COMMENTS

This proposal is motivated by the now un-wieldy number of bit.listserv.*
groups and the lack of organization within the bit.listserv hierarchy.

The bit.listserv groups are mailing lists that have gateways into Usenet: 
these gateways would be moved to the new newsgroups.  This proposal does
not directly affect the mailing lists in any way.  This proposal is made
with the consent or at the request of the owners of the lists in question.


EDSTAT-L is for discussion of undergraduate-level statistics questions. 
This is unique:  the group should not merge with any of the other groups.
The list owner requests that the Usenet group name be without "-L".

STAT-L and sci.math.stat are similar, and there is routine cross-posting
between the two.  But STAT-L has many e-mail subscribers who would not
relish the additional traffic should the two groups be combined.

SAS-L is for discussion of usage and statistical applications of the SAS
package.  These discussions have always tended to be of a very statistical 
nature;  SAS-L does not fit well in the comp.* hierarchy.

SPSSX-L is specifically for discussion of usage and applications of the
SPSSX statistical package.  It is much like the SAS-L group.

These lists have active, established memberships and collective identities, 
so I propose not to change their names:  now is the time to discuss this.
Moving these groups into the sci.* hierarchy would make them easier to
locate by Usenet readers, and more widely distributed.  I suggest moving
sci.math.stat as well because it doesn't really fit into the sci.math.*
hierarchy and it would fit naturally with the other statistics groups in
a sci.stat.* hierarchy.

A note to mailing list subscribers:

There is a formal process for Usenet newsgroup creation and modification.
This proposal represents the first step in the process.  If there is general
agreement, future steps would include a formal call for votes (CFV), to be
submitted voluntarily by readers via e-mail to a designated address.  If at
the end of the voting period there are 2/3 and at least 100 more Yes than No
votes, then the Usenet powers-that-be will put the necessary changes into
effect.  This proposal will not affect the configuration of the mailing
lists, only the Usenet newsgroups to which they are gated.

A brief HISTORY of this newsgroup reorganization:

After thorough canvassing of all 5 newsgroups involved, and discussion
with the owners of the associated mailing lists, an RFD was posted on
10 May, and a revised RFD, modifying several proposed newsgroup names,
was posted on 3 June.  The 1st and 2nd CFV's were posted on 10 June and
2 July.

All improperly formatted votes were returned to the sender with
instructions on how to format and re-submit the vote.  All votes were
acknowledged individually via e-mail, with the exception of two votes 
for which return addresses were invalid and impossible to decipher.  All
duplicate votes that could be identified were removed before counting
the votes, and all votes have been retained.

Voting ended at 12:00 noon EST on 10 July.  (One vote was received soon
after the deadline, but was included, as it does not affect any outcome.)
