REQUEST FOR DISCUSSION:
of the creation of a MODERATED newsgroup called "sci.econ.research."
This RFD is cross-posted to sci.econ and to alt.politics.economics.
PURPOSE:
The purpose of the newsgroup sci.econ.research will be for
the exchange of information about new lines of research,
new methods of research, and results of current research
in economics.
Research in all fields of economics will be considered.
Discussion of the articles presented in sci.econ.research
will be directed to the newsgroup sci.econ. In this manner,
readers will be encouraged to continue to read sci.econ.
The contents of sci.econ.research will be archived.
RATIONALE:
As a branch of the social sciences, economic issues are studied at
all major universities. The consequences of the findings of those
studies impact upon all aspects of life in the form of government
activities and business decisions.
It is hoped that the creation of the group "sci.econ.research" will
engender greater cooperation and sharing of information among
professionals within the field. Specifically, by limiting the
discussion in the group to pertinent research topics, it is
hoped that more professional economists will be induced to
participate in the exchange of ideas facilitated by Usenet.
MODERATORS:
The group "sci.econ.research" will be moderated by Forrest Smith,
a member of the staff of the Department of Economics at Duke
University. In extreme cases, articles will be directed to
members of a panel of professional economists for an informed
decision regarding the articles' relevance to sci.econ.research.

Sci.econ.research (moderated) has been approved by
a vote of 405-21.
There were very few voting irregularites. There was only
one identified instance of one person's name being used for two
votes, and that was not done with the knowledge of the named
person, whose vote was counted once. There were a few ballots
received without proper names attached, and those ballots were
rectified by the voters before the votes were counted. There was
a brief period when the vote-receiving account was not functioning
properly, but the problem was noted in sci.econ and news.groups,
and as it occurred late in the voting period, it is not likely it
had an impact that would have changed the voting outcome. One
vote was received after the end of voting and was not counted,
and one vote was received without a name, too late to be notified,
and was not counted. One vote was received from Nigel the Lemur,
which was not counted.
Considering the magnitude of the majority, I don't think
there can be any controversy regarding the outcome of the vote.
Regardless, there will be a five-day waiting period after this
notice appears in news.announce.newsgroups during which any serious
concerns or corrections to the results list should be raised.
If no major objections are made, newgroup control messages will
be sent out by the moderator of news.announce.newgroups,
David Lawrence.
The vote was propagated from a wide range of participants,
>from all over the world. There were a few pockets of relatively
intense voting (particularly the University of Michigan, and a
late surge from the University of North Carolina at Greensboro),
but no one voting site submitted a significant percentage of the
total vote.

This is a request for discussion for a new newsgroup, sci.econ.research.
It is to be a moderated newsgroup; one of the important tasks is to locate
a suitable moderator.
sci.econ is a popular sort of group, with a lot of discussion in it that
has political or philosophical leanings (e.g. cross-posts from
alt.individualism). The name is good enough to attrach the interest of
people doing serious research in economics -- academics, people in the
securities industry, business and finance types -- but the level of
discussion is disappointing.
sci.econ.research is to be a moderated newsgroup, with a moderator or
group of moderators working to keep the signal-to-noise ratio reasonable.
Archives of past sci.econ.research will be available for review, and the
list will be cataloged by the Library of Congress (their ISSN system).
In short, everything you'd do to put together a J Am Finance or an
Int Review Econometric Forecasting, except of course that there's no need
to arrange for printing.
Step one is to write a newsgroup charter, describing the proposed focus
of the group; to put together a group that would act as an editorial
advisory board; and to locate a moderator. Once these are settled the
process of gathering interest and collecting votes can move forward.
