This is a request for discussion in accordance with USENET guidelines.
I am proposing that we add the following unmoderated newsgroups.
We will be voting on group creation group by group, its not a package deal.
The purpose of this discussion is to select a name and charter for each
desired new group.
1. sci.electronics.home
for VCR repair, speakers, how to charge batteries,
sterios, am/fm radio, TVs camcorders, etc.
2. sci.electronic.design
For microcontrollers, microprocessors, digital and analog
circuit design. Hopefully this will encourage more
exchanges between persons involved in electronic design.
3. sci.electronics.forsale
Buying and selling of electronic gear and components,
surplus ICs, test equipment. These items seem to get
lost in misc.forsale.
Then we rename sci.electronics to sci.electronics.misc
as a forum for general questions such as:
How to influence the stop lights in your city.
How to make an electric car.
How does my xxx??? work ?
Discussion is limited to 30 days. If no general agreement is reached in
30 days the discusion will be taken off line, to email. After a general
agreement is reached on the name and charter for each group we will have
a formal vote on each proposed group. The voting period will be at least
21 days and not more than 31 days. To create a group we need to have 100
more YES votes than No votes, AND we need a 2/3 majority. If you want
any other groups like a sci.electronics.acad or something, now would be
a good time to discuss it.

Rationale:
Traffic in the sci.electronics newsgroup has reached a level
(circa 200 posts a day, peak) where it is difficult to deal
with. This proposal is a split based on a rough classification
of the current traffic. This proposal is an attempt to follow
through with the results of a lengthy discussion in the group
that occured this spring and early summer.
Philosophy:
This is strictly a split based on the current topics discussed
in the group. Rather than build a list of topics that "it would
be nice to have", a proposed group had to have some (subjective)
level of traffic in the group on its topics already.
In the previous discussion on the split that occured in the group,
several proposals for groups were raised that had merit, but didn't
have a large amount of traffic. Specifically, on the subject of
manufacturing engineering and, electromagnetic compatibility and
compliance to regulations. I chose not to propose these groups at
this time. I feel that groups these groups are of professional
interest and would be better placed in a currently nonexistent
sci.engr.electrical hierarchy.

Rationale:
Per the normal convention, this is renameing of the existing
sci.electronics group.

relative merits of various consumer electronics equipment are better
held in the groups in the rec hierarchy devoted to those topics.)
Sci.electronics.help elementary questions about electronics
Rationale:
A reasonable portion (depending on the time of year relative
to the school term) of the traffic is beginners questions.
A number of novice users have complained that the volume of
traffic, and the perceived unfriendliness of the group acts
as an inhibition to free discussions.
Charter:
A forum for discussion of electronics where there is no such thing as
a stupid question. Beginners questions. Discussion of electronics
education. Requests for other sources of information.

Rationale:
A reasonable portion of the traffic is discussion on historical
figures in the electronics field, technical milestones, and
various trivia.
Charter:
Discussion of the history of the field of electronics. The
accomplishments of historical figures (Tesla, Edison and so
on). The discussion of obselete electronic and electric technology.
The perpetual discussion of what BNC stands for and other trivia.

underlying methods and techniques are the same across the
field, and for the second, the dividing line is blurred
(and the most interesting part of the field).
The split proposed here is to use a level of complexity. In most
cases, the poster is looking for an answer to their questions on
only one level.
The proposed components group is for questions dealing with
individual parts. Someone working on this level is looking
for a specific function or source or indentification for an
electronic component. Postings requesting the indentification
of an integrated circuit are a large portion of the current
traffic.

The equipment group is for persons looking for already
available solutions to their problems.

needing production quantities of scare parts, people cleaning out
their basements, and commercial advertisements for services.

Advertisment and discussion for the buying, selling, and bartering
of electronic components (integrated circuits, resistor, capacitors,
etc.), electronics test equipment, electronics laboratory equipment,
electronics industrial equipment, and services used for the production
of electronics. NO CONSUMER ELECTRONICS - NO AUDIO, VIDEO, or HOME
COMPUTERS.

Traffic in the sci.electronics newsgroup has reached a level (circa
200 posts a day, peak) where it is difficult to deal with. This
proposal is a split based on a rough classification of the current
traffic. This proposal is an attempt to follow through with the
results of a lengthy discussion in the group that occurred this spring.
RATIONALE: sci.electronics.misc
(To rename the current sci.electronics)
Per the normal convention, this is renaming of the existing
sci.electronics group.
RATIONALE: sci.electronics.basics
A reasonable portion (depending on the time of year relative to the
school term) of the traffic is beginners questions. A number of
novice users have complained that the volume of traffic, and the
perceived unfriendliness of the group acts as an inhibition to free
discussions.

A reasonable portion of the traffic is discussion on historical
figures in the electronics field, technical milestones, and various
trivia.

These three groups are an attempt to categorize the traffic into
separate subfields. The usual proposals for splitting the group
typically start with proposing splits along either applications (audio,
