Request for Discussion

PROPOSED NEW GROUP: sci.mech.fluids

STATUS Unmoderated

PROPOSED CHARTER: sci.mech.fluids is an unmoderated group that
covers all aspects of fluid mechanics. The existence of
sub groups under the sci.mech.fluids hierarchy will not exclude
discussion of such topics from sci.mech.fluids.

DESCRIPTION: "All aspects of fluid mechanics"

RATIONALE: Fluids unites those involved in fields as diverse
as aeronautics, oceanography, hydraulics, chemical engineering,
power generation, meteorology and others. Though there are some
groups that cover some applications(e.g. Sci.aeronautics and
Sci.geo.fluids) there is no forum for all those involved in the
different fields of fluid mechanics. This is needed because,
in spite of a multitude of applications, fluid dynamics is
also a separate and well-defined field in itself, with common methods
and problems. Fluid dynamicists from different subfields will benefit
considerably from this possibility to exchange ideas and experience.

TOPICS FOR DISCUSSION will include (but not be limited to)
turbulence, boundary layer theory, compressible and hypersonic flow,
ideal and creeping flows, two- and three- dimensional flows,
computational fluid dynamics, multidisciplinary problems which
include fluid dynamic components (e.g. aeroelasticity),
solutions to the Navier-Stokes equations,
validity of simplifying assumptions, flow visualisation,
data acquisition and other aspects of experimental modeling,
full scale verification,
transport property estimation and measurements,
non-Newtonian fluids,
multi-phase flow

This RFD will be posted to: news.announce.newgroups, news.groups,
sci.aeronautics sci.geo.fluids, sci.engr.mech, sci.math, sci.physics
sci.engr.chem, sci.meteorology, sci.physics.research,
sci.nonlinear

Discussion regarding the creation of the newsgroup sci.mech.fluids
should be posted to news.groups.

HOW TO VOTE
-----------

You should send E-MAIL (posts to a group are invalid) to:

      [email protected]

Just replying by E-MAIL to this message should work, assuming you are
reading this using standard newsreader software. Your mail message
should contain one and only one of the following statements:

      I vote YES on sci.mech.fluids
      I vote NO on sci.mech.fluids
      I ABSTAIN on sci.mech.fluids
I CANCEL my vote on sci.mech.fluids

You may add a comment, or use other wording, but only a definite,
unconditional, unambiguous statement for or against the creation of
sci.mech.fluids will count as a vote.

Neither ABSTAIN nor CANCEL messages are counted as votes; they serve
only to cancel any previous vote. Abstentions are noted in the final
vote list, whereas CANCEL removes your vote from that list entirely.
(This is the only difference between the two.)

If you later change your mind you may vote again; only your last valid
vote will count.

All votes will be acknowledged by E-mail. If you don't receive an
acknowledgment within a few days of your vote, vote again. It is your
responsibility to make sure your vote is registered correctly.

Standard Guidelines for voting apply: no more than one vote per person,
no more than one vote per account. If you attempt multiple votes or
other vote fraud, all your votes may be canceled and your name published.

RESULT
------

The complete vote list will be posted with the vote result, including
how each person voted. Note that Usenet votes are not done by secret
ballot.

There will then be a five-day period during which the published vote
list may be corrected and any irregularities addressed. The
requirements for group creation are 100 more YES votes than NO votes,
and 2/3 of all counted votes being YES.
