Request For Discussion of sci.geo.oceanography
(unmoderated).
Proposers :- Charles Radley <charles@tranquest.com>
Lachlan Cranswick <lachlan@dmp.csiro.au>
--------------------------------------------
We propose a new unmoderated newsgroup called
sci.geo.oceanography. The main aim of
sci.geo.oceanography is to provide an open forum for the
discussion of oceanography and related fields on the internet.
(Could people reading this post mention it to colleagues who
might be interested and benefit from a oceanography group
but not normally use the internet newsgroups.)
Proposed Name of Group
-------------------------
sci.geo.oceanography (unmoderated)
Purpose of New Newsgroup
---------------------------
The purpose of sci.geo.oceanography is to provide an open discussion
forum for the oceanography community on the internet. The newsgroups
allow the rapid and timely discussion of opinions and information
that would take months or years (or not at all) on conventional paper
journals.
Topics for discussion would include :-
---------------------------------------
physical/chemical/biological/geological oceanography
ocean ecosystems
ocean dynamics
ocean / atmosphere interactions
ocean floor mining / drilling
inland lakes and waterways
ocean instruments
research topics
interesting findings, news
legal, policy issues
Software
Data formats
Databases
Hardware/Equipment - specs, opinions, etc.
Applications
Announcements/reviews of papers/conferences.
General Discussion/opinions/questions.
Positions vacant
Anything else that is relevant to oceanography in general.
Some limited commercial advertising will be tolerated if it
is of direct bona fide interest to oceanographers.
Advertising should normally be posted only in response to
a specific request from another user for the particular
services / products offered.
==
This group has been discussed on sci.geo.geology. The resulting
interest via both follow-ons and email imply there is very good
interest in this proposal.
This RFD is not going to be sent to any mailing lists. The
pre-RFD is/has but not the RFD.
---------------------------------------------------------------
What is the Process of Creating a Newsgroup
-------------------------------------------
>(a) RFD: Discussion, i.e., public hearing to take place
in the newsgroup news.groups for approximately one month
(b) CFV: Call for votes (the voting period will be about 25 days)
(c) Counting of votes and public display of votes
(d) Announcement of new newsgroup
(a)-->(b) assumes no major disagreements about this newsgroup during
discussion. (c)-->(d) assumes that the vote is favorable., i.e.,
Y > N+100 .and. Y > (2/3)(Y+N)
Y being the number of YES votes, N being the number of NO votes for
the creation of the proposed newsgroup.
=============================================
Please comment/criticise/suggest by followons to this post in
news.groups and not in any other newsgroup. The proposers of this RFD
will monitor discussions in news.groups, but not the other groups to
which this was posted. Volunteers are requested to monitor any
discussions in other newsgroups if they occur. Alternatively email to
"Charles Radley " <charles@tranquest.com> or
"Lachlan Cranswick - CSIRO" <lachlan@dmp.csiro.au>

Some limited commercial advertising will probably be tolerated if it
is of direct bona fide interest to oceanographers.
Advertising should normally be posted only in response to a specific
request from another user for the particular services / products

During the RFD several people expressed reservations about the precise
name of the group and the chosen hierachy. However no clear concensus
emerged on a better alternative. So we propose this vote on the name
as originally proposed.
After the creation of the group we can begin discussion of a better name
or hierarchy if users so desire.
VOTING INSTRUCTIONS
You should send MAIL (posts to any newsgroup or mail to any other address
are invalid) to
vote@bb.com
(just replying by MAIL to this message should work). Your mail
message's body should contain one and only one of the following
exact statements:
I vote YES on sci.geo.oceanography
I vote NO on sci.geo.oceanography
I vote ABSTAIN on sci.geo.oceanography
I vote CANCEL on sci.geo.oceanography
Anything else may be rejected by the automatic vote counting program.
You may ABSTAIN in place of YES or NO - abstain votes do not affect the
vote outcome; you may also change your vote later by voting again.
Within a few days, the votetaker will respond to received ballots with
mail acknowledging your vote. Addresses and votes of all voters will be
published in the vote results. If you wish to remove your vote and all
indication that you have voted from the final list, send a vote with CANCEL
in the place of YES/NO/ABSTAIN.
Standard Guidelines for voting apply. One vote per person, no more
than one vote per account. 100 more YES votes than NO votes and twice
as many YES votes as NO votes are the requirements for group creation.
Votes must be tracable to a human: votes from system accounts such as
(but not limited to) "news" or "root" will be marked invalid.
