This is a Request for Discussion concerning a proposed newsgroup,

                    sci.virtual-worlds.apps

for the discussion of pending and actual applications of virtual
worlds technology in industrial, commercial, educational, and
entertainment settings.

Calling for the creation of this newsgroup are the founders and
current moderators of sci.virtual-worlds, Bob Jacobson and Mark De
Loura.

For over 18 months we have presided over the increasingly complex and
useful dialogues that have taken place on sci.v-w.  It's our opinion
that the conversations there are now varied enough to merit the
spinning off of a second newsgroup dedicated to actual applications of
the technology.  According to surveys, nearly 2% of USENET's millions
of readers tune in at least occasionally.  This diverse population
of interest can support more than one newsgroup.

In the past, mailing lists have formed to handle such specific topics
as software requirements for headsets and gloves, but we foresee a
larger need: the chance to publicly announce and discuss applications
of virtual worlds technology.  This will provide a kickstart to our
industry and help us to keep directed toward serving the public and
the market, rather than becoming inward-turned, all research and self-
preoccupation.

sci.virtual-worlds will continue to be sponsored by the HIT Lab.  It's
our belief that s.v-w should continue as a general forum for our
community, perhaps one more focused on cutting edge research and
philosophical issues.  These are still very important.  However, this
will be the prerogative of the new moderators and the participants.

sci.virtual-worlds.apps will be a place to take these discussions one
step farther, into the domain of serious applications.

We will have a two-week open period of debate and comment on this
proposal, in sci.virtual-worlds, on the WELL, and in the traditional
forum of news.announce.newgroups.  Then we will call for a formal
vote.  If there is a net positive vote of 100 participants, we will
create sci.virtual-worlds.apps and announce its formation to you.

Thank you for considering this proposal.  We believe it is necessary
for a newsgroup to exist in which to advance the state of our art
through the discussion of applications and their economic, commercial,
and social implication.  We welcome your comments and support.

Several weeks ago, sci.virtual-worlds moderator, Bob Jacobson, and
co-moderator, Mark De Loura, posted a CFD to discuss a new newsgroup,
sci.virtual-worlds.apps .  This new newsgroup would focus on current
and forthcoming uses of virtual-worlds technology ("virtual reality").
It would be moderated by Jacobson and De Loura, who would hand over
moderatorship of sci.virtual-worlds to new moderators selected by that
newsgroup's sponsor, the HIT Lab at the Washington Technology Center.

The comments we received were unanimously supportive of this new
newsgroup.  There were no suggestions for modifications (although
additional segmentations of sci.virtual-worlds were recommended).

Accordingly, we are now calling for a vote.  The vote will continue
for 30 days; votes should be sent before 23:59 GMT, 19 September 1992.

To vote on the creation of sci.virtual-worlds:

The vote on sci.virtual-worlds.apps has closed.  The vote was 133 in
favor, 8 opposed, 9 invalid yes votes, and 1 invalid no vote (due to
incomplete voter identification).  The actual polls follow below.

Two days ago, prior to the close of the vote, Bob Jacobson, one of the
proposers, inadvertently sent a notice, intended for the moderator of
this newsgroup, to news.groups (an unmoderated newsgroup).  This
notice indicated that the newsgroup was passing by a substantial
margin (Bob estimated 140-7, based on mail volume) and asked the
moderator how Bob should handle the closing of the vote since Bob was
leaving town.

Several persons caught this anomaly and called it to Bob's atten-
tion.  Technically, posting a vote tally prior to the closing of a
vote is a violation of the USENET guidelines, because it can be used
to hype a favorable vote if the tally is insufficient for creating a
new newsgroup.  However, in this case, there was no motive for my
intentionally violating the guidelines -- the newsgroup was winning
its vote handily.  In fact, all of the remaining votes that came in
after Bob's mistaken posting were opposed to forming the newsgroup.
(I immediately cancelled the posting as soon as it was brought to my
attention.)

Commonsense says that an error made accidentally that has no material
effect on the outcome of a vote should not invalidate the vote.  In
fact, all of the persons but one who noted my error were quite
forgiving of the situation.  Now we are appealing to the net community
to approve the formation of sci.v-w.  apps.  We have a host computer
dedicated to its operation, five co-moderators around the world ready
to provide its participants with up-to-date information about a
fast-growing industry of some importance -- and above all, the votes
of more than 133 concerned USENET users FOR the creation of the
newsgroup, against the 8 (or 9) who oppose it.

If we have to do this over, we will, but at considerable expense in
bandwidth and LOTS of personal time and effort on the part of the
proposers, the voters, and the net itself.  Thanks for your thoughts.
We hope we can get on with satisfying the obvious demand for this
newsgroup.

   not notably influence the outcome of the poll, which is why that
   particular clause was put in the Guidelines for Newsgroup Creation.

   It should be noted that in his desire to conform to the Guidelines,
   Bob has decided to not counted several votes which were absent full
   names, despite the fact that traditionally they have been accepted.
   If they were to be counted, then the group passes by an even wider
   margin.

Unfortunately, although there was the necessary support to create the
newsgroup, I (Bob) on the last day of voting inadvertently revealed
the tally of the vote in progress.  According to USENET guidelines,
this invalidates the vote.  I'm sorry for this.  We could have
proceeded to serve you more quickly, but a few vocal USENET users
objected that this would defeat the guidelines.  Rather than
permitting more bandwidth and time to be consumed in flames, we're
asking for a revote.
