Since the creation of the news.answers newsgroup, the amount of
material appearing in it has risen dramatically. The postings
currently appearing in the group are both many and varied in topic.
This has led to some problems:

1) Some sites do not want to carry news.answers because it is too
large. Although it is true that this problem can, to some extent, be
avoided by asking feeds to put "!news.answers" in their sys files, so
that only articles cross-posted to news.answers (and therefore not
taking up additional space in the news spool) are fed, some
administrators are not knowledgeable enough to know about this or do
not want to go to the trouble.

2) The amount of traffic in the group is large enough that some users
are finding it difficult to actively read the group in order to "find
out what's out there" on the net. The ability for people to actually
read the newsgroup on a day-to-day basis was one of the purposes
outlined in the newsgroup's charter, so if the ability to do this is
being challenged, there is reason to be concerned.

3) Some users and administrators are disturbed by the mingling of
periodic postings of many different sorts in the newsgroup. In the
extreme, for example, I have received complaints from some users who
find some of the postings in news.answers "offensive" and have asked
me to withdraw my permission for those postings to appear in the
newsgroup.

4) The burden on me as the moderator of news.answers has increased.
Although it is certainly not yet unbearable, it's getting there.

Several people have suggested, as a solution to this problem, the
creation of separate "answers" newsgroups for each newsgroup
hierarchy. Periodic postings would be cross-posted to the "answers"
newsgroups of the hierarchies of their "home" newsgroups, in addition
to being cross-posted to news.answers (for example, an FAQ posting for
the "comp.foo" newsgroup would be cross-posted to news.answers and
comp.answers in addition to comp.foo). Then, people could choose to
read one or more of the single-hierarchy "answers" newsgroups, or to
news.answers. Furthermore, administrators could choose to receive a
subset of the "answers" newsgroups.

These proposals have taken two forms: either (a) create "rec.answers",
"comp.answers", etc., or (b) create "news.answers.comp",
"news.answers.rec", etc. Both have advantages and disadvantages. The
former has the advantage of isolating periodic postings in the
hierarchies in which they are most relevant; the latter has the
advantage of putting all of the "answers" newsgroups in one place, so
that they are easy to find or to filter out of news feeds.

Another suggestion has been to not actually officially create the
"answers" newsgroups. Instead, periodic posting authors could simply
list the relevant "virtual" newsgroups in their Newsgroups lines, and
then administrators who wish to store periodic postings could create
the newsgroups locally. This has the advantage of not requiring an
official Usenet vote to create the groups, and of allowing
administrators to choose which of the "answers" groups they want
simply by creating them. Disadvantages include that many
administrators won't bother, that if the names are not officially
created, they are not officially "reserved" and therefore might be
used later for something else (although that is doubtful), and that
some sites will have a problem with postings to newsgroups that do not
exist.

My personal preference is to hold a call for votes to create *.answers
groups for all of the mainstream hierarchies, with the moderators for
those groups initially the same as the moderator for news.answers
(i.e., me), although the work may later be divided among multiple
moderators (I'd certainly like to see that happen :-).

Please comment in news.groups about this.

			What the vote is about

This is a CALL FOR VOTES on the proposal to create the following
moderated newsgroups:

	comp.answers
	misc.answers
	rec.answers
	sci.answers
	soc.answers
	talk.answers

The charters of these newsgroups will be identical to the charter of
news.answers, with the addition that each of these newsgroups will
contain only periodic informational postings that are also posted to
other newsgroups in the same hierarchy (e.g., the "comp.answers"
newsgroups would contain only postings that appear in at least one
other "comp" newsgroup).

The charter of news.answers, from the "Introduction to the
news.answers newsgroup" posting, is as follows:

> What is news.answers?
>
> The news.answers newsgroup serves as a repository in which periodic
>informational postings (a.k.a "Frequently Asked Questions" postings,

These newsgroups are being proposed in order to make it easier for
users to choose which FAQs they will and will not read, and to make it
easier for administrators to choose which FAQs will be fed to their
sites and which will not.

Initially, these newsgroups will be moderated by the moderator of
news.answers (i.e., by me). Eventually, I hope to find others to
moderate some of the newsgroups -- I will develop a mechanism for the
multiple moderators working together to keep the *.answers newsgroups
consistent while dividing the labor between them.

Note that news.answers will continue to exist in its current form,
i.e, ALL PERIODIC POSTINGS WILL CONTINUE TO APPEAR IN NEWS.ANSWERS,
even the ones that are cross-posted to other *.answers newsgroups as
well.

In addition to the newsgroups being voted on here, other *.answers
newsgroups will probably be created in some alternative and regional
hierarchies (for example, alt.answers). However, those groups are not
being considered here because new groups in other hierarchies are not
created using the guidelines under which this vote is being held.

			     How to vote

In order to vote for or against this newsgroup, you must send a mail
message to the address [email protected] (if you reply
via mail to this message, your mail will be directed to that address).
If your site does not understand that address, you might try:

	[email protected]
	mit-athena!pit-manager.mit.edu!mail-server
	uunet!pit-manager.mit.edu!mail-server

If none of these addresses works, talk to someone at your site who can
help you address the mail properly. Posted votes will not be counted.
Votes mailed to the poster of this message will not be counted.

Your mail should contain in its body one line for each vote you want
to cast. The line should be in the format "vote newsgroup myvote",
where "newsgroup" is the name of the newsgroup for which you are
voting and "myvote" is either "yes", "no" or "abstain". To vote
easily, you can cut-and-paste the following lines and replace the
string MYVOTE at the end of each with the vote you want to cast:

	vote comp.answers MYVOTE
	vote misc.answers MYVOTE
	vote rec.answers MYVOTE
	vote sci.answers MYVOTE
	vote soc.answers MYVOTE
	vote talk.answers MYVOTE

A vote of "yes" indicates approval of the newsgroup. A vote of "no"
indicates opposition to it. A vote of "abstain" cancels any previous
vote for or against it.

Multiple votes from the same person should be sent from the same
address, although they do not have to be sent in one E-mail message.
If multiple votes for a particular group are received from the same
person, the last vote received for that group is the only one counted.

You should receive a response to your vote, acknowledging its
receipt, within two days. If you do not, or if you have some other
problem with voting, you can get help by sending mail to
[email protected]

			     When to vote

Votes received between the date in the header of this message and
Sat Dec 20 23:59:59 GMT 1992 will be counted. At least one mass
acknowledgement and repeat call for votes will be posted during the
voting period.

The voting period for votes on comp.answers, misc.answers,
rec.answers, sci.answers, soc.answers, and talk.answers is over. The
results are as follows:

Group Yes votes No votes Difference % yes votes Passes?

  comp.answers 258 27 231 90.5 PASS
  misc.answers 246 28 218 89.8 PASS
  rec.answers 241 31 210 88.6 PASS
  sci.answers 251 27 224 90.3 PASS
  soc.answers 240 29 211 89.2 PASS
  talk.answers 232 35 197 86.9 PASS

All six votes have succeeded, and barring any successful challenges to
the votes, newgroup messages for them will be sent out by David
Lawrence.

As concluded during the discussion phase previous to the vote, the
moderator of news.answers (i.e., me) will initially moderate all of
these groups. However, I am interested in volunteers to help moderate
them, so that the work can be divided among more than one person. If
you are interested, please contact me.

Note that both posted CFVs contained an error in the deadline for
voting. They said, "Votes received between the date in the header of
this message and Sat Dec 20 23:59:59 GMT 1992 will be counted."
December 20 was Sunday, not Saturday. However, this error did not
affect the outcome of the vote either way, since no votes were
received on December 20.

The following is a list of voters. In the vote columns, 'Y'
indicates a yes vote, 'N' a no vote, and 'A' an abstention.
