Request for Discussion of Proposed New Newsgroup

I'd like to make a Request for Discussion on the creation of a
newsgroup devoted to cognitive science.

As an inter-disciplinary investigation of cognition, cognitive science
has been around now for about 40 years, and has now entered an
institutional phase with textbooks, journals, degree courses in many
countries etc.

However cognitive science doesn't at present have a dedicated
newsgroup through which those interested from cognitive psychology,
artificial intelligence, computer science, philosophy, linguistics,
cognitive anthropology etc.  can communicate. Some newsgroups such as
comp.ai, comp.ai.neural-nets, comp.cog-eng, sci.psychology etc.do
carry relevant postings, but I suggest that a dedicated newsgoup would
help the presently rather fragmented nature of communication in the
field.

Some topics on which it would be useful to have postings are:

* discussion of issues in all aspects of cognitive science,
* proposals for collaborative research
* reports, papers, and programs available through ftp

and also announcements of: 

* degree courses in cognitive science
* conferences
* jobs in cognitive science
* relevant email lists
* relevant journals and books 

If discussion is favourable, I'll be happy to conduct a vote as set
out in the Guidelines in news.goups and proceed from there.

Following RFD and discussion on the net, there follows a call for
votes for the creation of the group sci.cognitive.

Group Charter 
-------------

Cognitive science is an inter-disciplinary investigation of cognition,
involving cognitive psychology, artificial intelligence, computer
science, human-computer interaction, philosophy of mind, philosophy of
science, linguistics, neuroscience, cognitive anthropology and other
disciplines. The 'mind's new science' has been around since the
mid-50's, and has entered an institutional phase with textbooks,
journals, centres of research and teaching etc. However, due to its
inter-disciplinary and international character, channels of
communication devoted specifically to cognitive science are still
needed, and the group sci.cognitive is intended to serve this end.

The group should serve as an open forum for discussion of all aspects
of cognitive science: empirical work, cognitive modelling, theory,
methodology, foundational, historical and social issues etc. 

The group should also facilitate the exchange of information on
teaching programmes, conferences, jobs etc. 

The main language of the group is English, but postings in other
languages are also encouraged.


How to Vote
-----------

To vote for the creation of sci.cognitive with the above charter,
email [email protected] with the word "yes" in the Subject field.
No body of text is required.

To vote against the creation of sci.cognitive, email
[email protected] with the word "no" in the Subject field. Again, no
body of text is required.

The voting period is to 24.00 on 11 June 1992. Votes will be ignored
if they are received outside of the voting period, sent to any other
address, or posted to the net. Only one vote is allowed per person.

What Happens Next
-----------------

At the end of the voting period, a list of "yes" and "no" voters will
be posted to news.announce.newgroups. If the (valid) "yes" votes
exceed the (valid) "no" votes by 100, and at least 2/3 of the votes
are "yes" votes, then after a 5 day waiting/checking period, the new
group will be created.

Following RFD and CFV the vote for the creation of sci.cognitive has
been conducted over the period 11 May 1992 --- 11 June 1992. The
result is: 

INVALID 12   
NO      13    
YES     447 

Thus the "yes" votes number more than 100, and constitute more than
2/3 of the total, and so the result is positive and in favour of the
creation of the new group.

The CFV stated:
