CHARTER:

This group will be used for the discussion of problems related to work or 
research in mechanical engineering. The fields that this group would cover may  
be mechanics,dynamics, control, fluids, heat, manufacturing, computer aided 
design, and a bunch of other areas that may be discussed in the process of 
creating this group. 

Problems could be related to school (not homeworks !), research, work,
software related queries and whatever one can think of as a problem
that can be addressed to a Mechanical Engineer.

Posts of the following types are expected though this is not intended to be an 
exhaustive list.
o	Problems related to design of equipments
o	Modelling relatred problems
o	Math related to Mechanical Engineering
o	Software and programs related to Mechanical Engineering
o	Problems related to Standards (although I don't think we can establish 
	standards for practice)

	I propose the creation of a new newsgroup called sci.engr.mech. The
sci.engr currently has lots of of messages per week pertaining to
mechanical engineering and so dividing the newsgroup may be worth this
process. There seems to be a large number of readers whose primary interest
is mechanical engineering, besides those who have varied interest in it.
These users currently participate in the discussions but the discussions
are limited in nature due to the fact that the newsgroup is not devoted to
mechanical engineers. With a devoted newsgroup for ME's I am sure that
there are lot of people who will be willing to participate in discussions
related to their field. The volume of articles that would appear on the
proposed group will be high with articles ranging from design of seat belts
to control of landing gear in an aircraft and to structural analysis of
adaptive structures.

	I had posted a feeler message in sci.engr, sci.math, alt.cad and to
several other to determine if there was much interest in this type of
group. I received overwhelming response from the readers of these groups.
Therefore, I think it is time to get started with the formalities involved
in the creation of this newsgroup.

	Some reader had suggested that I include industrial engineering as
an area of interest. But I feel that mechanical engineering gives room to
discuss lot more things from the design of equipment for human engineering
to the safe mechanisms of waste disposal. So the charter of the group will
encompass all such fields relevant to mechanical engineering.

This group will be used for the discussion of problems related to work or
research in mechanical engineering. The fields that this group would cover
may be mechanics,dynamics, control, fluids, heat, manufacturing, computer
aided design, and a bunch of other areas that may be discussed in the
process of creating this group.

Problems could be related to school (not homeworks !), research, work,
 software related queries and whatever one can think of as a problem
 that can be addressed to a Mechanical Engineer.

ISSUES TO BE DISCUSSED

a) Should the group be unmoderated?

b) What are the areas that can be included in the discussion?

c) Will there be enough people who subscribe to sci.engr.mech?

d) Anything else you think is important

	For those who have not been part of newsgroup creation process
before, there will be a discussion period for about 20 to 25 days.The
discussion will take place in the news.groups newsgroup. Although this will
be posted in a variety of groups, followup will be in news.groups.  If it
is appropriate and if there is sufficient interest, I will issue a call for
votes. If YES votes outnumber NO votes by at least 100 and if there is a
2/3 majority the group sci.engr.mech will be created.
