This is a formal request for discussion (RFD) on the creation of a new
unmoderated newsgroup, sci.engr.surveying. This RFD is being posted in
accordance with with the Guidelines For Usenet Group Creation found in
news.announce.newusers, dated Nov. 2, 1994. This is a request for
discussion, and is not meant to replace the actual vote. If there are no
serious objections or valid arguments against the group's formation, the
CFV (call for votes) will take place 21- 30 days after the posting of this
notice and will be tabulated by a neutral third party.
The Follow-up to: header will be set to news.groups, where the actual
discussion will take place. To comment on the discussion, you must post to
news.groups or use the follow up header. Comments sent directly to the
sender, or to a newsgroup other than news.groups will have no effect on the
formation of this newsgroup. To follow the discussion, you must subscribe to,
or visit, <news.groups> and you are encouraged to do so.

This unmoderated newsgroup is being formed for the discussion of scientific
and professional issues relating to earth measurement in all its forms.
Topics such as; land surveying, marine surveying, hydrographic surveying,
geodetic surveying, geodetic GPS positioning, geodesy, gravity models,
photogrammetry, coordinate systems, datums, cartography, land information
systems, statistical adjustments and analysis, etc., and legal issues
relating to all of the above, are encouraged on a local and
international level. Science and professionalism are the emphasis of the
newsgroup, and postings relating to recreational positioning and
do-it-yourself type projects are to be discouraged. Other groups currently
serve this purpose.
Due to the increasingly complex and technical nature of the field, discussion
of the various tools of trade, including computer programs, and their relative
usefulness for specific purposes, should be encouraged. Brief announcements of
new products or services, or offers of further assistance to specific posters
will be encouraged, but blatant advertisement for personal gain is strongly
discouraged.
RATIONALE
A forum for professionals to discuss important and timely issues related to
earth measurement, positioning, and precision mapping, is long overdue. No
group currently exists where surveyors in all these related fields can
gather to discuss like concerns. Surveyors in these fields are posting
to all those groups in which this notice appears, and possibly others as
well, but they have had to search through much unrelated material for
relevant information. This newsgroup will provide a much needed
central location where these related professions can gather to discuss
the complex and ever-changing issues of their fields. Future divisions
into more specific topics may become desirable, as traffic warrants.
THE VOTING PROCESS
After the discussion period of 21-30 days, if no serious objections are
raised, a Call for Votes (CFV) will be issued to the same groups in which
this notice appears. The vote will be tabulated by a neutral third party,
who will be selected by the established process. The voting period will be
no less than 21 days. A successful vote requires that at least 100 more
votes are cast for creation than against, with an overall majority of 2/3
for creation. If both these conditions are met, the new group will
be announced as soon as practical thereafter.

NOTE FROM THE VOTETAKER
On the last day of voting, it was determined that the votetaker's mail
system had a bug and was dropping ballot acknowledgements on the floor.
The votetaker elected to send a special acknowledgement message to each
voter, listing the last vote recorded for that address and giving
instructions to correct errors. Regular voting closed on schedule at
midnight GMT, June 2nd, but corrections to existing votes were accepted
until midnight GMT, June 6th, as per the instructions. Five corrections
