Following is the RFD (request for discussion) to create a
semiconductors newsgroup on the internet.
Would potential users of this proposed newsgroup like to give their
opinions on this (YES or NO) either by following on to this post (which
should appear in news.groups) or as email to Fred Bertsch
(fbertsch@msc.cornell.edu), Swami Srinivasan (swami@sauron.eece.unm.edu),
or Lachlan Cranswick (lachlan@dmp.csiro.au).
===============================================
Please note if a particular topic of semiconductors becomes very popular
or there is a perceived need to create a subset of this newsgroup such
as "AAA", "BBB" or "CCC", etc - it is relatively easy to create a
sci.engr.semiconductors.devices,
sci.engr.semiconductors.processing,
sci.engr.semiconductors.opto,
sci.engr.semiconductors.announce, etc.
providing the support for it is there. (The names of the subgroups
can be changed later.)
=========================================================
Request For Discussion (RFD) of sci.engr.semiconductors (unmoderated).
Proposers : Fred Bertsch (fbertsch@msc.cornell.edu)
Lachlan Cranswick (lachlan@dmp.csiro.au)
Swami Srinivasan (swami@chtm.eece.unm.edu)
Andrew Pagett (aep@aber.ac.uk)
John W. Cobb (cobbjw@fedc04.fed.ornl.gov)
Please note that this proposed newsgroup is intended to
be an open forum for discussion of semiconductors. Thus
relevant topics for this newsgroup should only be limited
to what the participants in this proposed newsgroup
regard as semiconductors.
--------------------------------------------
We propose a new unmoderated newsgroup called
sci.engr.semiconductors. The main aim of sci.engr.semiconductors
is to provide an open forum for the discussion of semiconductors
and related fields on the internet.
(Could people reading this post mention it to colleagues who
might be interested and benefit from a semiconductors group
but not normally use the internet newsgroups.)
Proposed Name of Group
-------------------------
sci.engr.semiconductors (unmoderated)
Purpose of New Newsgroup
---------------------------
The purpose of sci.engr.semiconductors is to provide an
open discussion forum for the semiconductors community on
the internet. The newsgroups allow the rapid and timely discussion of
opinions and information that would take months or years (or not at all)
on conventional paper journals.
Topics for discussion would include :-
---------------------------------------
Semiconductor materials
Semiconductor and device physics
Diodes
Transistors
Semiconductor lasers & LEDs
Photodetectors
Solar cells
Microelectromechanical systems
Vacuum microelectronics
Quantum effect devices
Thin film linear devices
Thin film displays
Other semiconductor devices
Thin film superconducting devices
Integrated optics
Nonlinear optical devices
Crystal growth
Oxidation
Lithography
Diffusion
Ohmic contacts
Ion implantation
Etching
Deposition
Other thin film processing techniques
Analytical techniques
Process simulation
Device simulation
Interconnects
Reliability/testing
Microelectronic and optoelectronic packaging
Vacuum technology
Equipment - specs, opinions, etc.
Clean room technology
Economics of IC fabrication
Software
Databases
Announcements/reviews of papers/conferences.
General Discussion/opinions/questions.
Education
Positions vacant
Anything else that is relevant to semiconductors in general.
---------------------------------------------------------------
What is the Process of Creating a Newsgroup
-------------------------------------------
>(a) RFD: Discussion, i.e., public hearing to take place
in the newsgroup news.groups for approximately one month
(b) CFV: Call for votes (the voting period will be about 25 days)
(c) Counting of votes and public display of votes
(d) Announcement of new newsgroup
(a)-->(b) assumes no major disagreements about this newsgroup during
discussion. (c)-->(d) assumes that the vote is favourable., i.e.,
Y > N+100 .and. Y > (2/3)(Y+N)
Y being the number of YES votes, N being the number of NO votes for
the creation of the proposed newsgroup.

There is a five day discussion period after these results are posted. If no
serious complaints arise about voting irregularities, the moderator of
