There was apparently some confusing by the proponent, , about what was allowed, and what was not allowed. He inadvertantly (IMHO), broke the rules once. He sent out a message to 39 people telling them to vote yes, without telling them how to vote no. I believe that he was not trying to be sneaky, and just did not know it was not allowed. I sent a message to the 39 people, informing them how to vote no as well as yes, and included a copy of the CFV. Also, all votes received the following in their vote ACK: IMPORTANT: if anyone gave you a pre-filled ballot which did not leave all the choices up to you, you can make your own choice of yes/no/abstain on each item on the ballot.
