This is a formal Request For Discussion on the creation of an
unmoderated newsgroup, sci.engr.heat-vent-ac (also known as HVAC).
Thanks go to Brendan McFarlane <brendan@azimuth.werries.de> for his
help in preparing the Charter.
This RFD has been posted in accordance with the Guidelines for
Newsgroup Creation. Its language is based on previously submitted
RFDs. The RFD is being cross-posted to the following relevant news
groups:

CHARTER
This unmoderated group is for discussion of Heating, Ventilating and
Air Conditioning (HVAC) issues. Discussion from the viewpoint of
researchers, engineers and technicians involved in the research,
design, specification, control, construction, operation and maintenance
of HVAC issues is encouraged. The following topics are considered
appropriate for technical discussion:
- State-of-the-art research issues in relation to current practices
- Discussion of ASHRAE recommendations
- Psychrometrics
- Desiccant/adsorber technologies
- The design, construction, operation and management of HVAC
systems for buildings and other environments
- New sensor technology (eg, silicon vs. nickel, RH sensors)
- All aspects of HVAC equipment: air side and water side, hvac control
systems, new technologies and management
- Special environments (eg. Cleanrooms, hazardous environments)
- Comfort conditions: temperature/humidity/air quality
- Technical solutions to common problems
- Training and educational issues
- Safety and OSHA issues as relating to HVAC, government regulations
- Green issues (HCFC/CFC usage, Greenhouse effects)
- Relative merits of computer simulation strategies
- Energy & IAQ (Indoor Air Quality) audits
- Audit tools: ultrasound, thermography, tracer gas
The HVAC discipline covers a very broad spectrum of topics, from the
design of the humble domestic heating system, to sophisticated close
control climates for industrial processes or medical facilities. Many
of these topics are treated by out-dated approaches. This group
encourages the cross-fertilization of ideas and concepts from all
corners of the profession, from the academic researcher to the field
engineer.
Discussion regarding merits of various products and instrumentation
is discouraged, in the interest of avoiding sales pitches couched as
discussion. Technical help questions regarding various
instrumentation are encouraged, but should be *answered* via email.
RATIONALE
A forum is sought for joining the HVAC researcher with the practicing
engineer for dissemination of beneficial technologies. Currently, HVAC-
interested persons are cross-posting to several groups with questions.
This should also provide a separate "home" for HVAC-specific
discussion and help reduce overall traffic as well.
FUTURE CALL FOR VOTES
After a discussion period of 21-30 days, if there are no overwhelming
objections to the proposed group, there will be a Call For Votes (CFV)
posted to the same groups as this RFD. The voting period will be at
least 21 days. If the group passes by receiving 100 more YES votes
than NO votes, and (at least) twice as many YES votes as NO votes, it
will be created.
