Request for Discussion (RFD)
Newsgroup : soc.culture.irish
Status : Unmoderated
Distribution : Worldwide
Summary : Discussion of Ireland and Irish culture
Proponent : Fergus O'Dea <fodea@math.utexas.edu>
This is a formal request for discussion on the creation of an
unmoderated newsgroup, soc.culture.irish
This RFD has been posted in accordance with the Guidelines for
Newsgroup Creation. This RFD is being posted to the following relevant
newsgroups:
news.announce.newgroups, news.groups
soc.culture.europe, soc.culture.celtic, soc.culture.british, rec.music.celtic
The RFD and/or CFV may be posted to related mailing lists.
Discussion will take place in news.groups only. Please post
follow-ups to news.groups only.
CHARTER
The soc.culture.irish newsgroup will be open to discussion of all
subjects specifically referring to Ireland or Irish culture. This
newsgroup will be created for reasons including, but no restricted to,
the following:
* To encourage understanding and discussion of Ireland and Irish culture,
in the many ways people wish to define it.
* To act as a focus for the Irish diaspora (Irish people, including
emigrants and their descendants) and to draw together the global
threads of Irishness.
* To act as a resource for Irish people who wish to use the Internet
and for people who wish to encourage the development of the Internet
in Ireland.
* To provide a forum for the use and support of the Irish language.
The following exceptions should be noted:
* Matters referring to the broader family of Celtic nations should be
posted to soc.culture.celtic.
* Matters referring to Irish folk music should be posted to
rec.music.celtic.
RATIONALE
Ireland is the only English-speaking nation and one of very few
European countries whose specific national culture is not represented
on the Usenet by a soc.culture.* group. Over 50 million people
world-wide are of Irish descent, and there is heavy demand for
a forum to discuss specifically Irish topics. Previously, many
people have used soc.culture.celtic (and some posts have gotten lost
in soc.culture.british), but this situation is increasingly difficult.
The group soc.culture.celtic has been overwhelmed by posts about
Ireland which are not related to Celtic matters and are not of
interest to the group's traditional readers. At the same time,
people whose interest is in Irish matters have complained of the
inappropriateness of the forum.
Many new Usenet users are at a loss when they fail to find a group
with Irish or Ireland in the title. Understandably so, since few, if
any, industrialised nations are not represented on the Usenet. This
group's name will act as a signpost for these people. At the same
time, some people incorrectly believe that 'Irish' and 'Celtic' are
synonymous, but there is a very significant distinction (Irish is a
nationality, Celtic is a race). The present situation serves only to
increase the offense to Irish people who are not Celtic, and the
confusion for all.
Many people have reflected on the inevitability of this group's
creation. This is evidenced by the rapidly increasing volume of posts
about Ireland on the Usenet and the frequent discussion about this
group's creation, with increasing insistence and support. This RFD is
being posted in the context of proposals about the future of
soc.culture.celtic and the upcoming Call For Votes (CFV) for the
creation of soc.culture.welsh.
PROCEDURE
After a discussion period of 31 days, if there are no overwhelming
objections to the formation of the group, a CFV will be posted to the
same groups as this RFD. The voting period will be as outlined in the
guidelines (21-31 days). If the vote passes by a majority of 2/3, and
a majority of 100 votes, then the group will be created.
