--------------------------------------------

We propose a new unmoderated newsgroup called
sci.materials.ceramics. The main aim of
sci.materials.ceramics is to provide an open forum for the
discussion of ceramics and related fields on the internet.

(Could people reading this post mention it to colleagues who
might be interested and benefit from a ceramics group
but not normally use the internet newsgroups.)

   Proposed Name of Group
-------------------------
   sci.materials.ceramics (unmoderated)

   Purpose of New Newsgroup
---------------------------

The purpose of sci.materials.ceramics is to provide an
open discussion forum for the ceramics community on
the internet. The newsgroups allow the rapid and timely discussion of
opinions and information that would take months or years (or not at all)
on conventional paper journals.

Topics for discussion would include (but not exclusive) :-
---------------------------------------

COULD PEOPLE SUGGEST CERAMICS TOPICS TO BE INSERTED HERE?

Ceramic Materials
Ceramics for Structural Applications
Ceramic Matrix Composites
Fiber Technology
Modelling and computer simulations
Phase Diagrams
Synthesis
Characterization Techniques
Chemical processes
Piezoelectric Ceramics
Refractories
Traditional ceramics (cements, etc).
Ceramic Based Smart Materials
Ceramics Processing
Calcination/Sintering
Sol-Gel related topics
Superconductors
Electric/Magnetic/Optical properties of ceramics
Thermal/Mechanical properties of ceramics
How ceramics differ from metal/polymers/glasses
Bioceramics

Software
Databases
Hardware/Equipment - specs, opinions, etc.
Applications
Techniques
Announcements/reviews of papers/conferences.
General Discussion/opinions/questions.
Positions vacant

Anything else that is relevant to ceramics in general.

---------------------------------------------------------------

What is the Process of Creating a Newsgroup
   -------------------------------------------

>(a) RFD: Discussion, i.e., public hearing to take place
in the newsgroup news.groups for approximately one month
 (b) CFV: Call for votes (the voting period will be about 25 days)
 (c) Counting of votes and public display of votes
 (d) Announcement of new newsgroup

(a)-->(b) assumes no major disagreements about this newsgroup during
discussion. (c)-->(d) assumes that the vote is favourable., i.e.,
               Y > N+100 .and. Y > (2/3)(Y+N)
Y being the number of YES votes, N being the number of NO votes for
the creation of the proposed newsgroup.

STANDARD VOTING INFO

You should send MAIL (posts to a group are invalid) to
      [email protected]
(just replying by MAIL to this message should work). Your mail
message should contain one and only one of the following statements:

       I vote YES on sci.materials.ceramics.
       I vote NO on sci.materials.ceramics.
       I vote ABSTAIN on sci.materials.ceramics.
       I vote CANCEL on sci.materials.ceramics.

You may add a comment, but anything other than a definite statement involving
the group name and "yes", "no", "for", or "against" on a single line may be
rejected by the automatic vote counting program. An "abstain" vote has no
effect on the result, but your vote will be registered.

If you later change your mind you may send in another vote. Only the last
valid vote received will count. You may also vote "cancel", which is similiar
to "abstain", but your vote will not be listed in the final vote tally.

You should receive an acknowledgement (via email) of your vote within
one to three days. Additional CFVs will NOT include mass ACKs, only
ACKs for undeliverable mail.

Standard Guidelines for voting apply: One vote per person (regardless
of how many accounts you have) and one vote per account (regardless of
how many people use that account). Votes from system accounts, e.g.
root, postmaster, et al., and votes from anonymous accounts will be
rejected. 100 more YES votes than NO votes and 2/3 of all votes being
YES are the requirements for group creation. Addresses and votes of all
voters will be published in the final voting results list.

BOUNCED VOTE ACKNOWLEDGEMENTS

All votes received by August 3rd, 23:59 GMT have been counted and ACKed.
Vote acknowledgements sent to the following addresses have bounced. These
votes *have* been counted, but I have been unable to reply to their mail.
If you voted, but you have NOT received an ACK *and* your name is NOT listed
below, then your vote was probably lost somewhere in the ether. Please
send another vote to [email protected].
