This is a formal announcement of a Request For Discussion on a
reorganization of rec.photo. All followup discussions should take
place in news.groups and not in rec.photo, consistent with the
guidelines for Usenet discussions of this type.
This RFD is also crossposted to rec.travel, rec.video and rec.backcountry
since these groups seem to represent the most frequent cross posters
to the existing rec.photo newsgroup.
Background

The amount of traffic in rec.photo has been steadily increasing and now
amounts to around 125 - 150 messages per day. The shear volume of traffic
makes reading rec.photo very time consuming for readers with access to
only simple newsreading programs. Much of the traffic could conveniently
be arranged in a number of smaller, more focused newsgroups. This
approach is common in the rec. hierarchy. For example rec.auto is split
into at least 10 smaller, more focused groups. Rec.aviation is split into
13, rec.audio into 4 and rec.video into 5. Based on an analysis of recent
postings in rec.photo the following proposal would split rec photo in
five newsgroups, each of which would carry a significant fraction of the
total rec.photo traffic.
Proposal
^^^^^^^^
The proposal is made that rec.photo be reorganized into the following
newsgroups, with charters as indicated, and rec.photo be deleted.
It is proposed that all the following groups will be unmoderated.
Should it become desirable to moderate any of the proposed newsgroups
in the future, that would be the subject of another RFD.
(1) Rec.photo.forsale - This newsgroups would contain all "for sale" and
^^^^^^^^^^^^^^^^^^^^^
"wanted" postings. These posting would be restricted to the private sale
of personally owned and used equipment. This newsgroup is specifically
*not* intended for commercial advertising, postings by dealers selling
or soliciting equipment, or postings by amateurs dealing in used
equipment principally for purposes of financial gain. It is intended a
a forum in which amateurs can sell, trade or request equipment in
connection with their photographic hobby interests. Postings which
receive no replies should *NOT* be reposted for at least two weeks after
the initial posting and should not be posted more than 3 times in any
two month period. Replies (other than factual corrections) should be
sent *only* by email and not posted in rec.photo.forsale. Advertisers
should include a telephone number if possible, in case there are problems
with email.
One line synopsis: Photo-hobbyists trading personal equipment
(2) Rec.photo.darkroom - This newsgroup would contain postings related to
^^^^^^^^^^^^^^^^^^^^^^
all aspects of photographic darkroom use. As such it would cover subjects
such as the developing of slide and negative film, photographic printing
>from negatives and slides, photographic toning processes and alternative
chemistry. It would also cover "digital darkroom" topics, such as the
scanning of slides, negatives and photographs, digital image manipulation
and digital printing.
One line synopsis: Darkroom related photo-hobbyist discussions
(3) Rec.photo.advanced - This newsgroup would cover topics of interest to
^^^^^^^^^^^^^^^^^^^^^^
advanced amateur photographers. It would cover the areas of large format
photography, medium format photography and advanced 35mm photography.
Postings would assume a basic knowledge of photographic principles.
Topics would include discussions of equipment and photographic techniques,
technical discussions of optics and other matters of interest to the
experienced photographer, including aesthetics. Most requests for advice
on what 35mm equipment to buy probably do not belong in this group.
One line synopsis: Discussion of advanced photo-hobbyist topics.
(4) Rec.photo.35mm-basic - This newsgroup would be for the benefit of
^^^^^^^^^^^^^^^^^^^^^^^^
newcomers to photography. It would deal with subjects of interest to
the owners of "point and shoot" cameras and simple 35mm SLR equipment.
It would deal with requests for advice on what cameras, lenses and film
to buy, where to buy them and how to use them. Weekly postings of a short
basic photo FAQ, with pointers to the other FAQs, should appear in
this group. Rec.photo.* readers with some knowledge of photography
should read and attempt to answer questions posted in this group.
Rec.photo.35mm-basic is not intended to exclude inexperienced photographers
>from participating in in other groups, but rather is intended as a more
focused forum in which their questions can be asked and answered.

photography by amateurs would be appropriate for inclusion in this
newsgroup. Such postings might include (but are not limited to)
announcements of photographic shows, requests for travel related
photographic information, book reviews etc.
One line synopsis: General issues related to photography
NOTE that all the rec.photo.* newsgroups are part of the rec.
hierarchy (recreational groups) and so should not be regarded as a
forum for the discussion of the business of photography, nor should they
be regarded as an appropriate place for commercial advertising. Such
postings would perhaps be more appropriate for the biz. or alt. hierarchies.
The mechanics of forming a biz.photo or alt.photo.pro group are much
less complex than those of forming a rec. group, but it is not the
intention of this RFD to propose the formation of such groups. Others may
do so if they wish. HOWEVER, postings by amateurs concerning publication
of their work in monographs, gallery shows, newsletters etc are acceptable,
if they are infrequent and if the poster is not simply using the rec.photo
newsgroups as an advertising medium (i.e. such postings would be more
acceptable from posters who contribute to rec.photo.* discussions).
Postings in any rec.photo.* newsgroups by professional photographers
are welcomed. Their experience and knowledge are valuable resources,
and their contributions are welcome, provided that postings are not,
and cannot be construed as, advertisements for their commercial services
or products.

For those not familiar with the mechanism of forming rec. groups (or
reorganizing existing ones), this RFD should be followed up in
news.groups, NOT in rec.photo. After a suitable discussion period
(21 - 30 days) and assuming that reasonable support is given
to this, or a modified version of this, proposal, a CFV (Call for Votes)
will be issued. The voting procedure will be given at that time. If
votes in favor are at least 2/3 of the total votes received and at least
100 more votes are received in favor of the proposal than are received
opposing it, then the new groups will be created. If the proposal fails,
then it will not be repeated for at least 6 months.
If it is clear from the RFD that there is no support for the proposed
split, then either a second, revised RFD will be issued, or the proposal
will be dropped before going to a CFV in order not to waste the time
of the vote counters. It is anticipated that if a CFV is issued, vote
counting will be done by a neutral 3rd party with no connection to
rec.photo.
Voting will be for each individual proposal, i.e. you can vote FOR the
formation of rec.photo.forsale, but AGAINST the formation of
rec.photo.darkroom etc.
Followups to this posting (in news.groups) are requested from both those
in favor of and those opposed to the proposals. To get a balanced view
of the feelings of rec.photo users before going to a call for votes,
those on both sides of the issues involved must make their views known.
Now is the time to speak up and be heard, pro or con.

compromise of a number of differing viewpoints and they leave room for
further splitting at a later date, should such a split be desired by the
majority of rec.photo participants. Again, please read the proposal and

CHARTER
The proposal is made that rec.photo be reorganized into the following
newsgroups, with charters as indicated, and rec.photo be deleted. All the
proposed newsgroups are to be unmoderated. Professional photographers are
very welcome to participate in any rec.photo newsgroup, but, as the
charters make clear, should NOT post advertisments for their services.
The posting of commercial advertisments is not permitted in any of the
proposed newsgroups.
The content and nature of *email* replies to any rec.photo newsgroup
posting is, of course, not addressed by this proposal, nor should it be.
Crossposting between rec.photo newsgroups, while not prohibited, should be
limited. Crossposting should only be employed when necessary and should
never be used as an alternative to chosing the appropriate group for a
posting. Posting separate copies of the same message to more than one
rec.photo newgroup (i.e individually posted rather than crossposted) is
*NOT* permitted. *ALL* crosposted postings *MUST* direct followups to
*ONE*,and only one, specific (rec.photo.*) newsgroup.
Posters to all rec.photo newsgroups should follow the Usenet guidelines
clearly laid out in documents such as "Rules for Posting to Usenet" by Mark
Horton and Gene Spafford. Such documents are regularly posted to

rec.photo.marketplace Trading of personal photgraphic equipment
rec.photo.marketplace will contain all "for sale" and "wanted" postings.
These posting will be restricted to the private sale of personally owned
and used equipment. This newsgroup specifically does *not* permit
commercial advertising, postings by dealers selling or soliciting
equipment, or postings by amateurs regularly dealing in used equipment
principally or incidentally for purposes of financial gain. It is intended
as a forum in which photographers can sell, trade or request equipment in
connection with their individual photographic interests. Postings which
receive no replies should *NOT* be reposted for at least one week after the
initial posting and should not be repeatedly reposted without material
change. Replies (other than factual corrections) should be sent *only* by
email and *never* posted in rec.photo.marketplace. Advertisers should
include a telephone number if possible in case there are problems with
email connections (and email problems are not unusal!).
rec.photo.darkroom Developing, printing and other darkroom issues
This newsgroup will contain postings related to all aspects of photographic
darkroom use. As such it will cover subjects such as the developing of
slide and negative film, photographic printing from negatives and slides,
photographic toning processes and alternative chemistry. This newsgroup
specifically does *NOT* permit the posting of commercial advertisments for
products or services, even if they are related to photography.
rec.photo.advanced advanced topics (equipment and technique)
This newsgroup will cover topics of interest to advanced amateur
photographers. It will cover the areas of large format photography, medium
format photography and advanced 35mm photography. Postings will assume a
basic knowledge of photographic principles. Topics will include discussions
of equipment and photographic techniques, technical discussions of optics
and other matters of interest to the experienced photographer. Requests for
general advice on what camera/lens/film to buy/use will rarely belong in
this group (such questions normally would belong in rec.photo.help).
However, questions about specific lenses/cameras/film types are not
excluded from discussion in this newsgroup. Rec.photo.advanced is intended
mainly for the discussion of technical and practical issues involving
equipment and technique, rather than general philosophical discussions of
photography which may be more approporiate for rec.photo.misc. This
newsgroup specifically does *NOT* permit the posting of commercial
advertisments for products or services, even if they are related to
photography.
rec.photo.help Beginners questions about photography (and answers).
This newsgroup will be mainly for the benefit of newcomers to photography.
It will deal with subjects of interest to the owners of "point and shoot"
cameras and simple 35mm SLR equipment. It will deal with requests for
advice on what cameras, lenses and film to buy, where to buy them and how
to use them. Weekly postings of a short basic photo FAQ, with pointers to
the other FAQs, should appear in this group. Rec.photo readers with some
knowledge of photography should read and attempt to answer questions posted
in this group. Rec.photo.help is not intended to exclude inexperienced
photographers from participating in in other rec.photo newsgroups, but
rather is intended as a more focused forum in which their questions can be
asked and answered. This newsgroup does *NOT* permit the
posting of commercial advertisments for products or services, even if they
are related to photography.
rec.photo.misc General issues related to photography
This newsgroup will deal with postings on all subjects not specifically
covered by the other rec.photo newsgroups. It is required in place of
rec.photo in order that postings are not posted to "rec.photo" by default.
Any and all postings concerning the recreational use of photography will be
appropriate for inclusion in this newsgroup. Such postings might include
(but are not limited to) announcements of photographic shows, requests for
travel related photographic information, book reviews, discussions of
ethical issues, general discussions about the "death of photography",
discussion of the work of famous photographers, philosophy etc. This
newsgroup specifically does *NOT* permit the posting of commercial
advertisments for products or services, even if they are related to
photography.
If this group passes, rec.photo will be removed after three months.
This should allow traffic time to move to the other groups.
There has been much debate about what should and should not appear in
rec.photo and many calls for the formation of new rec.photo newsgroups.
This proposal addresses many of the issues of concern to rec.photo readers
not the least of which is advertising. While there is some debate about
exactly *how* to split rec.photo and what to name the new groups, there
is clealy a support for the general priciple that a split is desirable.
Please read the charters of the new groups carefully and see if you
agree with (or can live with) them. I belive they represent the best
compromise of a number of differing viewpoints and they leave room for
further splitting at a later date, should such a split be desired by the
majority of rec.photo participants. Again, please read the proposal and
individual group charters carefully before voting - and please do VOTE.
