This is a formal Request for Discussion on the creation of a
new newsgroup called "soc.culture.colombia" (not moderated).
NAME: soc.culture.colombia
MODERATION: none
CHARTER: A forum to discuss all aspects of Colombian culture
and society, such as:
- Cultural events (theatre, museums, movies, tv)
- Colombian art and music
- News from Colombia (including sports)
- Political and social issues, such as:
+ Foreign policies
+ Energy policies, e.g. hydroelectric, oil
and coal sectors
+ Economic development model or lack
thereof
+ Colombian ethnic/cultural communities
including overseas communities
+ Colombian strategies in the global
markets
+ Colombian social policies
+ Political, drug-related, and other kinds
of violence affecting the country
+ Image of Colombia from the outside
- Technological and developmental issues, such
as:
+ Technology transfer
+ Colombian resources overseas
+ Information management and technologies
- Environmental issues
- Food and crafts
- Travel information
- and much more . . .
Informally, a "place" for all those interested in
Colombia and Colombian people to meet and chat.
Everyone is welcome.
RULES: Because soc.culture.colombia will be unmoderated,
anyone will be able to post to this newsgroup. The
use of "flames" or insults or unnecessary criticism of
a person or group of people is strongly discouraged.
Any criticism should be constructive, and polite.
Please post your article in a mature and responsible
way. Think twice before you post it, and do not send
personal mail to the newsgroup.
LANGUAGES: Primarily Spanish. English will also be accepted.
BACKGROUND: There is already a mailing list for people interested
in Colombia, COLEXT. Operated from the Universidad de los
Andes in Bogota (server at Columbia University), COLEXT
currently has over 400 subscribers. The intent is to
create soc.culture.colombia as an alternative and, for
some, more convenient vehicle for communications about
Colombia, so as to reach as wide a public as possible;
a mailing list would also be provided as a gateway to
the newsgroup, for those unable to access it directly.
RFD: The RFD will be sent to the newsgroups news.groups,
news.announce.newgroups, soc.culture.latin-america,
soc.culture.mexican, soc.culture.spain,
soc.culture.argentina, soc.culture.brazil,
soc.culture.peru, soc.culture.uruguay,
soc.culture.usa, soc.culture.venezuela, and to the
Colombian mailing list mentioned above.
Follow-ups will be directed to news.groups, as per
USENET guidelines. The discussion period will last a
month, counting from February 23rd, the date the initial
RFD message appears in news.announce.newgroups. A
second RFD will be published two weeks later (March
9th), reflecting any suggestions made during the
discussion. A call for votes will then follow.

FIRST CALL FOR VOTES (1 of 2)
Unmoderated newsgroup soc.culture.colombia
Newsgroup line:
soc.culture.colombia Colombian talk, social, politics, science.
Votes must be received by 23:59 UTC, 19 April 1994.
This vote is being conducted by a neutral third party. Voting questions
should be directed to Ed Bailey <bailey@hagar.ph.utexas.edu>. For questions
about the proposed group, please contact the proposers, Jorge Caviedes
<jec@philabs.philips.com>, Alvaro Rendon <arendon@DIT.UPM.ES>, or Gioconda
Perez <jhsst11+@pitt.edu>.
This CFV will be to COLEXT%CUVMB.BITNET@uga.cc.uga.edu, a mailing list which
discusses Colombian issues.
CHARTER:
A forum to discuss all aspects of Colombian culture and society, such as:
- Cultural events, art and music
- News from Colombia
- Political and social issues, such as:
+ Foreign and domestic policies
+ Energy policies, e.g. hydroelectric, oil and coal sectors

affecting the country
- Technological and developmental issues, such as:

+ Information management and technologies
- Environmental issues
- Food and crafts
- Travel information.. and much more . . .
Additionally, soc.culture.colombia would be a place for all those interested
in Colombia and Colombian people to meet and chat. Everyone is welcome.
RATIONALE
Presenlty, Colombians do not have an open forum to discuss and
exchange ideas amongst themselves and others interested on the
subject. Although a mail list exists, it is not the best way to
take advantage of the openness of the internet and its
availability. Thousands of potential readers around the world
would find this means to discuss Colombian issues not only from
their own perspective but also from a global point of view.
Colombia
With a population of 33 milion and one of the most promising
economies of Latin America, Colombia is a land of contrast and
beauty. Famous writers, artists and athlets make the headlines
as well as the drug trafic and the violence. At a time of
tremendous progress, many Colombians and friends are eager to
discuss in a truly open environment our success and our
problems.
STANDARD VOTING INFO (or HOW TO VOTE)
You should send MAIL (posts to a group are invalid) to
voting@calvin.ph.utexas.edu
(just replying by MAIL to this message should work). Your mail
message should contain one and only one of the following statements:
I vote YES on soc.culture.colombia
I vote NO on soc.culture.colombia
I vote ABSTAIN on soc.culture.colombia
You may add a comment, but anything other than a definite statement involving
the group name and "yes", "no", "for", or "against" on a single line may be
rejected by the automatic vote counting program. An "abstain" vote has no
effect, but your vote will be registered.
If you later change your mind you may send in another vote. Only the last
valid vote received will count. You may also vote "cancel", which is similiar
to "abstain", but your vote will not be listed in the final vote tally.
You should receive an acknowledgement (via email) of your vote within
one to three days. Additional CFVs will NOT include mass ACKs, only
ACKs for undeliverable mail.
Standard Guidelines for voting apply: One vote per person (regardless
of how many accounts you have) and one vote per account (regardless of
how many people use that account). Votes from system accounts, e.g.
root, postmaster, et al., and votes from anonymous accounts will be
rejected. 100 more YES votes than NO votes and 2/3 of all votes being
YES are the requirements for group creation. Addresses and votes of all
voters will be published in the final voting results list.
Duplicate votes will be resolved in favor of the most recent valid vote.
WARNING: In cases where voting fraud is determined to have occurred, it is
standard operating procedure to delete ALL votes submitted by the violator.
When in doubt, ask the vote-taker.
