                        REQUEST FOR DISCUSSION

This is a formal Request for Discussion on the creation of a new
unmoderated news group soc.college.org.aiesec

PROPOSAL

To create a news group for AIESEC, "The International Association of
Students in Business and Economics". (AIESEC is an acronym of the French
name of the Association).

AIESEC runs training programs, seminars, etc. in over 80 countries.
The idea of a news group came from members in several countries, and
was discussed during the US National Conference in December 1992.
Many AIESECers had not heard of news before, but since the conference
they have learned how to use it and are enjoying it greatly.

AIESEC currently has a mailing list that provides a forum for discussing
issues, collaborating ideas, and making information available to others.
A newsgroup would give better world-wide communications for AIESEC,
and also allow others to learn more about an exciting organization.

The proposed name for the group is soc.college.org.aiesec
The group will be unmoderated.

PROPOSED CHARTER:
To provide a forum for AIESEC, "The International Association of
Students in Business and Economics", to discuss AIESEC issues and
share ideas world-wide, both within AIESEC and with other people
who may be interested in its activities.

Assuming a positive discussion period, a formal call for votes (CFV) will be
made in three weeks time. The CFV will state how you can cast your vote for
or against this proposal; please do not send in any votes before then, but
post your comments on the proposal to news.groups.

This RFD is a joint proposal from:

  Andrew Percival
  Officer of Communications
AIESEC - Queensland University of Technology, Australia

  Adam Karas
Director, National Computer Center, AIESEC United States (NCC-USAC)
  University of Colorado at Boulder

CHARTER (taken from the RFD)
-------

To provide a forum for AIESEC, "The International Association of
Students Interested in Business and Commerce", to discuss AIESEC
issues and share ideas world-wide, both within AIESEC and with other
people who may be interested in its activities.

STANDARD VOTING INFO
--------------------

You should send E-MAIL (posts to a group are invalid) to:

      [email protected]

(just replying by E-MAIL to this message should work, assuming your
newsreader software honors "Reply-To" headers). Your mail message
should contain one and only one of the following statements:

      I vote YES on soc.college.org.aiesec
or
      I vote NO on soc.college.org.aiesec

You may add a comment, or use other wording, but only a definite,
unconditional, unambiguous statement for or against the creation of
soc.college.org.aiesec will count as a vote.

If you later change your mind you may vote again; only your last valid
vote will count. You may also send in an "abstain" vote in the same
manner, using "abstain" in place of "yes" or "no". This will cancel
any previous vote, and will not otherwise be counted.

All votes will be acknowledged by E-mail. If you don't receive an
acknowledgment within a few days of your vote, vote again. A list of
any acknowledgment messages that bounce back to me is posted in the
second Call for Votes article. (CFV articles do *not* otherwise
contain mass vote acknowledgments.)

The complete vote list will be posted with the vote result, including
how each person voted. Note that Usenet votes are not done by secret
ballot.

Standard Guidelines for voting apply: no more than one vote per person,
no more than one vote per account. The requirements for group creation
are 100 more YES votes than NO votes, and 2/3 of all votes being YES.

                               VOTE RESULT

                Unmoderated group soc.college.org.aiesec

Voting closed on 17 November 1993 at 23:59:59 GMT. The results are:

Yes votes: 259
No votes: 31

This margin is adequate for newgroup creation. There will now be a
five-day period during which corrections to the vote count may be
made. Barring massive controversy about the vote, the group will
be created at the end of this period.

This vote was conducted by a neutral third party.
