Proposed Newsgroups: sci.techniques.mass-spec (moderated)

This is a request for discussion (RFD) for the creation of
sci.techniques.mass-spec.  The discussion will last 21-30 days from
today's date.  If enough interest is shown during
this period, a formal call for votes (CFV) will be issued.


Rationale
     Mass spectrometry is becoming increasingly more common.  The
     American Society for Mass Spectrometry has approximately 3700
     members, and membership is increasing by more than 5% each year.
     The number of papers presented at the annual conference shows a
     similar trend.  In addition, mass spectrometry is being used more
     often by those whose primary expertise is in other fields.  New
     techniques are being developed, and existing techniques are
     becoming more widespread.  The goal of the proposed newsgroup is
     to provide a place for the discussion of all areas of mass
     spectrometry.

Charter
     Sci.techniques.mass-spec will be open to discussion of all areas
     of mass spectrometry.  Topics may include, but are not limited
     to:
          Ionization
          Mass analysis
          Mechanisms
          Hyphenated techniques
          Troubleshooting

     Short commercial announcements will be allowed, but the newsgroup
     is not meant to be a substitute for the normal announcements, and
     long, detailed descriptions of new or improved equipment should
     not be submitted.  To quote from the Moderator's Handbook, the policy
     should be, "Information, not promotion."

     Similarly, the newsgroup is not a substitute for peer-reviewed journals.
