This is a formal Request for Discussion on the creation of an
unmoderated newsgroup to discuss issues related to post-secondary
educational financial aid. The purpose of this group is to provide a
central source of information on financial aid topics and to
alleviate traffic of such discussions from the soc.college and
misc.education hierarchies as well as alt.college.us and
alt.education.distance.
This is a Request for Discussion and is not a Call for Votes. The
discussion will last approximately 30 days from today (Thursday,
March 2, 1995). Any comments such as "I vote yes for
soc.college.financial-aid" will be treated only as positive
reactions to the proposed charter and not as a yes vote on the
creation of the group. If sufficient interest is demonstrated during
the discussion period and there are no major changes to the proposal
of the group then a Call for Votes (CFV) will be issued along with
instructions on how to cast your vote.
This RFD has been posted in accordance with the Guidelines for
Newsgroup Creation (or as close as I could get it). Its language is
based largely on previously submitted RFD's. The RFD is being cross-
posted to the following relevant newsgroups:

soc.college, soc.college.grad, soc.college.gradinfo,
soc.college.teaching-asst, misc.education, misc.education.adult,
misc.education.medical, alt.college.us
Followups to this RFD are to be posted only to news.groups, where the
actual discussion is to take place.
PROPOSED CHARTER
The soc.college.financial-aid newsgroup will be open to the
discussion of post-secondary educational financial aid. Topics may
include, but are not limited to:
grants
scholarships
loan programs
work-study
international student aid
updates on current changes to aid programs
RATIONALE
Discussions about financial aid are already occurring on most of the
other groups. With nine of the "Big Seven" groups dedicated to
education (eight of which are specifically related to college/post-
secondary education) readers of these groups would probably
appreciate a central location to place their posts.
As a member of a financial aid administrators listserver mailing
list, I have asked for support in forming a Usenet newsgroup. The
responses have been overwhelmingly in favor of it and many have
stated they will participate. The mailing list consists of 1800+
members and carries an average posting of 20 messages per day.
However, the list does not welcome non-administrative persons to
join. This newsgroup would addresses the concerns of everyone.
PROCEDURE
Please post any responses to this RFD to news.groups. If you use the
"follow-up" feature on your newsreader, this should happen
automatically. It is VERY IMPORTANT that all discussions concerning
this proposal occur on news.groups!
FUTURE CALL FOR VOTES
After a discussion period of 21-30 days (unless it is indicated from
the discussion that there is a need to submit a new RFD) there will
be a Call for Votes (CFV) posted to the same groups as this RFD. The
voting period will be at least 21 days. If the group passes by
receiving 100 more YES votes than NO votes and (at least) two thirds
(2/3) as many YES votes as NO votes, it will be created.
