fictional prose works. There is a group alt.prose, but it does
not reach all stations on the net.

This is a formal Call For Votes for or against the creation of an
unmoderated Usenet newsgroup called "rec.arts.prose".

VOTING PROCEDURES
In order to vote, send a message to

containing in the Subject: line either `yes' or `no' and 'rec.arts.prose',

The current Call for Votes (CFV) for rec.arts.prose is being
cancelled due to an inadvertent breach of commonly accepted proper
vote taker behaviour.  In accordance with established precedent for
similar situations, this vote can be restarted immediately.

The vote taker targetted individuals who had posted in literature-
related groups to receive email copies of the call for votes.  Though
there is no written guideline against this, which can be considered
nothing but a fault, it is generally accepted by those people who are
involved with the newsgroup creation process that such solicitation,
even when not actively asking for votes in favour of the proposal,
causes further bias in the poll.

This case was actually quite minor, but had the potential to establish
a very bad precedent.  Recognizing that this also could lead to much
controversy and possibly hurt the chances of creation of the group,
the vote taker has elected to step down, while noting his objection to
being expected to follow rules that he had never seen documented.

A new vote taker, who is familiar with the conduct of USENET
newsgroup creation polls, is being solicited to restart this vote.  If
you would like to volunteer, please send a message to
[email protected].

A revised version of the newsgroup creation guidelines is in the works
which attempts to clarify and improve on many areas of the current
guidelines.  They should be available for public review within a month
or so, hopefully a few weeks before USENIX.

Proposed Charter:
-----------------

A group where writers can post short prose fiction.  Criticism and
suggestions on the fiction posted can be posted on the net in
rec.arts.prose or by email to the poster.  The group will accomodate
discussion of prose fiction in general, similar to the way in which
rec.arts.poems allows for posting of poems and discussion.  Posters
should keep to the normal length of a short story, approximately 800
lines.  Novel-length prose fiction should be posted in short chapters
over a period of time.

Other more technical matters involving writing, such as publication
outlets, publishers, journals, and literary agents, are more
appropriately discussed in misc.writing.

Discussion of literature in general takes place in bit.listserv.literary
and rec.arts.books.

copyrighted material without the consent of the copyright owner.
Short pieces can be quoted in a discussion, as is the case in academic
work on fiction.  Anything posted to the net automatically is
copyright protected in countries agreeing to the Berne Convention, and

the author expressly releases his posting into the public domain.  

To make your intentions clear, posters are advised to add a Copyright
199x by Name of the Author to their posting, if they intend to keep
