Rationale
=========

There is already a mailing list for people interested in Egypt, named
Egypt-Net <Egypt-net-request@cs.sunysb.edu>.  There is also the
newsgroup alt.culture.egyptian which - being in the "alt" hierarchy -
is not carried by most sites.

The intent is to create soc.culture.egyptian as an alternative and,
for some, a more convenient vehicle to communicate about Egypt, so as
to reach as wide an audience as possible.  Also, to provide a forum
for discussion of topics relevant to Egypt such as:

	- Archaeology
	- Egyptology
	- Egyptian Travel information.
	- Egyptian Culture, literature, music, and art in general.
	- Egyptian History and geography.
	- Egyptian Customs, traditions, food, etc.
	- Egyptian Sports.
	- Egyptian Political and social issues.
               
Providing moderation to control the content of postings will provide a
more interesting and informative flow of articles encouraging more
people to read the newsgroup and actively participate.

Newsgroup Creation:

The discussion period will last for nearly one month, starting from
Nov.  3, 1994 and ending Dec. 1, 1994. If appropriate, a revised RFD
will be posted after 14 days, reflecting suggestions and opinions
provided by the discussion.

             unmoderated group soc.culture.egyptian passes 183:17

Voting for soc.culture.egyptian closed 23:59 UTC 15 February 1995.
There were 183 YES votes and 17 NO votes, for a total of 200 valid votes. 
There was 2 abstain and 15 invalid ballots.  30 ballots were superceded or
discarded as duplicates.

For group passage, YES votes must be at least 2/3 of all valid (YES and NO)
votes.   There also must be at least 100 more YES votes than NO votes. 

There is a five day discussion period after these results are posted.  If no
serious allegations of voting irregularities are raised, the moderator of
news.announce.newgroups will create the group shortly thereafter.
