This is a formal Request For Discussion (RFD) for the reorganization
of the rec.video.satellite.dbs hierarchy. This is not a Call For Votes
(CFV); you cannot vote at this time. Procedural details are below.
Newsgroups lines:
rec.video.satellite.dbs.marketplace Direct broadcast items wanted/for sale. (Moderated)
rec.video.satellite.dbs.misc Talk about direct broadcast satellite systems. (Moderated)
RATIONALE: all groups
The group rec.video.satellite.dbs has been growing steadily with
growing popularity of Direct Broadcast Satellite. Daily traffic flow
now often tops 100 postings daily making it difficult to maintain
technical discussions, and a burden on the users who receive the group
via the gated mailing list.
The group has also been subject to a high incidence of commercial
advertising by satellite dealers, some posting as many as 3 or more
copies of their ads each day, forged 'testimonials' and anonymous
referrals. It is this traffic, along with the arguments and abuse
that is generated by the response to these posts that has spurred this
reorganization.
The goal of this split is to restore the group to its original
discussion roots, and remove the advertising and flames.
The resultant two groups would be moderated to ensure that the groups
are kept on charter, and that advertising frequency in the marketplace
group can be restricted.
RATIONAL: rec.video.satellite.dbs.misc
The existing rec.video.satellite.dbs group has become difficult to
navigate due to a high-incidence of commercial advertising, the
resulting flames, and anonymous, abusive posts and trolls. By
replacing the group with the moderated group
rec.video.satellite.dbs.misc it will be possible to remove the
advertising from the group completely, and at the same time prevent
the abuse and trolling that exists now. Making this group moderated
would ensure that no advertising is posted, that the group will be
kept on topic, and civil.
RATIONAL: rec.video.satellite.dbs.marketplace
There is no direct broadcast satellite specific group in which
marketplace posts are appropriate. rec.video.satellite.dbs.misc
is for discussion, not commerce; unfortunately, the current
rec.video.satellite.dbs discussion group sees many of these
inappropriate commercial posts. There are readers who are interested
in the latest pricing and packages available from the different
DBS dealers, and in order to best serve their interests and those
who have no interest in the advertising, this separate group is
proposed.
The name of the proposed group is chosen to match the proposed
rec.video.satellite.dbs.* and *.marketplace newsgroups. Marketplace
has been chosen over forsale due to the commercial aspects of many
of the posts.
Making this group moderated would ensure that advertising frequency
is kept as per the charter, and that there is no advertiser vs.
advertiser postings.
CHARTER: rec.video.satellite.dbs.misc
For the discussion of Direct Broadcast Satellite (DBS) technologies,
companies, products and services. DBS is a digital home-entertainment
service which transmit cable-style programming via higher-powered
satellites in a compressed and encrypted format. DBS customers
purchase a small (18" or so) receiving dish and associated components
which enable them to subscribe to cable-type programming without
having to be wired for cable, or in areas not served by cable tv.
There are currently 4 such services operating in the US, with more
than 1 million subscribers.
- Commercial advertising is *strictly prohibited*.
- Anonymous posting would be prohibited
- Flames/Abusive language would be discouraged.
- Crossposting between rec.video.satellite.dbs.marketplace is
prohibited.
- Binary postings of any kind are prohibited.
This newsgroup will be bi-directionally gated to the existing mailing
list (if the mailing list owner allows) or another mailing list
will be created.
Moderation Policy
We believe that moderation is not censorship and should never be
allowed to become the same. However, we also believe that a
newsgroup should be free of irrelevant postings and wasted bandwidth.
The philosophy of moderation is to be light-handed and to offer
extra help behind the scenes for new participants, who may be
experiencing problems with e-mail addresses or net customs or the
like. This assistance will be offered privately, in response to
posts which, judging from past experience, are likely to be objected
to by at least some other participants (e.g.personal attacks,
questions fully covered in a FAQ file, items which were intended
to be personal e-mail; incomplete questions; etc).
Upon their initial group submission, each user will be sent a copy
of the groups charter, and a mini FAQ containing pointers to
additional information. This is an attempt to help answer simple
questions without the need to post to the group. The Charter and
mini FAQ will be posted to the group weekly as well.
Postings that are inappropriate for rec.video.satellite.dbs.misc
- Posts not related to direct broadcast satellite technologies and
issues.
- Crossposts to other newsgroups, other than judicious and limited
crossposts to other relevant discussion groups.
- Posts that may flagrantly violate copyright laws, or the rules
imposed by the charter.
- "Me too" posts; posts that lack appropriate civility;
- Binary postings
The moderator will abide by the following policies:
- The moderator will work to insure that the quality of discussions
are kept high and free of unsolicited advertising.
- The moderator will reject articles that do not conform to this
charter.
- The moderator may, after consulting moderation panel, prohibit
postings by a specific user or entity for repeated attempted
charter violations in this group or
rec.video.satellite.dbs.marketplace
- Rejected posts would be available via FTP/WWW and pointers to
that location would be included in each newsgroup with its weekly
charter posting.
A three member moderation panel will be available for those who
feel their posts have been incorrectly rejected. Currently we have

It is expected that the majority of the moderation duties can be
accomplished through auto-moderation. New posters, posters who

infrequent posters submission will be forwarded for traditional
moderation. Submissions from readers are frequent posters, and
who do not violate the charter will have their posts automatically
approved for posting. This automatic posting will be adjusted to
correspond to the users actions as required to conform with the
group's charter.

to prevent rampant commercial abuse in this newsgroup, it would be

commercial nature of the posts, and the impossible task of having
a moderation 'bot make judgement calls as far as which groups

- Anonymous posting would be prohibited
- Crossposting to other newsgroups would be prohibited.
- Binary postings of any kind are prohibited.

The philosophy of moderation is to be light-handed and to offer
extra help behind the scenes for new participants, who may be
experiencing problems with e-mail addresses or net customs or the

flow now often tops 100 postings making it difficult to
maintain technical discussions, and a burden on the users who
receive the group via the gated mailing list.
The existing rec.video.satellite.dbs group has become difficult to
