moderated newsgroup relating to professional video, television, and
broadcasting.

CHARTER

rec.video.professional would be a newsgroup dealing with specific
technical and artistic issues in professional video, television and
broadcasting.

Topics would include:

+ Policy (e.g. federal regulations passed down from the Federal
  Communications Commission) and operation (e.g. day-to-day physical
  plant) of broadcast, production and post production facilities.

+ Announcements of events of interest to the video, television and
  broadcasting community such as conferences and conventions.

+ ENG (Electronic News Gathering) equipment specifications.

+ New ENG technology such as disk-based (as opposed to tape-based)
  cameras.

+ ENG videotape formats.

+ Linear and nonlinear editing.

+ Special Effect design and creation.

+ Problem solving and trouble-shooting.

+ Production artistry.

+ Single- and multiple-camera productions.

+ In-studio and remote (out of studio) productions.


MODERATION POLICY

The sole purpose of moderating the proposed newsgroup is to restrict the
discussion to subjects related to the video profession.  All articles
dealing with such subjects will be accepted, regardless of the point of
view of the author.  The moderator will reject articles not pertaining to
topics described in the Charter, including:

+ Commercial announcements.

+ Personal attacks and flames.

+ Political discussions not directly related to the video profession.

+ Questions or comments pertaining to video hobbyists or amateurs (these
  articles will be redirected to the appropriate newsgroups).

The proposed moderator is Michael Silbergleid .
However, during the discussion, other video professionals are encouraged
to come forward to be co-moderators, alternate moderators, and/or backup
moderators.


RATIONALE

There is considerable interest in forming this newsgroup from those who
are video, television and broadcasting professionals currently posting on
rec.video, rec.video.desktop, and rec.video.production. There is a certain
dissatisfaction in the professional community with those existing
newsgroups as they contain mostly amateurs and hobbyists.


PROCEDURE

Please post any response to this message to news.groups.  If you use the
followup feature on your newsreader this should happen automatically.  It
is important to understand that all discussions about the merits of this
proposal should occur on news.groups.

Unless the discussion indicates a need to resubmit a new RFD, a Call for
