   This is a formal Request for Discussion (RFD) for the creation of
a new Usenet newsgroup for the discussion of issues related to futures
markets and associated cash markets. A detailed proposal for the group
charter is given below.

   For the benefit of those unfamiliar with the process of creating
a new Usenet group, I have included a summary of the process at the
end of this article. For more detailed information, please see the
article "Guidelines for USENET Group Creation", posted to the groups;
news.answers, news.announce.newusers, news.announce.newgroups, and
others. Please note that in particular;

           Followup discussion is to be held *ONLY* in news.groups!

When responding to this posting, please check the "Newsgroups:" line of
the headers to be sure you are actually posting to news.groups!

Proposed Group Name: misc.invest.futures
========================================

   The Usenet misc.invest hierarchy currently contains newsgroups for
the discussion of other specific types of financial instruments, namely
the group misc.invest.funds for the discussion of mutual funds, and the
group misc.invest.stocks for the discussion of stocks. The proposed
name and charter for the group is consistent with the existing naming
convention.

   This proposal is for an unmoderated newsgroup. By their very nature,
markets are a meeting ground for conflicting points of view. Moderation of
the proposed group could introduce an unwanted bias into the discussion.

Proposed Charter

   The proposed newsgroup is intended to be a forum for the discussion
of issues related to futures contracts and markets. Contracts for
forward delivery of agricultural commodities such as grains and
oilseeds date back to the mid 1800's. Today, futures exchanges in the
United States and world wide offer a wide range of products. Futures
contracts are no longer limited to traditional physical commodities
such as agricultural products, precious and industrial metals, fossil
fuels, etc. The introduction of futures contracts on foreign currencies
in 1972 paved the way for the phenomenal growth of the financial futures
industry.  The list of financial futures includes contracts on many
interest rate securities issued by the government of the United States
and other countries, and stock market indices worldwide. The use of
futures contracts by commercials as a hedging tool has become a popular
method of risk management, to the benefit of business and end consumers
alike.  In view of this long history, and the role in today's world
economy, it is only fitting that there be a Usenet group dedicated to
the discussion of these topics.

   Much of the discussion along these lines currently takes place in
the Usenet group misc.invest.technical, probably because technical
analysis (vs. fundamental analysis) is, in general, more popular among
futures traders. Clearly, many of the above topics do not fall into that
group's intended charter.

   Note that the proposed charter is not intended to conflict with
the charter of misc.invest.technical. Questions regarding technical
analysis *methods* would still be directed to that group.  However, a
posting like "I like Platinum because my moving averages have just
crossed" would be directed to misc.invest.futures for the same reasons
that a posting like "I like Homestake Mining because my moving averages
have just crossed" currently belongs in the group misc.invest.stocks.

   In keeping with the charter of many other groups, the charter for
the proposed group would frown on abusive or indiscriminate use of the
group for advertising purposes.

   This is a brief summary of the guidelines for the creation of new
Usenet groups, taken from "Guidelines for USENET Group Creation",
posted to the groups; news.answers, news.announce.newusers,
news.announce.newgroups, and others.

   This article, a Request for Discussion (RFD) is posted to the group
news.announce.newgroups, and groups that have charters related to the
proposed group. Please note that the guidelines state that responses
to the RFD should *always* be directed to news.groups. Please check
the Newsgroups: line when posting a reply to this article.

   After 30 days, the proponents of the proposal will review the
responses and take appropriate action. This is usually one of the
the following:

 - The proposal will be withdrawn,
 - Further discussion of the proposal will continue using e-mail,
 - A Call for Votes (CFV) will be made through impartial volunteers.

Should the response to the RFD dictate the last action, a Call for Votes
will be posted to news.announce.newsgroups, and to groups that have
charters related to the proposed group. The voting period will be a
minimum of 21 days, and no more than 31 days. A minimum of 100 YES
votes, and at least 2/3 of the total valid votes must be YES for the
