This is a formal request for discussion on the creation of an unmoderated
newsgroup, soc.culture.algeria.

This RFD has been posted in accordance with the Guidelines for Newsgroup
Creation. This RFD is being posted to the following relevant newsgroups:

Discussion on the RFD will take place in news.groups.

soc.culture.algeria will serve the Algerian community around the world.
Currently there is no newsgroup that deals exclusively with Algerian affairs.

The soc.culture.algeria newsgroup will serve the Algerian community
worldwide, and will be open for discussion to all Algerians and interested
parties. Discussions will include topics on Algerian history, culture,
politics, religion, education and social activities. Because of the bad
situation
in Algeria nowadays, discussions will be focused on how to make a better
Algeria.

Other topics of discussion will include:

        - Algerian history
        - The Algerian languages (Arabic, Tamazight and the Algerian
        dialect that is a mixture
        of French, Turkish, Tamazight and Arabic among others)
        - Algerian religion (Islam)
        - Algerian literature
        - Algerian cuisine
        - The latest news from Algeria
        - and other topics

The discussions will be held both in English, French and
transliterated Arabic and Tamazight.

                                Procedure
                                ---------

Please post any response to this message to news.groups. If you use the
follow-up feature on your newsreader this should happen automatically. It
is important to understand that all discussions about the merits of this
proposal should occur in news.groups.

After a discussion period of 21-31 days, a Call For Votes (CFV) will be
posted to news.announce.newgroups -- barring any serious objections. The
voting period will last 21-31 days. If the vote passes by a 2/3 majority,
and by at least 100 yes votes, then the group will be created.

The Call for Votes (CFV) for soc.culture.algeria has been cancelled
due to a miscommunication regarding the moderated status of the
newsgroup.  It was proposed unmoderated originally and meant to be
that way in the vote, but the CFV went out for a moderated newsgroup.

A new CFV is forthcoming.
