   This is an official Request For Discussion for a new newsgroup for
discussions about the version 3 of the MacApp object-oriented application
framework. 

[Note: This is being posted to usenet and mailed to the MacApp3 mailing
list.] 

NAME:
   comp.sys.mac.macapp3     (but certainly open for debate)

STATUS:
   unmoderated

   The newsgroup will be gatewayed with the existing Macapp 3 mailing list.
 Messages sent to the list will be echoed to the news group, and vice
versa.

CHARTER:
   This group will be a forum for discussion of version 3 of the MacApp
object oriented application framework used to write many Macintosh
applications. It is anticipated that most posts will be technical in
nature, but "advocacy" for new features, meeting announcements, and other
MacApp discussion will also be welcome. 

REASONS:
   There is presently a MacApp 3 mailing list, called MacApp3Tech$,
maintained by Apple. The list started on the AppleLink bbs/mail system, but
has been accessible from the Internet for several years. There are 350
people who subscribe via AppleLink, and about 165 who subscribe via
Internet mail.  Current traffic on the mailing list averages about 75-100
messages per week. 

   Many of the current subscribers, both on AppleLink and the Internet,
have expressed interest in reading a newsgroup rather than a large number
of individual email messages.

   Here are some possible issues for discussion. Usenet readers should post
followup discussion to news.groups, _not_ to comp.sys.mac.programmer.  You
can also mail directly to me, especially with ideas about the group name. 

1) Scope of the group.  The MacApp3Tech$ mailing list is intended for
discussions about MacApp version 3 only.  Many "meta-issues" get discussed
there too: the future of MacApp; scheduling for MADA meetings, etc.  There
is a separate list for discussions about MacApp 2.  Presumably a new list
will be created for users of the new Bedrock framework when it becomes
available. 

   Should the newsgroup we create be specific to MacApp 3?  I think so; we
don't want to inundate mailing-list readers with messages about MacApp 2,
Bedrock, TCL, or whatever.  Other newsgroups can be created for those
mailing lists later if there is enough interest.

2) There are several possible names for the group: 
comp.sys.mac.macapp              Nice and simple.
comp.sys.mac.macapp3             More specific - I like this one
comp.sys.mac.oop.macapp3         For MacApp 3; maybe others later
comp.sys.mac.frameworks.macapp3  For MacApp 3; maybe others later 

3) Why not just put the group under "comp.sys.mac.programmer"?  Many people
think that having a group and a hierarchy with the same name is a bad idea.
 So c.s.m.programmer would have to be renamed to c.s.m.programmer.misc.  If
someone else wants to run such a reorganization later, fine.  But I'd like
to keep this vote simple.

4) Are there enough votes? Usenet guidelines require a 2:1 Yes:No vote
ratio, _and_ 100 more Yes votes than No votes.  We can probably expect 50
or so No votes. Will there be 150 Yes votes? 

5) Signal-to-noise ratio on the mailing list.  Creating a parallel Usenet
group will make the MacApp mailing list much more accessible to the masses.
 The amount of discussion will probably go up, but the signal-to-noise
ratio will probably go down.  Keeping the newsgroup limited to MacApp 3
will minimize this.  I think the tradeoff will be worth it; what do others
think?

6) AppleLink allows people to attach binary "enclosures" to mail messages. 
The AppleLink/Internet gateway appends these enclosures (uuencoded) to the
end of the mail message, and will do the same when posting messages to the
new group.  Nobody has time to rewrite the gateway software right now.  Big
enclosures attached to MacApp3Tech$ messages have been fairly rare, but
users of the mailing list will have to be careful not to use them. 


   Assuming there is some consensus on the group name and charter, I'll
post a Call For Votes after the discussion dies down.

score at home, the RFD went out on Thursday, September 17th, with the name
