REQUEST FOR DISCUSSION:
of the creation of a newsgroup called "rec.arts.comics.creative".
PURPOSE:
This newsgroup is to be available for people who want to post comic-related
fiction and discussions about them. Writers are encouraged to write
into existing storylines although it is strongly recommended that
they do so in a way that doesn't inconvenience the writer who's
storyline you have written into.
This group is *not* intended as a place for posting stories using
characters from actual comic books as this would constitute copyright
infringement.
RATIONALE:
There exists a thriving alt group called "alt.comics.lnh" which supports
this kind of material. This group is not available on all newsreaders
however and there is interest amongst people reading "rec.arts.comics.misc"
to create a new group to avoid having people crosspost to that group.
NEWSGROUP CREATION:
Although there is probably sufficient interest in the creation of this
newsgroup to warrant holding a vote this spring, it is suspected that a
considerable number of people who would be interested in this group are
in fact students who would lose access to the net before such a vote
would go ahead. On the other hand, it is equally true that it would be
ideal if the new group were to come into existence during the summer
so that it would be available for students returning in the fall.

In addition, comic-related fiction is posted on other bulletin boards
such as Genie and there's no newsgroup here that caters to those who might
want to repost these stories here.
Finally, the existance of a rec group would attract the attention of people
who might not be aware of the determination with which comic-related stories
are written for net publication. As long as groups like the Legion of
Net.Heroes and JLGenie are restricted to their own spheres of influence,
people are not going to go out of their way to track down their stories and
they may be missing something that they might actually like and, yes, even
contribute to.
NEWSGROUP CREATION:
A request for discussion was submitted back in the spring but when the
time came for a call for vote the net was rather silent so this
request for discussion has been submitted so that there might be a
vote held one month from now.

This is a formal Request For Discussion (RFD) for the moderation of
the existing world-wide Usenet newsgroup rec.arts.comics.creative.
This is not a Call for Votes (CFV); you cannot vote at this time.
Procedural details are below.
RATIONALE: rec.arts.comics.creative
The original conception of rec.arts.comics.creative was as a fairly
low-traffic, high-signal home for the large variety of comics-related
stories and shared universes on the Net. Moderation was seriously
considered in the original group proposal but rejected largely because
no one was in a position to moderate the group.
Recently, rec.arts.comics.creative has suffered from a rash of
off-topic articles, to the point where upwards of 80% of the group has
been noise. The on-topic traffic for the group is normally a small
number of fairly long posts, and thus is easily drowned out by lots of
off-topic posts.
Moderation will allow the group to return to its original purpose, as
well as allow enforcement of a keyword system. racc's counterpart in
the anime hierarchy, rec.arts.anime.creative, has been moderated since
the original creation of the group.
CHARTER: rec.arts.comics.creative
This newsgroup welcomes any form of comics-related original fiction
and discussion of the same, including but not limited to stories in
the many established shared universes. Discussion of on-line fiction
as a whole is also welcome provided that it is related to the stories
on the newsgroup. If they choose to write in an existing shared
universe, writers are strongly encouranged to follow the existing
continuity and rules of that universe. "Comics-related" will be
interpreted very broadly, as has been traditional on the newsgroup.
Each posting to rec.arts.comics.creative should include a keyword on
the subject line either designating which shared universe the posting
refers to or marking the general subject of the post (ADMIN, META,
MISC, etc.). If a submitted post does not have a keyword, the
