REQUEST FOR DISCUSSION (RFD)
unmoderated group sci.chem.coatings
Proponents: Bill Bren <bill.bren@reichhold.com>
Mike Lazar <mlazar1@ix.netcom.com>
Newsgroups line:
sci.chem.coatings Paints and coatings technology.
RATIONALE: sci.chem.coatings
Currently there is no one place to handle traffic
specifically for the discussion of Paints and Coatings. Postings
to the sci.chem group get easily lost among the 50 to 100 daily
postings. Postings to the more manageable sci.polymers (about 10/day)
are inappropriate when the discussion involves coatings issues not
related to polymers.
CHARTER: sci.chem.coatings
A newsgroup to promote the exchange of ideas and discussion of issues of
paints and coatings technology. Anyone interested will be welcome to
join in the discussion about, but not limited to:
- Polymeric coating resins
- Pigments
- Coatings additives
- Coatings solvents
- Powder coatings
- Professional societies and conferences
- Application techniques for paints and coatings
- Regulatory issues affecting coatings
- Sales and Marketing issues
- Manufacturing of paints
- Packaging and transportation of coatings materials
- Employment opportunities within the coatings industry
- Educational and research resources
- Surface Color
The discussion will be held in English. FAQ's should be developed for
specific areas of interest and will be updated periodically. Commercial
announcements are not permitted as this news group is not intended to be
a marketplace. Although coatings questions for users may or may not receive
a response, they are permitted. The ultimate objective of the news group
is to assist coatings practitioners in their craft with a free flowing
discussion of current coatings technology.
END CHARTER.
PROCEDURE:
This RFD has been posted in accordance with "Guidelines for Usenet Newsgroup
Creation" by Greg Woods, David C. Lawrence and Gene Spafford.
After a discussion period of 21-30 days, if no serious objections are raised,
a Call for Votes (CFV) will be issued to the same groups in which this notice
appears. The vote will be tabulated by a neutral third party, who will be
selected by the established process. The voting period will be no less than
21 days. A successful vote requires that at least 100 more votes are cast
for the creation than against, with an overall majority of 2/3 for creation.
If both these conditions are met the new group will be announced as soon as
practical thereafter.
FINAL WORDS:
Discussion should take place *ONLY* in news.groups. If you do not normally
follow news.groups you should do so for the duration of this RFD. This is
not a Call for Votes. Please do not cast a vote now.
DISTRIBUTION:
This RFD will be cross posted to the following groups:

VOTING PROCEDURE NOTES:
Standard Guidelines for voting apply. One person, one vote. Votes must
be mailed directly from the voter to the votetaker. Anonymous,
forwarded or proxy votes are not valid; this includes votes generated by
WWW/HTML/CGI forms.
Vote counting is automated. Failure to follow these directions may mean
that your vote does not get counted. If you do not receive an
acknowledgment of your vote within three days, contact the votetaker
about the problem. It's your responsibility to make sure your vote is
registered correctly. Duplicate votes are resolved in favor of the most
recent valid vote. Addresses and votes of all voters will be published
in the final voting results post.
The purpose of a Usenet vote is to determine the genuine interest of
persons who would read a proposed newsgroup. Soliciting votes from
disinterested parties defeats this purpose. Please do not distribute
this CFV. If you must, direct people to the official CFV as posted to
news.announce.newgroups. Distributing pre-marked or otherwise edited
copies of this CFV is generally considered to be vote fraud. When in
doubt, ask the votetaker.
