CALL FOR VOTES:   Create comp.binaries.os2 (moderated).

VOTING PERIOD:    Feb. 21 1990 to Mar. 14 1990.

CHARTER:

This moderated group will be used for distribution of binaries for
the OS/2 operating system.

The moderation will consist primarily of limiting postings to binaries
only, and weeding out any discussion.  The moderator will ensure that
binaries are suitably packaged, but will not, in general, do any testing
of the submissions.  Commercial software and demos will not be posted.


HOW TO VOTE:

Votes must be sent VIA E-MAIL to one of the following adresses:

Clearly indicate whether the vote is for (YES) or against (NO) the
proposal, preferably by adding the vote to the subject line.  

Voting relates to comp.binaries.os2 as proposed and nothing else; if
you disagree on the proposed name or charter, vote NO or abstain -
conditional votes like "YES if ..." or "NO unless ..." will be
considered void and invalid.

The identity of the voters (E-mail & name) will be extracted from the
letters containing the votes by looking at
(1) the Reply-To: line if present, or
(2) the From: line if it looks OK, or
(3) the signature (hopefully this won't be necessary)

The received votes will not be acknowledged individually; rather, mass
acknowledgements will be posted in the appropriate newsgroups.

NOTE ON THE TIMING OF THE VOTE:

The discussion period has indeed exceeded well over four weeks, but I
was first absent for two weeks (from Feb. 2nd though 16th), and didn't
want to run a vote in absentia.  Subsequently, I posted a call for votes
on the 20th of February, but it appears to have been lost in the Big Bit-
Bucket in the Sky.  So, contrary to the letter of the guidelines, but
conforming to the spirit of the same, here is the Call for Votes.

234 valid votes were received by the end of the voting period (until
midnight March 20).  There were 203 YES votes, and 31 NO votes (86.8% YES).

Thus, the group passes according to the Usenet guidelines.  I will await
five days for a huge influx of unrecorded NO votes, and if none such
appears, the group will be created on March 26.

Russ Nelson of Clarkson University will archive the postings (thanks, Russ!);
any other archive sites would be welcome as well.  Please let me know!
OS/2 sources should be posted in comp.sources.misc; Brandon Allbery will
welcome them there.
