This is a Request For Discussion on the moderation of the existing
newsgroup comp.binaries.apple2, moderated by [email protected] (Jawaid
Bazyar), and backup moderator [email protected] (Greg "Life..."
Berigan).

Goals of Moderation (charter):

In anticipation of the school year, there is likely going to be a large
number of inappropriate posts to the newsgroup comp.binaries.apple2 by
new users of USENET.  Only by moderation of the newsgroup can these
posts be redirected to comp.sys.apple2 without it ever appearing in
c.b.a2.  The moderator can then advise the poster directly on the
appropriate newsgroup to post discussion.

Since .apple2 describes both 8-bit and 16-bit platforms, a description
of each file is needed for readers to decide whether or not they want
the program, or even if it will run on their machine.  A moderator can
insure that every binary contains a description outside of the archive,
so that the reader need not download and decode a file just to find out
it won't run on their machine.

Also important are descriptive subjects.  Much time can be saved on the
reader's part if subjects contained a unique keyword of what a program
requires to run, the name of the software, and a short but concise
summary description.  Also, (n of m) headers, used to denote order of
parts, not only defeat the ability of newsreaders like nn to group like
subjects together as a thread, but have no real function when used with
BinSCII-encoded binaries.  (BinSCIIed files can be re-integrated in any
order, as they also encode the position in the resultant file of each
part.)  An example subject would be:

Subject: GS: BasicPaint II -- a 4x320x200x256 paint program in AppleSoft

Commercial software has occasionally leaked through comp.binaries.apple2,
often due to people thinking that if its beta release was shareware, the
full version is also shareware.  A moderator can prevent commercial
software from being distributed through c.b.a2.  HOWEVER, utilities for
commercial software that can be distributed freely WILL be sent out,
with an appropriate keyword in the subject.  An example would be the GNO
utilities that have been coming through lately.

Although viruses are not common for the Apple II, there are some out
there.  A moderator could run virus-checking software on files uploaded
to c.b.a2 to reduce the risk of infective programs.  Viruses have not
been a problem of the past, and likely will not be a problem in the
future, but some checking would be useful if ever any come through.

With moderation, the moderator could also check uploaded archives for
corruption.  While some corruption of archives occur in transit,
arriving at some locations corrupted and others in working order,
moderation can insure that the source posting was free of errors, and
helps to track down what caused the corruption.

Since there is also a BITNET mailing list for Apple II binaries, known
as APPLE2-L, a moderator could have postings forwarded to that list.
That way the two would be more alike, and the APPLE2-L readers won't
miss out on stuff posted to c.b.a2.

Neither the moderator nor his assistants should be held responsible in

and assistants will expend effort to try to ensure this doesn't happen,
but no guarantees are expressed nor implied that that these efforts will

   o    Prevent corrupted binaries from being posted.  Corrupted
        articles would only occur in transit.  The moderator would have
        an uncorrupted copy, so users on sites where articles were
        corrupted in transit could request a good copy directly from the
        moderator within 7 days of posting.
   o    Prevent commercial software from being posted.
   o    Software scanned for known viruses, to keep an unknowing user
        from accidentally spreading it, and to inform him so he can
        take action.  This will not protect against new viruses posted
        maliciously, but some protection is better than none.
   o    Ensure that binaries posted will have a reasonable description
        as far as machine type, OS needed, other software needed,
        peripherals, etc.  This would include both descriptive subjects
        and descriptions in the message body.
   o    Make subjects friendlier to subject-grouping newsreaders by
        moving "(part n of m)" information into the message body; The
        subject would contain "(m parts)" instead.  This does not hamper
        the decoding of archives, as BinSCII files can be decoded in any
        order.  This helps the function of newsreaders like "nn" and
        hampers no others.
   o    Ensure that all parts of a binary are posted together, to
        prevent early parts from expiring before later parts arrive.
   o    Maintenance of a canonical archive of comp.binaries.apple2 posts
        in standard usenet format, probably on wuarchive.wustl.edu and
        UUNET.
   o    Provide sure hooks into APPLE2-L and ensure that submissions
        from that source follow these guidelines (hi Grant!)
   o    Prevent naive users from incorrectly posting discussion
        material to comp.binaries; kindly forwards their post to
        comp.sys.apple2, without causing a pointless flame war.  This
        happens far too often to be tolerable.
   o    Prevent the repeat posting of software that appeared within 6
        months.  This does not apply to updated versions of the
        software.

The proposal on the moderation of the existing newsgroup comp.binaries.-
apple2 FAILED with a 99 YES votes, 64 NO, and 2 ABSTAINs.

This proposal now cannot be raised again for 6 months.  Below is a copy
of the proposal.  If you wish to skip it, use your newsreader search
function (typically the "/" key followed by the search string) to search
for the text "RESULTS:".

CHARTER:

Submissions are to be virus-free Freeware, Shareware or otherwise
freely-distributable programs which run on any one or more Apple II,
Apple III, or their compatibles when running in their Apple II
compatible mode, their data files excluding those which are already
covered by existing newsgroups' charters, and their documentation.  A
description of the submission is also required, which must include
hardware and software requirements of the submission.  If a description
is absent, and one is not present inside the archive, the submitter will
be asked to provide one.  If an article is rejected or diverted to
another group, the poster will be informed accordingly.  An archive will
not be  approved and posted  until all of its parts have arrived.
Ideally, submissions should be made in the same format as the approved
postings, but this is not required, only preferred.

Repeat submissions of programs will not be posted unless it is a repeat
of a 6-month-or-older posting.  It is recommended that users consult a
comp.binaries.apple2 archive site to obtain these programs.  Newer
versions of postings are not classified as a repeat submission.

Postings which have forged approval, contain commercial software, or
contain code designed to cause harm to an unsuspecting user or is
otherwise a virus, are explicitly improper, and will be cancelled.
Submissions which are somehow not categorized in the above as proper or
improper will be decided on a case-by-case basis in open discussion in
comp.sys.apple2.  Disagreements on the quality or state of being proper
of a posting should be voiced in comp.sys.apple2.

Inappropriate submissions which are already covered by existing
newsgroups' charters will be forwarded to said group, with a message to
the submitter informing such, such as articles which do not contain a
binary posting, or source code which would be forwarded to
comp.sources.apple2.

The approved posts will have subjects containing keywords identifying
CPU requirements, the name of the archive's contents, a count of the
number of postings which make up the complete archive, and a short
summary of the program, which includes a listing of additional hardware
and software requirements.  Postings in comp.binaries.apple2 will be
encoded as BinSCIIed ShrinkIT files, until such (unforseen at this
writing) time that they are usurped in preference, using the newest
commonly-available bug-free versions.  Postings will not exceed 1000
lines per post -- typically 3 BinSCII parts per post -- in order to
prevent truncation through old net links.  Articles will be given
unique, sequential article-IDs to help detect forgeries, and will use
the References: header for the benefit of threaded newsreaders (like
trn).  In case of extended moderator absence, submissions not checked
for 5 days after receipt will be automatically approved in their
submission form, and clearly marked that they had not been checked.
Postings will be forwarded to the APPLE2-L mailing list as approved, as
well as archived on an anonymously accessible FTP site.  Old postings
will also be available on request from the moderator(s).

LEGAL DISCLAIMER:

Neither the moderator nor his assistants should be held responsible in
any way if a virus or commercial program slips through.  The moderator
and assistants will expend effort to try to ensure this doesn't happen,
but no guarantees are expressed nor implied that that these efforts will
be 100% effective.


RESULTS:

All votes have been ordered by their date rather than alphabetically.
Those interested in testing for duplicates by alphabetising them are
invited to save this post to their account, edit appropriately, and do
so.  However, duplicates won't affect the results -- there weren't even
100 YES votes total, so even if all no votes were eliminated, the
proposal would still fail by 1 vote.
