REQUEST FOR DISCUSSION

Proposal to create sci.bio.conservation, moderated.

CHARTER

For broad discussion of conservation biology, including both basic
and applied research, among biologists and interested lay readers.
An important but often difficult aspect of many conservation biology
issues is achieving an adequate level of communication between
professional biologists and the general public. This newsgroup may
help to fill that gap, but to promote a professional and scholarly
level of discussion, Preston Hardison will
moderate it. Preston also runs the CONSBIO mailing list.

JUSTIFICATION

Sci.bio.conservation will be the only newsgroup to cover a very
broad area of applied research in biology, chemistry, geology,
geography, and sociology. Discussion of conservation biology is
now found in sci.bio, sci.bio.ecology, and sci.environment, all
of which have high traffic on other topics. (Sci.environment
should probably be named sci.geo.environment, and moderated. At
present, it is very like talk.environment, which is essentially
a forum for environmentalism. Environmentalism is a political
and social movement, not a field of science. That part of the
traffic that is not cross-posted to talk.environment would fit
nicely in sci.geo.*.)

In addition, there are several mailing lists on conservation
biology; it is expected that one of these will wish to add a
gateway to this newsgroup. All of them are feeling the strain
of growing readership and traffic.

This revised RFD for sci.bio.conservation includes a charter based
on the charter of the CONSBIO mailing list. Sci.bio.conservation
is proposed as moderated, the moderator being Preston Hardison
, the administrator of the CONSBIO mailing
list. Sci.bio.conservation effectively complements CONSBIO; these
two forums may establish a gateway at some future time, depending
on the preferences of the readers.

CHARTER for sci.bio.conservation

Sci.bio.conservation is a forum for conservation biologists and
others interested in conservation biology. The specific goal of
this newsgroup is to help develop the scientific and technical
means for the protection, maintenance, and restoration of life
on this planet, including:

   (1) the promotion of research and the maintenance of the
       highest standards of quality and ethics in research;
   (2) the publication and dissemination of scientific,
       technical, and management information;
   (3) the encouragement of communication and collaboration
between conservation biology and other disciplines
(including other biological and physical sciences,
the behavioral and social sciences, economics, law
and philosophy) that study and advise on conservation
       and natural resource issues;
   (4) the education, at all levels, of the public, of
biologists, and of managers, in the principles of
       conservation biology.

Because there are several Usenet newsgroups for discussion of
environmental activism (in particular talk.environment), this
newsgroup will generally not carry such discussions.

NOTE to new readers: The RFD (request for discussion) is a
step in the formal process used to create new Usenet newsgroups.
Usenet is a complex and powerful grass-roots entity providing
open discussion forums on thousands of topics to millions of
readers. It is common for large, active mailing lists to have
"gateways" into individual Usenet newsgroups, as Usenet offers
numerous features for easing the task of sifting through many
messages (or "articles"). The next step is the CFV (call for
votes), which should appear within a few weeks (mid September).
The CFV will explain how you may cast your personal vote for
or against this proposal, using e-mail. Now is the time to
respond to the RFD with any changes to the proposal that you
care to suggest.

				RESULT
	  moderated group sci.bio.conservation passes 188:17

There were 188 YES votes and 17 NO votes, for a total of 205 valid votes.
There were 2 abstains and 3 invalid ballots.

For group passage, YES votes must be at least 2/3 of all valid (YES and NO)
votes. There also must be at least 100 more YES votes than NO votes.

There is a five day discussion period after these results are posted. If no
serious allegations of voting irregularities are raised, the moderator of
news.announce.newgroups will create the group shortly thereafter.
