We are proposing to create a soc.culture.laos newsgroup on the Internet.
The purpose of the soc.culture.laos is to offer to the Lao community at large,
and to other interested parties, a CENTER for information exchange on research
issues on cultural, economical, and social development inside and outside Laos.
College/University students, research fellows, staff, and instructors, agencies
or organizations doing buinessses in Laos, and possibly indepedent consultants
are, but not limted to, our primary targets.
We hope that you will support our endeavor. Thank you for your understanding
and prompt consideration in this matter.

Votes must be received by 23:59 UTC, 21 Sep 1993.

Charter
-------
The purpose of the soc.culture.laos is to offer to the Lao community

Standard Voting Info
--------------------
You should send MAIL (posts to a group are invalid) to
votes@bagend.atl.ga.us
(replying by MAIL to this message should work). Your mail message
should contain ONE and ONLY ONE of the following vote statements.
Please delete the inappropriate lines from the ballot.
-=-=- official ballot begins here -=-=-
I vote YES on soc.culture.laos
or
I vote NO on soc.culture.laos
If your mail software does not add your name to your user ID give
your name here (on this line):
-=-=- official ballot ends here -=-=-
Please only include the ballot in your mail and not this entire post.
You may add a comment, but anything other than a definite statement
involving the group name and "yes", "no", "for", or "against" on a
single line may be rejected by the automatic vote counting program.
If you later change your mind you may cast an "abstain" vote in the
same manner, using "abstain" in place of "yes" or "no". Votes will
be acknowledged by mail. Subsequent Calls For Votes will have a list
of bounced acks only. A mass ack will be posted after the vote ends.
Standard Guidelines for voting apply - one vote per person (not per
account). 100 more YES votes than NO votes and 2/3 of all votes being
YES are the requirements for group creation.
