                         REQUEST FOR DISCUSSION
                          ----------------------
This is a formal Request for Discussion. Please distribute it on all
platforms that might be interested. This is not a call for votes--do not
try to vote now. This RFD is being posted in compliance with the guidelines set
in the "How to create a new Usenet Newsgroup" FAQ regularly
posted to news.announce.newgroups. Please refer to this article
if you have any questions about the Newsgroup creation.

You are strongly encouraged to participate in the *discussion* about the
possible creation of the newsgroup "rec.music.filipino", in the
sole newsgroup intended especially for this purpose: news.groups. All
follow-ups have been directed to news.groups. Please stick to this Usenet
convention and post your contributions to our discussion in that newsgroup.
Please do not post or cross-post your discussion contributions to other
newsgroups.

Proposed Group: rec.music.filipino
Alternative names: soc.culture.filipino.music
Status: unmoderated
Distribution: world-wide
Proposer: Benjamin Totanes <btotanes@netgate.net>

Proposed Newsgroup line:
rec.music.filipino	All types and forms of Filipino music.

CHARTER
-------
rec.music.filipino will be an unmoderated discussion group on all
aspects of music originating from the Philippines. This can include,
but is not limited to, Opera, Kundimans/Haranas, Pop, RAP, New Wave,
Liturgical and any form: Instrumental, Vocal/Choral, etc. Exchange of
non-copyrighted materials will be encouraged including lyrics sheets,
guitar chords and piano music sheets.

The intended audience for this proposed group would be wide ranging,
>from beginning students, to those studying in College or University,
to professionals involved in teaching, performance, and the persons
simply interested in knowing more about the richness of this
culture. Because of this diversity, this group has the potential to be
enormously useful, as experts can post opinions and comments on
addressing particular situations encountered by others.

If the group is successfully created after a positive vote, details
will be sent to various Music Colleges and Organizations in the
Philippines including the University of the Philippines College of
Music.

RATIONALE
---------

Filipinos are mostly musically inclined. They also easily adapt many
types of music to give it a Filipino "flavor". The time has come to
gather all the talents and share this with the world.

PROCEDURE
---------

Please post any responses to this message to only to the Usenet
Newsgroup "news.groups." If you use the followup feature on your
newsreader, this should happen automatically. ALL discussion about
the merits of this proposal should appear on news.groups.

Unless the discussion indicates a need to resubmit a new RFD, a call
for votes (CFV) will be posted approximately four weeks after the
posting of this RFD. Please do not post any votes now. When the CFV
is posted, instructions will be given on how to mail your votes to the
independent vote counter.

DISTRIBUTION
------------

This RFD was (cross)-posted to the following Newsgroups:

news.announce.newgroups, news.groups, soc.culture.filipino,
rec.music.misc, alt.music.world

When Call For Votes (CFV) is issued, it will also be cross-posted in these
groups.

HOW TO VOTE

One vote counted per person, no more than one per account. Attempts at
ballot box stuffing or vote fraud will not be treated lightly.

**************************************************************************
*** IMPORTANT: _Addresses_ and _votes_ of all voters will be published ***
*** in the final voting results list. UVV voting on Usenet is not done ***
*** by secret ballot. If you don't like this, don't vote. ***
**************************************************************************

Send email to: <voting@netaxs.com>
Just replying should work if you are not reading this on a mailing list.

Your mail message should contain ONE (and only ONE) of the following
statements:

      I vote YES on rec.music.filipino
      I vote NO on rec.music.filipino
      I vote ABSTAIN on rec.music.filipino
I CANCEL my vote on rec.music.filipino

If you vote ABSTAIN, your vote will be registered and will be shown in
the final results posting, but it will not affect the outcome of the vote.
It is intended as a form of symbolic protest, nothing more.

If you CANCEL your vote, all records of your vote will be purged from the
active results file, and your name and address will not be listed in the
final results posting.

ABSTAIN and CANCEL are nearly the same thing -- the only difference is,
with ABSTAIN, your name and address are still listed in the final listing.

If you later change your mind you may vote again. Only your last valid
vote will count and will be published in the final results posting.

Anything else may be rejected by the automatic vote counting program. The
votetaker will respond to your received ballots with a personal
acknowledgement by mail -- if you do not receive one within several days,
try again. It's your responsibility to make sure your vote is registered
correctly.

After the final results are posted to <news.announce.newgroups>, there
will then be a five-day period during which the published vote list may be
corrected and any irregularities addressed.

OFFICIAL SOURCES OF THE CFV

The only official sources of this CFV are:
* The copy which was crossposted to <news.announce.newgroups>
* Any copies which were sent to mailing lists by the votetaker (and *only*
  the votetaker)
* One received from the votetaker's automated mailserver

To obtain a copy of the CFV from the votetaker's mailserver:
* Send email to <grendel@netaxs.com> with

  Subject: send filipino cfv

This is an automated function, so it does not matter what
your message body contains, as long as the Subject: line is exactly as
  described above.

IMPORTANT: If you give anyone copies of the CFV, the copies must be whole
and unmodified. Distributing pre-filled in ballots or modified copies of
this CFV is considered voting fraud. If this occurs on a large scale or
causes voting problems or irregularities, the vote may be canceled.

When in doubt, ask the votetaker.
