This is a formal Request For Discussion (RFD) for the creation of the
world-wide moderated Usenet newsgroup sci.military.nuclear.  This is not a
Call for Votes (CFV); you cannot vote at this time.  Procedural details
are below.

Newsgroup line:

RATIONALE: sci.military.nuclear

This group will be a moderated outgrowth of the existing newsgroup
alt.war.nuclear, which has existed for some years and has a moderate
steady volume of traffic actually about nuclear and other weapons of mass
destruction, plus excessive off topic crossposting, which is the primary
reason for this RFD.

sci.military.nuclear is only the working name for the group.
The group has discussed alternatives such as:
        sci.military.nuclear
        sci.military.wmd (Weapons of Mass Destruction)
        sci.military.nbcr (Nuclear, Biological, Chemical, Radiological)
        sci.military.strategic
        sci.military.hew (High Energy Weapons)
        sci.military.weaponsofmassdestruction

All of these have one flaw or another.  ".nuclear" doesn't really cover
the other weapons of mass destruction.  ".wmd" and ".nbcr" are acronyms
not obvious to those not already interested in the field, thus somewhat
obscure by normal Usenet naming standards.  ".strategic" suffers from
being misinterpretable as all sorts of other non-WMD topics.  ".hew" is
more specific than "wmd" and "nbcr" and possibly less commonly known.  The
group name "weaponsofmassdestruction" is ... too long.

We hope that the discussion will assist in determining the best group name
option.

CHARTER: sci.military.nuclear

Discussion of the technology, operations, policy, strategy and related
topics for weapons of mass destruction and defenses against them,
specifically nuclear, biological, chemical, and radiological weapons,
delivery systems including but not limited to missiles, aircraft, and
unconventional delivery methods.  New and/or novel technologies will also
be on topic as appropriate.

Postings should have a significant on topic technical, operational,
policy, strategy, or related content fraction or they will be deemed off
topic.  Personal attacks and other abusive content will also be deemed off
topic.

Charter section on rejection of detailed design and weaponization
information in postings being subject to rejection has been revised
extensively to:

1. Make moderator reporting illegal postings suggested rather than required.

2. Generalize reference to applicable US Code to:
        "applicable laws in posters' and moderators' countries.",
        listing applicable US Code as one example.

chemical, and radiological weapons, and may include new and/or novel
technologies.  Delivery systems include but are not limited to missiles,
aircraft, artillery and unconventional delivery methods.

Postings should have a significant on topic technical, operational,
policy, strategy, or related content fraction or they will be deemed off
topic.  Personal attacks and other abusive content will also be deemed off
topic.  Off topic postings will be rejected.

Crossposting will be acceptable, specifically including alt.war.nuclear.

Due to the sensitivity of these topics, certain types of on topic postings
will be rejected and may be reported to proper authorities should they be
submitted, should they be judged by the moderator to be a violation of
applicable laws.  These restricted topics include:
        * detailed design information for any WMD
        * classified operational details for any WMD system

Rejection of detailed weaponisation technique posts will be enforced by the
moderator unless such material has previously been made public and is
not by nature secret information such as nuclear weapon design details.

Appeals of such rejection will only be successful if the poster can
provide references to previous public disclosure, and evidence that the
subject and level of details in the post are not classified or prohibited
under the laws of the posters' or moderators' nations.

For the initial moderator and posters located in the United States,
this includes "Restricted Data" as defined by the US law 42 USC Sec. 2014.

Evidence of previous public disclosure must be from a 'durable' source, eg
organisation website, book, govt (including non US) source etc, rather
than a transient one eg newsgroup posting, individuals recent website etc.

Moderator replacement policy shall be as follows:

If the group passes, we will form a group steering committee of 6 people,
3 nominated by the first moderator and 3 nominated by open straw poll in
the group.  The steering committee will have the responsibility to approve
any additional moderators added should we adopt a team moderation approach
or backup moderators, by 2/3 vote.  Should the primary moderator "drop
out" for some reason the steering committee will be authorized to find,
approve by 2/3 vote, and request transfer of moderation authority to them,
and may each approve posts to the group during the interrignum between the
primary moderator going away and finding a replacment moderator.
"dropping out" will consist either of the moderator notifying the group
he/she cannot moderate any more but have not identified a replacement, or
their being out of contact and not approving any posts for a period of two
weeks.

This is a formal Request For Discussion (RFD) for the creation of the
world-wide moderated Usenet newsgroup sci.military.nuclear-bio-chem.
This is not a Call for Votes (CFV); you cannot vote at this time.
Procedural details are below.

Newsgroup line:

This is a new RFD, but is a re-proposal of a group which failed its first
group creation vote in early 2002 due to insufficient "yes" votes.  The
RFDs and vote results for that are available at:

Changes from the previous last RFD/CFV are essentially limited to removal
of the charter clause that postings rejected due to their sensitive or
illegal nature may be reported by the moderator to appropriate
governmental or law enforcement agencies.


RATIONALE: sci.military.nuclear-bio-chem

This group will be a moderated outgrowth of the existing newsgroup
alt.war.nuclear, which has existed for some years and has a moderate
steady volume of traffic actually about nuclear and other weapons of mass
destruction, plus excessive off topic crossposting, which is the primary
reason for this RFD.


CHARTER: sci.military.nuclear-bio-chem

Discussion of the technology, operations, policy, strategy and related
topics related to weapons of mass destruction.  This shall include weapons
of mass destruction themselves, delivery systems for weapons of mass
destruction, defenses against weapons of mass destruction and their
associated delivery systems, the use and deterrence of use of weapons of
mass destruction, and other related topics as appropriate.

Weapons of mass destruction specifically include nuclear, biological,
chemical, and radiological weapons, and may include new and/or novel
technologies.  Delivery systems include but are not limited to missiles,
aircraft, artillery and unconventional delivery methods.

Postings should have a significant on topic technical, operational,
policy, strategy, or related content fraction or they will be deemed off
topic.  Personal attacks and other abusive content will also be deemed off
topic.  Off topic postings will be rejected.

Crossposting will be acceptable, specifically including alt.war.nuclear.

Due to the sensitivity of these topics, certain types of on topic postings
will be rejected should they be submitted, if they are judged by the
moderator to be a violation of applicable laws.
These restricted topics include:
        * detailed design information for any WMD
        * classified operational details for any WMD system

Rejection of detailed weaponisation technique posts will be enforced by
the moderator unless such material has previously been made public and is
not by nature secret information such as nuclear weapon design details.

Appeals of such rejection will only be successful if the poster can
provide references to previous public disclosure, and evidence that the
subject and level of details in the post are not classified or prohibited
under the laws of the posters' or moderators' nations.

For the initial moderator and posters located in the United States,
this includes "Restricted Data" as defined by the US law 42 USC Sec. 2014.

Evidence of previous public disclosure must be from a 'durable' source, eg
organisation website, book, govt (including non US) source etc, rather
than a transient one eg newsgroup posting, individuals recent website etc.

Moderator replacement policy shall be as follows:

If the group passes, we will form a group steering committee of 6 people,
3 nominated by the first moderator and 3 nominated by open straw poll in
the group.  The steering committee will have the responsibility to approve
any additional moderators added should we adopt a team moderation approach
or backup moderators, by 2/3 vote.  Should the primary moderator "drop
out" for some reason the steering committee will be authorized to find,
approve by 2/3 vote, and request transfer of moderation authority to them,
and may each approve posts to the group during the interrignum between the
primary moderator going away and finding a replacment moderator.
"dropping out" will consist either of the moderator notifying the group
he/she cannot moderate any more but have not identified a replacement, or
their being out of contact and not approving any posts for a period of two
weeks.

This group will be a moderated outgrowth of the existing newsgroup
alt.war.nuclear, which has existed for some years and has a moderate
steady volume of traffic actually about nuclear and other weapons of mass
destruction, plus excessive off topic crossposting, which is the primary
reason for this RFD.

CHARTER: sci.military.nuclear-bio-chem

Discussion of the technology, operations, policy, strategy
and related topics related to weapons of mass destruction.
This shall include weapons of mass destruction themselves,
delivery systems for weapons of mass destruction, defenses
against weapons of mass destruction and their associated
delivery systems, the use and deterrence of use of weapons
of mass destruction, and other related topics as appropriate.

Weapons of mass destruction specifically include nuclear,
biological, chemical, and radiological weapons, and may include
new and/or novel technologies.  Delivery systems include but are
not limited to missiles, aircraft, artillery and unconventional
delivery methods.

Postings should have a significant on topic technical, operational,
policy, strategy, or related content fraction or they will be deemed off
topic.  Personal attacks and other abusive content will also be deemed off
topic.  Off topic postings will be rejected.

Crossposting will be acceptable, specifically including alt.war.nuclear.

Due to the sensitivity of these topics, certain types of on topic
postings will be rejected should they be submitted, if they are
judged by the moderator to be a violation of applicable laws.
These restricted topics include:
        * detailed design information for any WMD
        * classified operational details for any WMD system

Rejection of detailed weaponisation technique posts will be enforced by the
moderator unless such material has previously been made public and is
not by nature secret information such as nuclear weapon design details.

Appeals of such rejection will only be successful if the poster can
provide references to previous public disclosure, and evidence that the
subject and level of details in the post are not classified or prohibited
under the laws of the posters' or moderators' nations.

For the initial moderator and posters located in the United States,
this includes "Restricted Data" as defined by the US law 42 USC Sec. 2014.

Evidence of previous public disclosure must be from a 'durable'
source, eg organisation website, book, govt (including non US)
source etc, rather than a transient one eg newsgroup posting,
individuals recent website etc.

Moderator replacement policy shall be as follows:
If the group passes, we will form a group steering
committee of 6 people, 3 nominated by the first moderator
and 3 nominated by open straw poll in the group.
The steering committee will have the responsibility to
approve any additional moderators added should we adopt
a team moderation approach or backup moderators, by 2/3 vote.
Should the primary moderator "drop out" for some reason the
steering committee will be authorized to find, approve by 2/3 vote,
and request transfer of moderation authority to them, and may
each approve posts to the group during the interrignum
between the primary moderator going away and finding a
replacment moderator.  "dropping out" will consist either
of the moderator notifying the group he/she cannot moderate
any more but have not identified a replacement, or their
being out of contact and not approving any posts for a period
of two weeks.
