             unmoderated group rec.pets.cats.health-behav
                unmoderated group rec.pets.cats.breeds

              unmoderated group rec.pets.cats.anecdotes
     unmoderated group rec.pets.cats.misc (renames rec.pets.cats)

This is a formal Request For Discussion (RFD) for the reorganization
of the rec.pets.cats hierarchy. This is not a Call For Votes (CFV);
you cannot vote at this time. Procedural details are below.

Newsgroups lines:
rec.pets.cats.anecdotes	Kitty stories of all kinds.
rec.pets.cats.breeds	Feline breed specific discussion.
rec.pets.cats.health-behav	Feline health and behavioural discussion.
rec.pets.cats.info	Informational postings, FAQ's regarding cats. (Moderated)
rec.pets.cats.meowchat	Kitty conversations.
rec.pets.cats.misc	General feline discussions.
rec.pets.cats.rescue	Discussion of feline rescue organizations and methods.

RATIONALE: all groups

The group rec.pets.cats has been growing steadily with the influx of
new users to the net. Daily traffic flow now often tops 400 postings
daily making it difficult for many to find exactly what information
they are looking for. A topical split is the best way to seperate the
group into manageble bites.

RATIONALE: rec.pets.cats.info

There is much information to be had in the world of cats. Everything
from breed information to tips on dealing with the dreaded "Litter
Odor". All information needs to be drawn together under one umbrella
group where anyone searching can easily find it. Making it moderated
will exclude extraneous noise and keep it an informational group.

RATIONALE: rec.pets.cats.health-behav

As with any living creature there are do's and don'ts with regard to
the care and feeding of cats. Questions regarding health problems and
behavioral quirks often go unanswered in a group crowded with a myriad
of other postings. This group provides a central location where the
all cat owners can ask those who have "been there, done that" and get
reliable answers.

RATIONALE: rec.pets.cats.breeds

Different breeds of cats have different behavioral characteristics,
different breeding requirements and different medical needs, among
other things. This group is designed to provide a place for breeders
to gather and discuss these topics as well as for prospective owners
to search for the right breed for themselves. It also gives those who
already own specific breeds a place to ask questions of people who are
most knowledgable in that field.

RATIONALE: rec.pets.cats.rescue

This unmoderated group is meant as an uncluttered gathering place for
those who are interested in feline rescue of all types (feral, breed,
strays, etc.). Such posts are currently lost in the general noise
level of rec.pets.cats. With uncontrolled breeding we have seen a
shocking number of cats become homeless and wind up in shelters
awaiting disposal. This group allows people who are involved in rescue
programs to trade ideas, seek help and otherwise save a few more
feline lives. It can also be used as a possible source of a new
pet/companion for those who wish to adopt and save a cat.

RATIONALE: rec.pets.cats.misc

Topics that don't fall under the rest of the proposed sub-groups need
a place to fall. This is the place. Passage of this group will also
mean the deletion of rec.pets.cats as an active newsgroup. Failure
means rec.pets.cats will remain and fulfill the same function as this
proposed group.

(NOTE: If the proposed rec.pets.cats.meowchat fails then Meowchat
postings would also be placed here, subject to conditions set in
 the charter.

RATIONALE: rec.pets.cats.meowchat

Meowchat is a type of posting created by a human but designed to
appear as if it was actually a cat who wrote it. Some people love
meowchat, some people hate it. There are times when a fair portion of
new postings in rec.pets.cats consists of Meowchat. This provides a
place JUST for meowchat and nothing else.

(NOTE: If this proposed group fails Meowchat postings will be allowed
in the proposed group rec.pets.cats.misc with the subject line
 restrictions noted in that charter.)

RATIONALE: rec.pets.cats.anecdotes

Everyone has a favorite story about their own cats or someone else's
and they are simply dying to share them. This group provides a place
for stories that make you go "Awwwwwww" and might even bring a tear to
your eye or make you laugh out loud. If there was ever a place for
"cutsie" kitty stories, this is it.

RATIONALE: remove rec.pets.cats (renamed to rec.pets.cats.misc)

With a proposed reorganization including a group designed specifically
for miscellaneous topics the newsgroup rec.pets.cats no longer serves
a purpose except as an anchor in the hierarchy for the proposed new
groups. Its removal as an active newsgroup is recommended.

If the proposed group rec.pets.cats.misc is defeated this proposal is
withdrawn and rec.pets.cats will be the "catch-all" group

CHARTER: rec.pets.cats.info

as will those that were regularly posted in rec.pets.cats.
Announcements of new email lists are appropriate and acceptable.

will be removed from this charter.)

In addition this group is the proper place for what has come to be
known as "Meowchat" postings (written by humans as if they were
actually written by cats). Such postings should have a Subject: line
which begins with the word "MEOW:" (one word, all caps, followed by a

CHARTER: rec.pets.cats.meowchat

postings.

Cross-posting is discouraged. Setting "Followup-To:" a more

CHARTER: rec.pets.cats.converse

This unmoderated newsgroup is primarily intended for friendly,
casual, active conversations about cats and for Meowchat, a style
that is meant to appear as if cats are speaking. Casual, active
conversations contain either (1) a number of posts that express
friendly sentiments and are almost identical in substance (e.g.
"happy birthday", "get well soon", "my cat does that too") but are
posted by different people, (2) posts that do not stand alone, but
make sense only in the context of an ongoing thread (e.g. individual
lines of dialogue), or (3) several posts by the same author within a
short period of time. A casual, active conversation will consist
primarily of conversational posts as defined above, but may also
include a small number of messages that would fall under the charter
of one of the other rec.pets.cats groups. Any message that consists
of Meowchat, or is part of a friendly, casual, active conversation
about cats (as long as it does not violate the group's policies
about advertising or binaries, or encourage cruelty to animals) is
appropriate for this group.

Cross-posting is discouraged. Setting "Followup-To:" a more
appropriate group, if one exists, is encouraged.

Commercial advertising in general is prohibited.

With the exception of PGP (and any other similar schemes) keys, no

Modified charter for rec.pets.cats.community to better reflect

Replaced all occurrances of "discussions" with "topics" in

This is a formal Request For Discussion (RFD) for the
reorganization of the rec.pets.cats hierarchy. This is not a Call
For Votes (CFV); you cannot vote at this time. Procedural details
are below.

Newsgroups lines:
rec.pets.cats.anecdotes	Stories about our cats.
rec.pets.cats.announce	Informational postings, FAQ's regarding cats. (Moderated)
rec.pets.cats.community	Feline/human conversations and related topics.
rec.pets.cats.health+behav	Feline health and behavior.
rec.pets.cats.misc	General feline topics.
rec.pets.cats.rescue	Discussion of feline rescue organizations and methods.

RATIONALE: all groups

The group rec.pets.cats has been growing steadily with the influx
of new users to the net. Daily traffic flow now often tops 400
postings daily making it difficult for many to find exactly what
information they are looking for. A topical split is the best way
to seperate the group into manageble bites.

RATIONALE: rec.pets.cats.announce

There is much information to be had in the world of cats.
Everything from breed information to tips on dealing with the
dreaded "Litter Odor". All information needs to be drawn together
under one umbrella group where anyone searching can easily find
it. Making it moderated will exclude extraneous noise and keep it
an informational group.

RATIONALE: rec.pets.cats.health+behav

As with any living creature there are do's and don'ts with regard
to the care and feeding of cats. Questions regarding health
problems and behavioral quirks often go unanswered in a group
crowded with a myriad of other postings. This group provides a
central location where the all cat owners can ask those who have
"been there, done that" and get reliable answers. Discussions
about health and behavior issues common to specific breeds are
also welcome.

RATIONALE: rec.pets.cats.rescue

This unmoderated group is meant as an uncluttered gathering place
for those who are interested in feline rescue of all types
(feral, breed, strays, etc.). Such posts are currently lost in
the general noise level of rec.pets.cats. With uncontrolled
breeding we have seen a shocking number of cats become homeless
and wind up in shelters awaiting disposal. This group allows
people who are involved in rescue programs to trade ideas, seek
help and otherwise save a few more feline lives. It can also be
used as a possible source of a new pet/companion for those who
wish to adopt and save a cat.

RATIONALE: rec.pets.cats.misc

Topics that don't fall under any of the rest of the proposed
sub-groups need a place to fall. This is the place. If this group
passes then rec.pets.cats will be removed as an active newsgroup.
If this group fails then rec.pets.cats will remain and fulfill the
function of this group.

(NOTE: If the proposed rec.pets.cats.community fails then Meowchat
postings would also be placed here, subject to conditions set in
the charter. If rec.pets.cats.misc and rec.pets.cats.community
fail meowchat will be in the parent group, rec.pets.cats, which
 is retained.)

RATIONALE: rec.pets.cats.community

"Meowchat" is a free wheeling type of posting that can, at
various times, consist of imagined communications between cats
and humans or cats and cats. Postings of this sort have made up a
large part of the traffic in rec.pets.cats (30 to 40%). This
group provides a home base for an open community of people who
engage in meowchat or any other creative methods of discussing
cayts that might arise in the future.

(NOTE: If this proposed group fails Meowchat postings will be
allowed in the proposed group rec.pets.cats.misc with the subject
line restrictions noted in that charter. If rec.pets.cats.misc
also fails meowchat would then move to the parent group,
 rec.pets.cats which would be retained.)

RATIONALE: rec.pets.cats.anecdotes

Everyone has a favorite story about their own cats or someone
else's and they are simply dying to share them. This group
provides a place for stories that make you go "Awwwwwww" and
might even bring a tear to your eye or make you laugh out loud.
If there was ever a place for "cutsie" kitty stories, this is it.

RATIONALE: remove rec.pets.cats (renamed to rec.pets.cats.misc)

With a proposed reorganization including a group designed
specifically for miscellaneous topics the newsgroup rec.pets.cats
no longer serves a purpose except as an anchor in the hierarchy
for the proposed new groups. Its removal as an active newsgroup
is recommended.

If the proposed group rec.pets.cats.misc is defeated this
proposal is withdrawn and rec.pets.cats will be the "catch-all"
group

CHARTER: rec.pets.cats.announce

moderator approval. Submissions related to medical matters are
referred to veterinary professionals for confirmation of accuracy
before posting.

Commercial advertising in general is prohibited.

[NOTE: The following will be added to the charter if the

ever be created in the rec.pets.cats hierarchy.]

were actually written by cats). Such postings should have a
Subject: line which begins with the word "MEOW:" (one word, all

Commercial advertising and provocative or hurtful messages
[flames] are forbidden.

With the exception of PGP (and other similar schemes) keys no

CHANGES from previous RFD:

No changes. This posting is a formality prior to the CFV due to the
extended elapsed time between the last RFD and now.

A topical split is the best way
to separate the group into managable bites.

This moderated group is meant for quick access to informational
postings covering all areas of cat ownership. Postings to this
group will include, but not be limited to:

       upcoming events.

here as will those that were regularly posted in rec.pets.cats.
Announcements of new email lists are appropriate and acceptable.
Postings will occur approximately every 4 weeks with the
"Intro-FAQ" containing pointers to the regular FAQ's appearing
weekly.

Moderation policies:

Reader-supplied FAQs and informational postings on any feline
related topic are welcomed and will be posted subject to
moderator approval. Submissions related to medical matters are
referred to veterinary professionals for confirmation of accuracy
before posting.

No discussions are allowed on this group.

Commercial advertising in general is prohibited.

Cross-posting is not allowed. "Followup-To:" will be set to
POSTER on all postings.

With the exception of PGP (and any other similar schemes) keys,
no binaries are allowed in this group. Binaries should be posted
in the appropriate binary group with a short message directing
the reader to the file location posted here.

ALWAYS be taken immediately to a qualified veterinarian. Advice
provided in this group should NOT be accepted in lieu of such
qualified care. Posters requiring quick responses during weekends
and holidays should seek the nearest emergency veterinary clinic.

In general, posters should direct cute cat stories and fun questions
to a more appropriate group. The following are examples of topics
that are inappropriate here:

o My cat Fluffy does cute thing X, does yours?
o What's the best cat toy?

[NOTE: The following will be added to the charter if the
proposal for rec.pets.cats.rescue fails. It will be
removed should a new group for the discussion of cat rescue
ever be created in the rec.pets.cats hierarchy.]

CHARTER: rec.pets.cats.health+behav

and behavior of domestic cats. Appropriate topics include the
prevention and treatment of health problems and diseases; the
care of pregnant, young, and geriatric cats; cat reproduction;
heredity; first aid for cats; internal and external parasites;
normal and abnormal behaviors in cats; techniques for changing
unwanted behaviors; and theories concerning cat health, behavior,

      o Safely eradicating fleas.
      o Cats clawing furniture.
NOTE - Declawing flame wars are STRONGLY discouraged.
o Choosing a balanced feline diet

Cats displaying health problems or sudden changes in behavior should
ALWAYS be taken immediately to a qualified veterinarian. Advice
provided in this group should NOT be accepted in lieu of such
qualified care.

It will be
removed should a new group for the discussion of cat rescue
ever be created in the rec.pets.cats hierarchy.]

will be removed from this charter.)

In addition this group is the proper place for what has come to

Anonymous, forwarded or proxy votes are not valid. Votes mailed by
WWW/HTML/CGI forms are considered to be anonymous votes.

The purpose of a Usenet vote is to determine the genuine interest of
persons who would read a proposed newsgroup. Soliciting votes from
disinterested parties defeats this purpose. Please do not distribute

With a proposed reorganization including a group designed
specifically for miscellaneous topics the newsgroup rec.pets.cats
no longer serves a purpose except as an anchor in the hierarchy
for the proposed new groups. Its removal as an active newsgroup
is recommended. If the proposed group rec.pets.cats.misc is defeated
rec.pets.cats will be the "catch-all" group.

RATIONALE: rec.pets.cats.announce

There is much information to be had in the world of cats.
Everything from breed information to tips on dealing with the
dreaded "Litter Odor". All information needs to be drawn together
under one umbrella group where anyone searching can easily find
it. Making it moderated will exclude extraneous noise and keep it
an informational group.

CHARTER: rec.pets.cats.anecdotes

This unmoderated group is for the telling of cat stories. They
can be stories of your cat, someone else's cat or just a cat
you've seen somewhere else. The stories can be humorous or sad
but should steer clear of advocating animal cruelty in any form.

Postings advocating animal cruelty in any form are forbidden.

Cross-posting is discouraged.

Commercial advertising in general is prohibited.

With the exception of PGP (and any other similar schemes) keys,
no binaries are allowed in this group. Binaries should be posted
in the appropriate binary group with a short message directing
the reader to the file location posted here.

END CHARTER.

CHARTER: rec.pets.cats.announce

This moderated group is meant for quick access to informational
postings covering all areas of cat ownership. Postings to this
group will include, but not be limited to:

o FAQ's regarding care and feeding of domestic cats
     o Catnames List
o Announcements of shows, gatherings of interest and
       upcoming events.

Appropriate FAQ's already cleared for news.answers will be found
here as will those that were regularly posted in rec.pets.cats.
Announcements of new email lists are appropriate and acceptable.
Postings will occur approximately every 4 weeks with the
"Intro-FAQ" containing pointers to the regular FAQ's appearing
weekly.

Moderation policies:

RATIONALE: all groups

The group rec.pets.cats has been growing steadily with the influx
of new users to the net. Daily traffic flow now often tops 400
postings daily making it difficult for many to find exactly what
information they are looking for. A topical split is the best way
to seperate the group into manageble bites.

With a proposed reorganization including a group designed
specifically for miscellaneous topics the newsgroup rec.pets.cats
no longer serves a purpose except as an anchor in the hierarchy
for the proposed new groups. Its removal as an active newsgroup
is recommended. If the proposed group rec.pets.cats.misc is defeated
rec.pets.cats will be the "catch-all" group.

RATIONALE: rec.pets.cats.announce

There is much information to be had in the world of cats.
Everything from breed information to tips on dealing with the
dreaded "Litter Odor". All information needs to be drawn together
under one umbrella group where anyone searching can easily find
it. Making it moderated will exclude extraneous noise and keep it
an informational group.

This unmoderated group houses discussion concerning the health
and behavior of domestic cats. Appropriate topics include the
prevention and treatment of health problems and diseases; the
care of pregnant, young, and geriatric cats; cat reproduction;
heredity; first aid for cats; internal and external parasites;
normal and abnormal behaviors in cats; techniques for changing
unwanted behaviors; and theories concerning cat health, behavior,

      o Safely eradicating fleas.
      o Cats clawing furniture.

Posters requiring quick responses during weekends
and holidays should seek the nearest emergency veterinary clinic.

In general, posters should direct cute cat stories and fun questions
to a more appropriate group. The following are examples of topics
that are inappropriate here:

o My cat Fluffy does cute thing X, does yours?
o What's the best cat toy?

will be removed from this charter.)

In addition this group is the proper place for what has come to

Anonymous, forwarded or proxy votes are not valid. Votes mailed by
WWW/HTML/CGI forms are considered to be anonymous votes.

the most recent valid vote. Addresses and votes of all voters will

The purpose of a Usenet vote is to determine the genuine interest of
persons who would read a proposed newsgroup. Soliciting votes from
disinterested parties defeats this purpose. Please do not distribute

Given the somewhat controversial status of this proposal I will insert a

CHARTER: rec.pets.cats.misc

This unmoderated group is for all topics not covered by the other
rec.pets.cats subgroups.

(NOTE: If the proposal for rec.pets.cats.community
passes the following clause regarding Meowchat
will be removed from this charter.)

common string to use. This is the ONLY group where Meowchat
postings should appear. There is no restriction as to the content
of Meowchat postings.

Cross-posting is discouraged. Setting "Followup-To:" a more
appropriate group, if one exists, is encouraged.
