
scholarly criticism of his work, supplemental and speculative
writings about his worlds, analyses of the various languages created
by JRRT, and (of course) the elaborate historical material published
by Christopher Tolkien). The group would be open to discussion about
art works which are based on Tolkien's works (e.g. graphic
depictions of scenes from his worlds, musical settings of his
ballads and poetry). The group would furthermore be open to
discussion about JRRT the man, and how the circumstances of his life
relate to his writing.
The Group would be open to comparisons of Tolkien's works with those
of other authors, e.g. comparing the influence of Christianity
JRRT's writing with its influence on C.S. Lewis's works; comparing
Sauron with Milton's Satan as a figure of evil; etc. If such a
discussion drifted into a discussion of the other author alone (and
no longer touched on Tolkien), it would no longer be appropriate for
the Group, and participants would be asked to move the discussion to
a more appropriate newsgroup, or to EMail.
Fan fiction would be permitted, provided that it did not violate
anyone's rights or copyrights (especially the rights and copyrights
of the Tolkien estate). Posters of fan fiction would be strongly
encouraged to put the identifying word "FANFIC" in the "subject"
line (to simplify kill-filing). Satire and parody of Tolkien's work
would also be permitted. If the poster could reasonably expect
readers to be offended by the posting, he or she should post it in
rot-13 encryption (i.e. each letter is mapped to the letter 13
places on in the alphabet, so that 'a' becomes 'n', 'b' becomes 'o',
etc.).
Willful and/or repeated spelling of JRRT's name as "Tolkein" would
be punished by brutal sarcasm.

As of 3/9/93, 23:59:59 PST, votes have been received from the
following people. If you sent a vote much earlier than that, please
contact me at the voting addresses to make sure your vote was
received.
I attempted to send a confirmation notice to everyone who voted. If
you received a confirmation notice dated on or before 3/9/93 and
your name is not listed here, please contact me immediately.
If a name has a question mark (i.e. "John Smith?"), it means the
post did not include a real name, and I got the name by fingering
the account.
Invalid votes:

Some votes were invalid, for various reasons (usually because the
vote was overly vague). For example, several people sent me messages
which consisted only of the word "yes" or "no", with no mention of
the vote or the group name. These messages *could* have been
intended as votes, but I decided they were invalid.
I made at least one attempt to contact every person who sent me an
invalid vote. Most of those people responded with acceptable votes,

Voting has ended for the proposed unmoderated newsgroup
rec.arts.books.tolkien. The vote tally was 488 YES votes and 109 NO

RESULTS:
In order for a newsgroup to be created, the YES votes must outnumber
the NO votes by at least 2 to 1, and the number of YES votes must
exceed the number of NO votes by at least 100.

This is adequate for newsgroup creation.
WHAT HAPPENS NEXT:
The group will not be created immediately. The USENET group creation
guidelines call for a 5-day waiting period after the results are
posted, during which time people can raise any appropriate
objections to the vote.
If no irregularities are found which would invalidate the vote, and
if the margin of YES votes remains adequate for group creation, the
moderator of news.announce.newgroups will send out a control message
to create the newsgroup.
The group will follow the charter which was posted in the CFV. A
copy of that charter follows.
CHARTER:
rec.arts.books.tolkien (hereinafter referred to as "The Group")
would be a forum for discussion of all the works of Professor J.R.R.
Tolkien (hereinafter "JRRT"). It would be open to discussion of his
"Middle-earth" works, his scholarly writings, his essays and poetry,
and all other works of JRRT (of whatever nature). The Group would be
open to discussion at any level; for example, discussion of his
"Middle-Earth" works could vary from literary criticism to
philological discussion of the book's languages, or any other topic
bearing on the works.
The Group would also be open for discussion of works by other
authors which relate to JRRT's work (including, but not limited to,
scholarly criticism of his work, supplemental and speculative
writings about his worlds, analyses of the various languages created
by JRRT, and (of course) the elaborate historical material published
by Christopher Tolkien). The group would be open to discussion about
art works which are based on Tolkien's works (e.g. graphic
depictions of scenes from his worlds, musical settings of his
ballads and poetry). The group would furthermore be open to
discussion about JRRT the man, and how the circumstances of his life
relate to his writing.
The Group would be open to comparisons of Tolkien's works with those
of other authors, e.g. comparing the influence of Christianity
JRRT's writing with its influence on C.S. Lewis's works; comparing
Sauron with Milton's Satan as a figure of evil; etc. If such a
discussion drifted into a discussion of the other author alone (and
no longer touched on Tolkien), it would no longer be appropriate for
the Group, and participants would be asked to move the discussion to
a more appropriate newsgroup, or to EMail.
Fan fiction would be permitted, provided that it did not violate
anyone's rights or copyrights (especially the rights and copyrights
of the Tolkien estate). Posters of fan fiction would be strongly
encouraged to put the identifying word "FANFIC" in the "subject"
line (to simplify kill-filing). Satire and parody of Tolkien's work
would also be permitted. If the poster could reasonably expect
readers to be offended by the posting, he or she should post it in
rot-13 encryption (i.e. each letter is mapped to the letter 13
places on in the alphabet, so that 'a' becomes 'n', 'b' becomes 'o',
etc.).
Willful and/or repeated spelling of JRRT's name as "Tolkein" would
be punished by brutal sarcasm.
