This is a request for discussion of a new newsgroup, comp.dcom.frame-relay.
Frame Relay is a protocol for sending datagrams ("frames") through
a switched network. An encapsulation of TCP/IP in this framing
is described in RFC 1294.
The purpose of the group is to exchange information between users
of public Frame Relay services, designers and manufacturers of
customer equipment that speaks the protocol, and comparisons of
this approach to other complementary technologies such as ATM,
PPP over leased lines, and ISDN.
The best mailing lists discussion I have seen have been on the IPLPDN
(IP in Large Public Data Networks) list, but those have been rather
narrowly focussed on implementation details. A broader list that
included more of a system designer or user point of view should be
useful.
Discussion will take the month of June, and hopefully the vote will
run in July with a group to be created 1 August.

This is a request for discussion for a new Usenet newsgroup,
comp.dcom.frame-relay.
Frame Relay networks are defined by CCITT Recommendation Q.922 ("ISDN
Data Link Layer Specification for Frame Mode Bearer Services"), ANSI
T1.618-1991 ("ISDN - Core Aspects of Frame Protocol for Use with Frame
Relay Bearer Service"), and Internet RFC 1490 ("Multiprotocol
Interconnect over Frame Relay"). Frame Relay networks have been
deployed by Internet service providers, inter-exchange telephone
carriers, and local and regional telephone companies.
The objective of the newsgroup is to provide implementors and users of
frame relay with an open forum for the discussion of protocols,
equipment, pricing, service, and other details of access to and
building of frame relay networks.
The group is to be unmoderated.

The hope is to conduct a vote starting on or before 25 February, with
votes to be collected by the Usenet Volunteer Vote-takers. This is

In the absence of an particular newsgroup for frame relay, this topic
has been brought up in a variety of newsgroups peripheral to the focus
of the proposed group. In particular, the newsgroups 'comp.dcom.isdn'
and 'comp.dcom.cell-relay' appear to have the substantial
concentration of interested and knowlegable parties.

Hi,
I have received several direct correspondences indicating support for a
new newsgroup catering to frame-relay. I was absent during much of the
discussion period though due to a family illness, so if anyone is
adamantly opposed to the creation of this newsgroup, please speak up
now.
Likewise, if there were suggestions for modification of the charter,
please forward them again.
Barring widespread opposition, I propose that we move to begin the
voting period on 8/21/94 and let it run till 9/21/94. As mentioned
earlier, I will defer to the good folks at Qualcomm to handle the
vote. The CFV will be sent to the newsgroups listed below. A second
CFV will be sent approximately halfway through the voting period (the
5th or 6th of September).
