REQUEST FOR DISCUSSION (RFD)
unmoderated group soc.culture.haiti
Proposer: Gregory Riche <3gjgr@post.queensu.ca>
Newsgroup line: All about Haiti.
soc.culture.haiti is an information and discussion source with respect
to proposed projects and development going on in Haiti, Haitian
culture, Haitian activities around the globe for soc.culture.caribbean
users, Haitians, and people interested in Haiti in general.
This RFD (Request For Discussion) is being issued in accordance with
the guidelines set out in the "How to create a new usenet newsgroup"
FAQ, which is regularly posted to news.announce.newsgroups. Please
refer to this article if you have any questions about the proposed
newsgroup creation.
This is not a call for votes. Please do not vote at this time.
There will be a call for vote in about 4 weeks from the time of this
posting. Please read this proposal for more information on voting.
RATIONALE
The Haitian community is very unique around the world. With about a
fifth of the Haitian population spread accross the globe, there is a need
to communicate, share ideas and news about the homeland that no other
news group offers so far. With the arrival of the internet in Haiti,
hopefully soon, there can be flow of information in both direction.
With projects and plans for Haiti in the near future, there is bound to
be a lot of ideas and queries about how to help Haiti improve most
effectively. There is already one newsgroup, but it deals
mainly with political events (alt.current-events.haiti) and I think
there is room and a need, for one that focuses more on ideas for Haiti,
projects in Haiti, development in general and the rich Haitian culture.
Already on the soc.culture.caribbean newsgroup, there have been many
discussion about projects and request for information that have
subsequently been continued off-line.
CHARTER
soc.culture.haiti will be an open, unmoderated forum for all parties
interested in Haiti, wanting to get ideas, discuss projects, current
activities and the preservation of Haitian culture, which has no home on
the net yet. All non Haitians are welcome and can use this site as a
source of info. The purpose of the newsgroup will be to allow
soc.culture.caribbean participants and interested partied in general to
discuss more Haiti specific issues, without the emphasis being on
non-political events. No off-topic discussion or advertising of any kind
will be encouraged.
PROCEDURE
Please post any responses to this message to news.groups. Do not take
this discussion to the listservers or any other newsgroup. If you use the
follow up procedure on your newsreader, this should happen automatically.
All discussion should take place on soc.culture.caribbean or to
news.groups.
Unless the discussion indicates a need for a new RFD, a call for votes
(CFV) will be issued approximately four weeks after this RFD. Please do
not post votes. When the CFV is posted, there will be instructions on
how to mail your votes to the independent vote counter.

Votes must be received by 23:59:59 UTC, 10 Aug 1995.

RATIONALE
With about one sixth of the Haitian population living abroad, there is
a unique need to communicate, share ideas and news about the homeland
that no other newsgroup offers so far. With the Internet soon to be
in Haiti, there can be a flow of information in both directions. With
projects and plans for Haiti in the near future, there are a lot of
ideas and queries on how to help Haiti improve most effectively.
alt.current-events.haiti deals mainly with political events and I
think there is room and a need, for one that focuses more on ideas,
projects, life in Haiti in general and the rich Haitian culture. Already
on soc.culture.caribbean, there have been discussion about projects that
have subsequently continued off-line. While private discussions are fine
and soc.culture.caribbean may continue to be a source of experience
sharing with our neighbors, a smaller group would be ideal for the type
of info seeking, idea exchanges (in Creole and French) taking place
behind the scene today. Thus the request for creation of
soc.culture.haiti.
CHARTER
soc.culture.haiti will be an open, unmoderated forum for all parties
interested in Haiti, wanting to get ideas, discuss projects and
current activities of Haitians around the globe. The preservation of
Haitian culture, which has no home on the net yet, will discussed.
All non Haitians will be welcome and can use this site as a source
of information. The purpose of the newsgroup will be to allow
soc.culture.caribbean participants to discuss more Haiti specific
issues, without the emphasis being on political events. Discussion in
Haiti's two official languages (French and Creole) will be encouraged
while English will still be allowed. No off-topic discussion or
advertising of any kind will be encouraged.
HOW TO VOTE
Send MAIL to: voting@Syra.NET
Just Replying should work if you are not reading this on a mailing list.
Your mail message should contain *one* and only one of the following
statements. DO NOT QUOTE THIS CFV IN YOUR VOTE.
I vote YES on soc.culture.haiti
I vote NO on soc.culture.haiti
I vote ABSTAIN on soc.culture.haiti
I CANCEL my vote on soc.culture.haiti
Neither ABSTAIN nor CANCEL messages are counted as votes; they serve

(This is the only difference between the two.)
Anything else may be rejected by the automatic vote counting program. The
votetaker will respond to your received ballots with a personal acknowledge-
ment by mail - if you do not receive one within several days, try again.
It's your responsibility to make sure your vote is registered correctly.
If you later change your mind you may vote again; only your last valid
vote will count.
Anonymous votes will not be accepted. Votes mailed by WWW/HTML/CGI
forms are considered anonymous votes. (The vote must be mailed
directly from the voter to the votetaker.)
In cases where voting fraud is determined to have occurred, it is
standard operating procedure to delete ALL votes submitted by the
violator.
If you give anyone a copy of the CFV, it must be whole and unmodified.
When in doubt, ask the votetaker.
Standard Guidelines for voting apply: no more than one vote per person,
no more than one vote per account. If you attempt multiple votes or
other vote fraud, all your votes may be canceled and your name published.
The complete vote list will be posted with the vote result, including
how each person voted. Note that Usenet votes are not done by secret
ballot.
There will then be a five-day period during which the published vote
list may be corrected and any irregularities addressed. The
requirements for group creation are 100 more YES votes than NO votes,
and 2/3 of all counted votes being YES.
