Request for Discussion (RFD)
Newsgroups : comp.text.analysis.char-recog
comp.text.analysis.misc
Status : unmoderated
Distribution : Worldwide
Summary : For discussion of OCR research, software and theory
as well as related technologies.
Proponents : C. Vance ([email protected])
D. Doermann ([email protected])
This is a formal Request For Discussion on the creation of the unmoderated
newsgroups comp.text.analysis.char-recog and comp.text.analysis.misc.
This RFD has been posted in accordance with the Guidelines for Newsgroup
Creation. Its language is based on previously submitted RFDs. The RFD is
being cross-posted to the following relevant news groups:
news.announce.newgroups
news.groups
comp.text
sci.image.processing
And the following mailing list:
[email protected]
[email protected] (for server requests
including subscriptions)
CHARTERS
The comp.text.analysis.char-recog newsgroup will be open to discussion of
commercial and public domain Optical Character Recognition (OCR) software,
document image understanding topics directly related to OCR, and the
development of new public domain OCR software. Specific topics may include
but are not limited to:
* OCR Research and Development - preprocessing, segmentation,
feature extraction, classification, contextual aids, etc.
* OCR/ICR software availability/suitability
* Information on FTP, Gopher, WWW sites involving OCR
* Discussion of hardware for OCR - scanners, digitizers, etc.
comp.text.analysis.misc would be appropriate for discussion of, but not
limited to:
* Document analysis in general
* Page decomposition
* On-line recognition
* Graphics understanding
* Signature Verification and Writer Identification
* Information retrieval
* Document imaging and management systems
RATIONALE
There has been traffic on various newsgroups requesting information on OCR,
and related topics, but very little ``public'' discussion of these topics.
Since there is no news group dedicated to our domain, it would be beneficial
for a new group be created to allow for open discussion of these topics.
Several listservers are currently available for discussion of character
recognition, document understanding and some related areas such as
information retrieval, but many people have expressed an interest in using a
newsgroup as a more convenient forum. It would allow people to read messages
at their convenience and still allow for timely feedback.
We have proposed the comp.text.analysis.* hierarchy to seperate groups which
deal with the analysis of documents, from existing groups such as
comp.text.interleaf, comp.text.tex, etc, which deal with the creation of
documents. It will also allow for expansion into other areas of interest
within the document understanding domain such as imaging, graphics
processing, page decomposition and on-line recognition.
MAILING LISTS
[email protected] (submissions)
[email protected] (server requests)
FUTURE CALL FOR VOTES
After a discussion period of 21-30 days, if there are no overwhelming
objections to the proposed groups, there will be a Call For Votes (CFV)
posted to the same groups as this RFD. The voting period will be at least 21
days. If the groups pass by receiving 100 more YES votes than NO votes, and
(at least) twice as many YES votes as NO votes, they will be created.

2nd Request for Discussion (RFD)
This second RFD is primarily a name change and proposes placing the document
analysis discussions under the comp.ai hierarchy. Since document analysis
and ocr strong ties to vision and image processing a placement parallel
to the vision group, and in the comp.ai hierarchy is appropriate.
