               unmoderated group soc.culture.esperanto

This is a formal Request For Discussion (RFD) for the formal creation
of a world-wide unmoderated Usenet newsgroup
soc.culture.esperanto. This is not a Call for votes (CFV); you cannot
vote at this time.  Procedural details are below.

An Esperanto version of this RFD is included as the second half of
this message.

RATIONALE: soc.culture.esperanto

There is a newsgroup "soc.culture.esperanto" devoted to Esperanto.
Although (or maybe because?) it has existed for quite many years,
it has never gone through an official Usenet newsgroup creation process
and is theoretically an `INET-only' group. This is an undesirable
situation, as not all messages are delivered to all sites, and
eventually even the existence of the group itself may be in danger.
We therefore wish to remedy this anomaly and make this already
existing group "official" conforming to the standard creation
procedure in the "Big 8" Usenet hierarchy.

The group soc.culture.esperanto has existed since before 1990
and has today a daily traffic of ca. 40 articles (average over 2nd
half of 1996, counted in DejaNews).
It is gatewayed to the Internet mailing list "esperanto-l"
at <esperanto-l-request@netcom.com> and to fido7.esperanto.
Messages sent to soc.culture.esperanto are forwarded to the
BITNET-based mailing list ESPER-L@TREARN.
The connections to these other groups/mailing lists would be
continued with the new, officialised newsgroup as well.

CHARTER: soc.culture.esperanto

soc.culture.esperanto is a newsgroup for discussion in or about the
Esperanto language, about its culture, politics, history, and all
topics normally discussed in "soc.culture.*" newsgroups.

The Esperanto language (a planned language initiated in 1887)
is spoken in over 100 countries around the world. It is not bound
to a specific nation or geographic area, yet it has a rich culture
including literature, periodicals, meetings, travelling, correspondence,
radio, theatre, and, more recently, activities on the Net.

Topics that are welcome in soc.culture.esperanto include (but
are not limited to): the Esperanto culture in all its forms, the
Esperanto community and movement, current events, and, of
course, the language itself, as well as discussions relating
to other planned languages. (However, flame wars about which
planned language is "better" should be avoided.)

Preferred language of soc.culture.esperanto is Esperanto. Beginners
are especially encouraged to post in Esperanto, or maybe bilingually
in Esperanto alongside their native tongue. Postings in other
languages that are not related to Esperanto are considered off-topic.
Posters to soc.culture.esperanto should be aware of the global
distribution of the group and should not assume that everybody
in it understands English.

This is a request for discussion, not a call for votes.  In this phase
of the process, any potential problems with the proposed newsgroups
should be raised and resolved.  The discussion period will continue
for a minimum of 21 days (starting from when the first RFD for this
proposal is posted to news.announce.newgroups), after which a Call For
Votes (CFV) will be posted by a neutral vote taker.  Please do not
attempt to vote until this happens.

RATIONALE: soc.culture.esperanto

There is a newsgroup "soc.culture.esperanto" devoted to Esperanto.
Although (or maybe because?) it has existed for quite many years,
it has never gone through an official Usenet newsgroup creation process
and is theoretically an `INET-only' group. This is an undesirable
situation, as not all messages are delivered to all sites, and
eventually even the existence of the group itself may be in danger.
We therefore wish to remedy this anomaly and make this already
existing group "official" conforming to the standard creation
procedure in the "Big 8" Usenet hierarchy.

The group soc.culture.esperanto has existed since before 1990
and has today a daily traffic of ca. 40 articles (average over 2nd
half of 1996, counted in DejaNews).
It is gatewayed to the Internet mailing list "esperanto-l"
at <esperanto-l-request@netcom.com> and to fido7.esperanto.
Messages sent to soc.culture.esperanto are forwarded to the
BITNET-based mailing list ESPER-L@TREARN.
The connections to these other groups/mailing lists would be
continued with the new, officialised newsgroup as well.

soc.culture.esperanto is a newsgroup for discussion in or about the
Esperanto language, about its culture, politics, history, and all
topics normally discussed in "soc.culture.*" newsgroups.

The Esperanto language (a planned language initiated in 1887)
is spoken in over 100 countries around the world. It is not bound
to a specific nation or geographic area, yet it has a rich culture
including literature, periodicals, meetings, travelling,
correspondence, slang, folklore, science, radio, theatre,
and, more recently, activities on the Net.

Topics that are welcome in soc.culture.esperanto include (but
are not limited to): the Esperanto culture in all its forms, the
Esperanto community and movement, current events, and, of
course, the language itself, as well as discussions relating
to other planned languages. (However, flame wars about which
planned language is "better" should be avoided.)

Preferred language of soc.culture.esperanto is Esperanto. Beginners
are especially encouraged to post in Esperanto, or maybe bilingually
in Esperanto alongside their native tongue. Postings in other
languages that are not related to Esperanto are considered off-topic.
Posters to soc.culture.esperanto should be aware of the global
distribution of the group and should assume that not everybody
in it understands English.
